SUMMARY OF CHANGES

SECTION A - SOLICITATION/CONTRACT FORM

The following have been added by full text:

AMENDMENT 0002

The purpose of Amendment 0002 is to:

1. Extending the proposal closing date and time to Wednesday, May 31, 2023 at 14:00PM EST.

2. Respond to questions from industry as follows:

QUESTION #1: For part numbers 8192509, 8192510, 8192511 and 8192512, we approached the suggested source of supply as listed on the drawing. The source has an existing contract with the Government to manufacture parts 8192509 and 8192510. Traditionally, these parts have been made from 316L stainless steel; the new designs call for Titanium. While the source has submitted 6 conforming 8192509 parts to the Government, they are unable to achieve the dielectric withstanding voltage requirement per M24217 (1880vac) for 8192510. The source submitted a waiver to reduce the requirement to 1500vac but this was disapproved by the Government. Given the spacing of the pins on the face of the connector, the use of Titanium and the hermetic sealing requirement, achieving the 1880vac requirement for part 8192510 is not possible.

We told the source to quote all connectors with exceptions, but they are insistent that the dielectric withstanding voltage issue must be resolved with the Government before they can provide us with any pricing.

While we have started a search for other MIL-C-24217 certified vendors, we believe the lowest risk/cost solution for all parties is to resolve the dielectric withstanding voltage requirements (per M24217) issue with the source.

ANSWER #1: As per the statement of notes 2.4.3 on drawings 8192509 and 8192510, “FABRICATION OF THE PIN CONTACT INSULATOR(S): THE METHOD FOR GLASS SEALING THE PIN CONTACTS WITHIN THE

RECEPTACLE SHALL BE DETERMINED BY THE MANUFACTURER AND MUST MEET THE

REQUIREMENTS HEREIN”, there is enough design latitude for a connector manufacturer, qualified to build MIL- C-24217 connectors/receptacles, to meet the specification test requirements, and thus provide connectors in accordance with the drawings. It is up to the qualified receptacle/connector manufacturer to determine how to meet electrical isolation and watertight seal requirements of MIL-C-24217 and 24217/1.

QUESTION #2: We believe that the suggested source of supply on the drawing has indicated that they cannot meet all requirements. 3.5.3 reads “There shall be no evidence of breakdown or flashover when the pin contacts are subjected to a test voltage of 1880 VAC.” The suggested source of supply has indicated that given the nature of Titanium only 1500VAC is possible.

ANSWER #2: It should be noted that neither 8192509 nor 8192510 specifies a Suggested Source of Supply or an Approved Source of Supply. As per the statement of notes 2.4.3 on drawings 8192509 and 8192510, “FABRICATION OF THE PIN CONTACT INSULATOR(S): THE METHOD FOR GLASS SEALING

THE PIN CONTACTS WITHIN THE RECEPTACLE SHALL BE DETERMINED BY THE MANUFACTURER

AND MUST MEET THE REQUIREMENTS HEREIN”, there is enough design latitude for a connector manufacturer, qualified to build MIL-C-24217 connectors/receptacles, to meet the specification test requirements, and thus provide connectors in accordance with the drawings. It is up to the receptacle/connector manufacturer to determine how to meet electrical isolation and watertight seal requirements of MIL-C-24217 and 24217/1.

All other terms and conditions remain unchanged.
