This attachment provides the minimum specifications for a dynamometer being procured by the Department of the Navy Naval Sea Systems Command. The dynamometer must have a moment of inertia not exceeding 30lb-ft^2 and ideally as close to 0lb-ft^2 as possible, fit within a footprint no larger than 60" x 48" x 36", support an overhung input shaft weight of 250lbs, operate within 400-2000rpm with a torque accuracy not exceeding 0.5% of 2500ft-lb, and absorb up to 1200hp. Additional requirements include the ability to absorb torque ranges of 150-250ft-lb at 600rpm and 500-2500ft-lb at 2000rpm, remote and automatic torque adjustment and speed reaching capabilities, user calibration, and torque control via preset curves. The dynamometer provider must also supply commissioning support for at least five days covering installation, testing, training, and manuals in English, as well as a minimum one year parts replacement warranty.

Minimum Specifications/Salient Characteristics 1 Dynamometer shall have a moment of inertia not to exceed 30lb*ft^2.

1.1 Dynamometer shall have a moment of inertia as close to 0lb*ft^2 as practical 2 Dynamometer shall have an input shaft centerline height not to exceed 27" from mounting surface 3 Dynamometer system shall physically fit within the footprint of figure 1 not to exceed 60" Length x 48" Width x 36" Height 4 Dynamometer system shall support an overhung input shaft weight of 250lbs 5 Dynamometer shall be capable of operating within a range of 400-2000rpm 7 Dynamometer shall have a torque accuracy not to exceed 0.5% of 2500 ft-lb over the range of 400-2000rpm 8 Dynamometer shall have the ability to absorb 1200hp 9 Dynamometer shall absorb torque through a range of 150-250ft-lb @ 600rpm.

10 Dynamometer shall absorb torque through a range of 500-2500ft-lb @2000rpm.

11 Dynamometer shall be capable of remote adjustment of torque during operation 12 Dynamometer shall be capable of reaching an operating condition of 650rpm in 1 second from dead start 13 Dynamometer shall be capable of reaching an operating condition of 1000ft-lb in 1 second from dead start 14 Dynamometer system shall be capable of user calibration (no outside assistance) 15 Dynamometer shall not utilize cantilevered weights for calibration 16 Dynamometer shall control torque automatically by way of a preset torque/speed curve 17 Dynamometer shall be capable of manual torque manipulation during operation 18 Dynamometer shall include 2 shaft speed encoders

18.1 Encoders shall provide a 4-20mA output

19 Dynamometer will be installed by the Government 20 Dynamometer procurement package shall include commissioning support of minimum of 5 days and shall include the following support:

20.2 Static testing

20.3 Dynamic testing

20.4 On-site operational training

20.4.1 On-site operational job training shall include walkthrough of dynamometer functions, controls, and routine maintenance 21 Dynamometer manufacturer shall provide user manual in English 22 Dynamometer manufacturer shall provide replacement parts manual in English 23 Dynamometer shall include full parts replacement warranty for 1 year minimum 24 Dynamometer shall be supplied with over speed protection
