NUWCDIVNPT Solicitation # N6660424R0249 Questions and Answers 12 June 2024

1. Can the Government please clarify which SOW tasks will be on a LOE basis?

Answer: CLIN 0004 for SOW task 4.5 is the only anticipated level of effort, severable type tasking that will be issued under this contract. All other CLINs and associated task orders will be issued on a completion type (non-severable) basis. Note that the applicability of Clause B-232-H003 Payment of Fee (s) (Completion) (NAVSEA) will be updated in a forthcoming amendment to remove CLIN 0004 from the list. The correct applicability for B-232-H003 is CLINs 0003, 0005, and 0006.

2. In “Exhibit B-ELINS.xlsx” tab labeled “Fiber Optic”, 20 unique part numbers are listed, requested to be priced in quantities of “20-50KM” and “50.1-175KM”. Only 3 of those part numbers appear to cable, PN 114226, PN 114227, PN 111624. The other part numbers are not cable, but assemblies. For all parts that are not cable, contractor requests direction from government to clarify the units of measure of the remaining parts.

Answer: Part numbers 114226, 114227, 111335, and 111624 are all cables. The other items listed in the Exhibit B ELIN Spreadsheet are subassemblies - either supporting the cable, supporting termination between units and assemblies, or supporting range functionality (and are therefore built into or onto the cable as described below). Solicitation Sections L and M and Exhibit B ELIN Spreadsheet will be revised in a forthcoming amendment to adjust the ELIN numbering, quantities, and evaluation calculation for the fiber optic cables and cable subassemblies.

3. Regarding pricing information requested in CLIN 0002 (Range Hardware CCAs and Fiber Optic Cables) the contractor assumes that each of the line items needs to be a standalone order. Although we acknowledge the “Special notes for Non Recurring Engineering” in the “Exhibit B-ELINS.xls” file, there is no associated direction in the SOW for the NRE or Level of Effort (LOE), such as PMO, associated with CLIN 0002. All SOW information with regards to Non Recurring Engineering is requested in SOW section 4.1-4.4 and 4.6-4.7, associated with CLIN 0003, Engineering Services. Many of the CCA part numbers identified have drawings that are several years old and are likely to have obsolete components. Contractor’s assumption without further government direction will be that for every CLIN 0002 task order let, an accompanied a task order on CLIN 0003 for NRE and LOE request for proposal will be generated and executed.

Answer: The contractor’s assumption that each line item needs to be a standalone order is incorrect. The contractor shall provide FFP pricing for all parts in the ELIN spreadsheet, including all costs of production in accordance with the applicable drawings. The Government will not be issuing separate, accompanying orders for NRE or LOE associated with the production of the parts listed in the Exhibit B under CLIN 0002. The ELIN Spreadsheet (Exhibit B) will be revised in a forthcoming amendment to remove the Special Notes column to prevent confusion.

4. Can the Government please confirm that the STR is the only Key Person required?

Answer: Per Section L Instructions, Conditions and Notices to Offerors or Respondents paragraph 3.1.3(a), offerors are to Identify the Senior Technical Representative (STR) designated to manage the overall effort as a Key Person and serve as the primary point of contact with the Contracting Officer’s Representative (COR). The STR is the minimum Key Personnel requirement; offerors may propose additional Key Personnel if they choose.

5. Clause L-215-H004 Item (a) states that "The Offeror shall complete the "Price Group" (Block 17) and "Estimated Total Price" (Block 18) of each data item on the Contract Data Requirements List (CDRL) of this solicitation using the following instructions ... " Section L, 1.7, Proposal Organization and Content, does not include a requirement for CDRL's with blocks 17 and 18 filled out to be included in any volume of the offeror’s proposal. Will the Government please confirm if block 17 and 18 CDRL information is to be included in the offeror’s proposal and if so, in which Volume should they be placed?

Answer: Information provided in response to the requirement at Text L-215-H004 is required and should be included in offerors proposals as part of Volume I – Fill-In Information for Provisions/ Clauses.

6. My NIST assessment is current but will expire prior to the anticipated award date. Will my proposal be considered for award?

Answer: In accordance with DFARS 252.204-7019, in order to be considered for award, the Offeror shall have a current assessment (i.e., not more than 3 years old unless a lesser time is specified in the solicitation) (see 252.204-7020) for each covered contractor information system that is relevant to the offer, contract, task order, or delivery order. If the Offeror does not have summary level scores of a current NIST SP 800-171 DoD Assessment posted in SPRS, the Offeror may conduct and submit a Basic Assessment for posting to SPRS in the format identified in paragraph (d) of 252.204-7019. Summary level scores for all assessments will be posted 30 days post-assessment in SPRS to provide DoD Components visibility into the summary level scores of strategic assessments. It is incumbent upon the offeror to ensure timely submittals to avoid a lapse in assessments. A NIST assessment that is more than 3 years old renders the offeror ineligible for award consideration.
