STATEMENT OF WORK
(SOW)
Weapon Power Converter (WPC) Repair Evaluation
PR No. 1301008065
1.0 Background
Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) Code 25 requires Weapon Power Converter (WPC) evaluation and repair services to maintain a sufficient inventory of functional WPCs for deployment.
1.1 Places of Performance
The place of performance is the Contractor’s site.
1.2 Authorized Users
NUWCDIVNPT Code 25 is the only authorized user of this contract.
1.3 Sponsors
The Sponsoring Office for this effort is PMS-425.
1.4 Types of Funding
The type of funds for this effort is Working Capital Funding.
2.0 Scope
The contractor shall test, inspect, evaluate, and repair WPCs and provide the corresponding reports for each WPC.

4.0 Technical Requirements
The contractor shall provide the services below.
4.1 Weapon Power Converter (WPC) Test, Inspection, and Evaluation
4.1.1 Evaluation Details
The WPCs will be sent to the contractor as GFP for evaluation at the contractor’s facility.
In accordance with the contractor’s standard incoming evaluation procedures, the contractor shall perform evaluation of the WPC to identify all repairs that need to be made in order to return the WPC to a condition in which it can perform reliably. Each evaluation shall include inspection and diagnostic testing and documentation of the WPC evaluation activities through an RMA traveler, which may require removal of WPC covers, and some disassembly in order to acquire external and internal photos of the unit.
The contractor shall issue a Returned Material Authorization (RMA) number for each WPC and shall provide instructions for delivery to the contractor’s repair facility. The contractor shall inspect and test each WPC with a RMA number to determine the status of the unit without performing any repairs. The contractor shall prepare and deliver a WPC Evaluation Report for each unit and document all failures, required repair levels, recommended repair actions, and proposed price and time of repair in the WPC Evaluation Report for Government review in accordance with CDRL A001 (DI-NDTI- 80809B).
4.1.2 Repairs
Upon the contractor’s submittal of a WPC Evaluation Report which indicates WPC repairs are needed, the Government may exercise the option to complete the repairs for each WPC that requires repairs according to the report’s determination of the cost and time associated with the repairs. If failures identified by the contractor are determined to be beyond economical repair by the Government, the contractor shall return one or all of the WPCs as Government Furnished Material (GFM) to the Government. The contractor shall prepare and deliver a WPC Evaluation Report for each unit and in accordance with
CDRL A001 (DI-NDTI-80809B).

Requirements
The Government has determined that this procurement is an exception to the Information and Communication Technology (ICT) Accessibility Standards (36 C.F.R. § 1194.3 - Chapter 2 E202 General Exceptions of Section 50 Refresh). Notwithstanding that an exception exists, the Contractor may furnish items or services provided under this contract that comply with the ICT Accessibility Standards (36 C.F.R. § 1194- Chapters/WCAG to Section 508 Refresh).
