STATEMENT OF WORK (SOW)
Hydrostatic Pressure Tanks
1.0 Background
The Naval Undersea Warfare Center Division, Newport (NUWDIVNPT) Code 70 designs, prototypes, tests, and provides life cycle support for submarine non-propulsion electronic systems; pressure/implosion qualification testing is integral to NUWDIVNPT’s mission. Pressure vessels perform Test and Evaluation for shipboard systems relative to external volume requirements and hydrostatic pressure requirements. Hydrostatic pressure vessels are required to sustain NUWDIVNPT’s mission and technical capabilities. These hydrostatic pressure vessels will replace older units and will have elevated pressure ratings to meet the external volume requirement imposed by the Columbia Program.

2.0 Scope
The contractor shall provide the material and services to design, document, manufacture, test, package, and deliver a Technical Data Package (TDP) and hydrostatic pressure vessels.

4.0 Technical Requirements
The Contractor shall perform the following tasks and subtasks IAW ADs in Section 3.0.
4.1 Task A: Technical Data Package
The contractor shall create and deliver conceptual design drawings using specifications provided in ADs. The contractor design drawings shall include the location of Item Unique Identification (IUID) ident-a-plates.
The contractor shall submit draft drawings to the Government for review and approval. The Government estimates two review cycles including review by Naval Facilities Engineering Command (NAVFAC) Hyperbaric System Certification Authority (SCA) will be required prior to Government approval.
Deliverables:
• Commercial Off-The-Shelf (COTS) Manuals and Associated Supplemental Data IAW CDRL A001
• Technical Data Package IAW CDRL A003
4.2 Task B: Procurement, Production, and Test
The contractor shall provide material and services to manufacture, assemble and test the hydrostatic pressure vessels.
4.2.1 The contractor shall deliver a Factory Acceptance Test (FAT) Procedure. The procedure shall include all steps necessary for full verification of the specifications per ADs. The contractor shall conduct the FAT at NUWCDIVNPT. The contractor shall perform design verification, qualification, and pressurization testing. Test will be observed by a Government point of contact (POC) to verify specifications are met. Contractor shall coordinate FAT schedule with the Government.
The contractor shall provide a field engineer to oversee the installation and final inspection and acceptance tests at NUWCDIVNPT, Newport RI.

4.3 Task D: Installation and Integration
The contractor shall prepare and deliver a site preparation and installation plan for Government review and approval.
The contractor shall deliver, install and integrate the hydrostatic pressure vessel(s) into the building parameter IAW the performance specification.

4.4 Task E: Technical Manual and Training
The contractor shall prepare and deliver a Hydrostatic Pressure Vessel Technical Manual to include Operation and Maintenance and User Training. The manual shall provide a detailed description of the hydrostatic pressure vessel, user guidance for operation, maintenance, and troubleshooting of the system.

5.0 Progress Reports
The Contractor shall prepare a Contractor’s Status Report that indicates the progress of work, status of the program(s), and existing or potential problem areas. The contractor shall submit the Contract Status Report for the same timeframe as each invoice submitted in the Invoicing, Receipt, Acceptance, and Property Transfer (iRAPT) module of Wide Area Work Flow (WAWF).
