For each reference, the Offeror shall also provide a written explanation describing the work that was performed and how the work was or is relevant to the work being proposed in this solicitation. The Offeror may provide information on problems encountered on the identified contracts and the Offeror's corrective actions.
(b) Each past performance reference shall not exceed two (2) pages per reference, for a total of six (6) pages.
(c) Subcontractors proposed to perform more than 25% of the total proposed value of the contract shall also submit three (3) past performance references, if available, that reflect recent relevant experience performed within the last three (3) years of the closing date of the solicitation and demonstrate the ability to perform the required work under the contract resulting from the current solicitation. Subcontractor past performance references shall contain the same information as that of the prime as listed in paragraph (a), above. Each past performance reference shall not exceed two (2) pages per reference, for a total of six (6) pages per subcontractor.

3. Total Evaluated Price (TEP)
The source selection will be made on a Lowest Price Technically Acceptable (LPTA) basis.
2.0 PASS/FAIL EVALUATION
Offerors will be evaluated based on a Pass/Fail rating on the requirement listed below. Offerors must receive a Pass rating under the Pass/Fail Requirement to be eligible for award. A fail may result in no further consideration for award. The Pass/Fail rating criteria is as follows:
2.1 Organizational Conflict of Interest Mitigation Plan
The Government will verify that the offeror indicated whether or not any conflicts of interest or potential conflicts of interest exist, and specified what the conflict of interest are, if any. The Government will verify whether or not any conflicts of interest or potential conflicts of interest exist. If a conflict of interest or potential conflict of interest exists the Government will evaluate whether the offeror’s mitigation plan sufficiently addresses any conflicts of interest or potential conflicts of interest identified. If no conflicts of interest or potential conflicts of interest exist, the Government will identify that a written statement was provided certifying as such.
Note: Awards will only be made to an offeror that has no organizational conflict of interest as defined in FAR 9.5 or that the Government determines has provided a satisfactory mitigation plan. Offerors are advised that technical proposals may be evaluated without consideration of any proposed subcontractor which is deemed to have an organizational conflict of interest.
2.2 Small Business Participation
Note: Small Business Participation is different than the Small Business Subcontracting Plan.
The Government will evaluate the Offeror's small business participation in accordance with the small business objective or its rationale for its proposed deviation as set forth in Section L.
3.0 NON-COST/PRICE FACTORS
The Government will evaluate offers and assign one of the adjectival ratings indicated in paragraph (6.0) of this provision for each of the following non-price factors.
3.1 Factor 1: Technical Capability
The Government shall evaluate the offeror’s narrative description of its ability to manufacture, test, package, and deliver Cable Assemblies: Copper, Fiber, and Hybrid, which meet the requirements of the cable drawing packages as identified in the Statement of Work (SOW). The Government will evaluate the Offeror’s, in-process testing, final test operations and handling necessary to produce accurate and reliable cable assemblies at the required throughput of eight (8) cable assemblies per month starting 4 months after order. The Government will evaluate any anticipated throughput issues identified by the Offeror and how the Offeror proposes to resolve them. The Government will evaluate the existence of any single point failures in the planned manufacturing process that would result in compromised throughput or a production line shutdown. The Government will evaluate how the Offeror proposes to address such compromises and the time estimates to fix the identified single point failures to resume production.
The Government will evaluate how the Offeror proposes to recover from such events and return to the required production throughput of eight (8) cable assemblies per month.
The Government will evaluate the Offeror’s competency in producing cable assemblies as follows:
3.1.1 The Government will validate the Offeror’s proof of its, or its proposed subcontractor’s, NAVSEA S9320-
AM-PRO-020/MLDG REV 2 certification. The Government will confirm that the certification is valid and current. Failure to possess an active NAVSEA S9320-AM-PRO-020/MLDG REV 2 certification will result in the proposal being determined unacceptable.
3.1.2 The Government will evaluate the Offeror’s description of its facilities, tooling and equipment with respect to successfully manufacturing, in-process testing, final test operations and handling of Cable Assemblies.
Failure to propose facilities that meet or exceed the Government’s required capabilities will result in the proposal being determined unacceptable.
3.1.3 The Government will evaluate the Offeror’s description of its capabilities to meet the required throughput as stated in Section F. Failure to propose capabilities to meet the required throughput will result in the proposal being determined unacceptable.
3.2 Factor 2: Past Performance
The past performance evaluation assesses the degree of confidence the Government has in an Offeror’s ability to deliver products that meet users’ needs, based on a demonstrated record of performance. The Government may consider past performance information contained in the Supplier Performance Risk System (SPRS) and the Federal Awardee Performance and Integrity Information System (FAPIIS). The Government may use other information such as the Contractor Performance Assessment Reporting System (CPARS) or other data available from Government sources to evaluate an Offeror’s past performance. The Government reserves the right to limit or expand the number of references it decides to contact, and to contact references other than those provided by the Offeror. The Government may also contact all or some of each Offeror’s customers to obtain past performance information. In the case of an Offeror without a record of relevant past performance or for whom information on past performance is not available, the Offeror will not be evaluated favorably or unfavorably on past performance.
4.0 Factor 3: Total Evaluated Price
The Government will evaluate proposed prices by performing a price analysis in accordance with FAR 15.404-1(b) procedures.
The following is an example of how the Government will calculate the Total Evaluated Price (TEP):
For all CLINs with multiple quantity ranges:
For those CLINs with multiple quantity ranges, the Government will multiply the unit price by the maximum quantity for each range to derive the extended price for each range.
Next, the Government will add the extended prices for all ranges of the production year CLIN and divide by the sum of the maximum quantity of all ranges of that CLIN to find the average unit price.
The Government will multiply the average unit price by the maximum number of units of the highest range of the production year to arrive at a total evaluated price for the production year.
The following is an example:
PRODUCTION, First Year
STEPLADDER PRICING
Production YR Description FROM
QUANTITY
TO
QUANTITY
UNIT
PRICE
EXTENDED
PRICE
YR 1 CLIN 0001 Widget 4 10 $6,000 $60,000 11 20 $5,000 $100,000 21 35 $4,000 $140,000
Total 65 $300,000
The total line item amount for CLIN 0001 is $300,000.00.
Average unit price = $300,000/65 = $4,615.38 Total evaluated price for first production year = $4,615.38* 35.00 = $161,538.30
The Government will repeat the above for all production years and all ranges.
For CLIN 0011 Non-Reoccurring Engineering Services, the Government will add the quoted price to the Total Evaluated Price for CLINS 0001-0010 to arrive at the Total Evaluated Price of the Contract.
TOTAL EVALUATED PRICE:
The Government will add up all single quantity CLIN amounts and all the multiple quantity range CLIN amounts to arrive at the Total Evaluated Price (TEP) for the contract.
In evaluating offers, the Contracting Officer will review the prices of the Offeror's proposal to determine that they are fair and reasonable, per FAR 15.404 procedures.
* The above items and prices are examples only and it does not obligate the Government to purchase these quantities.
5.0 ADJECTIVAL RATINGS
(a) The Government will perform an evaluation of the non-price evaluation factors based on the offeror’s proposal.
This evaluation will result in the assignment of an adjectival rating of acceptable or unacceptable for each factor.
Total Evaluated Price and Pass/Fail Requirements in Section L Instructions to Offerors will not be assigned an adjectival rating.
The Government will evaluate the Offeror’s proposal to determine whether the proposal is acceptable or unacceptable, using the ratings and descriptions outlined in the table below:
Rating Description Acceptable Proposal meets the requirements of the solicitation.
Unacceptable Proposal does not meet the requirements of the solicitation.
(b) Past Performance Evaluation
The past performance evaluation results in an assessment of the Offeror's probability of meeting the solicitation requirements. The past performance evaluation considers each Offeror’s demonstrated recent and relevant record of performance in supplying products and services that meet the contract’s requirements. In accordance with FAR 15.305(a)(2), the currency and relevance of the information, source of the information, context of the data, and general trends in contractor’s performance shall be considered. These are combined to establish one performance confidence assessment rating for each Offeror.
There are three (3) aspects to the past performance evaluation: recency, relevancy (including context of data), and quality (including general trends in contractor performance and source of information).
(A) Recency. The first aspect of the past performance evaluation is to evaluate the recency of the offeror’s past performance. Recency is a measure of the elapsed time since the past performance reference occurred.
Recency is generally expressed as a time period during which past performance references are considered relevant and is critical to establishing the relevancy of past performance information.
(B) Relevance. The second aspect of the past performance evaluation is to determine how relevant a recent effort accomplished by the offeror is to the effort to be acquired through the source selection. Relevancy is a measure of the extent of similarity between the service/support effort, complexity, dollar value, contract type, and subcontract/ teaming or other comparable attributes of past performance examples and the solicitation requirements; and a measure of the likelihood the past performance is an indicator of future performance. In establishing what is relevant for the acquisition, consideration is given to those aspects of an offeror’s history of contract (or subcontract) performance that would provide the most context and give the greatest ability to measure whether the offeror will successfully satisfy the current requirement.
Common aspects of relevancy include, but are not limited to: similarity of product/service/support, complexity, dollar value, contract type, use of key personnel (for services), and extent of subcontracting/teaming.
There are two (2) levels of relevancy as shown below.
Adjectival Rating
Description
Relevant Present/past performance effort involved similar scope and magnitude of effort and complexities this solicitation requires.
Not Relevant Present/past performance effort involved little or none of the scope and magnitude of effort and complexities this solicitation requires.
(C) The third aspect of the past performance evaluation is to establish the overall quality of the Offeror’s past performance (see FAR 15.304(c)(2)). The past performance evaluation conducted in support of a current source selection does not establish, create, or change the existing record and history of the Offeror’s past performance on past contracts; rather, the past performance evaluation process gathers information from customers on how well the Offeror performed those past contracts. The Government will review all past performance information collected and determine the quality of the Offeror’s performance, general trends, and usefulness of the information and incorporate these into the performance confidence assessment. The past performance confidence assessment is based on the Offeror’s overall record of recency, relevancy, and quality of performance.
In the case of an Offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance. Therefore, the Offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, “unknown” shall be considered “acceptable.”
A list of ratings and descriptions for past performance confidence assessments is shown in the table below:
Adjectival Rating
Description
Acceptable Based on the offeror’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown.
Unacceptable Based on the offeror’s performance record, the Government does not have a reasonable expectation that the offeror will be able to successfully perform the required effort.
