The purpose of Solicitation Amendment 0003 is to answer industry questions as detailed below:

Question 4: Given that no pricing information is required and this proposal submission is to determine eligibility for a MAC award, would the Government please clarify how the offeror must address Section L 2.3 Small Business Participation paragraph (c)… “Proposals submitted by Large Business Concerns shall indicate the percentage of work performed by Small Business Subcontractors. The Small Business Participation percentage shall be calculated as follows:

Participation % = (Total Small Business contract + Subcontract Dollars)/ Total contract Value”

Answer 4: Small Business Participation will be evaluated at the order level. As such, the following revisions are made to the solicitation via this amendment:

Answer 5: Offerors are not to propose any prices. References to Factor 3 Price are removed via this amendment.

Question 6: If an offeror is responding to more than one Functional Area, should “Processes the Offeror will use to monitor progress of the fabrication and Technical Performance Measures.” only be part of the “Additional One (1) Page for Each Functional Area Proposed.”?

Answer 6: “Processes the Offeror will use to monitor progress of the fabrication and Technical Performance Measures,” shall be included in the general capabilities section. An additional page can be used for details specific to a particular functional area.

Question 7: Given the one page limitation to address each functional area being proposed, should the offeror only address pertinent SOW Sections 2.0, 3.0 and 4.0?

Answer 7: SOW requirements that are applicable to all Functional Areas shall be discussed in the General Capabilities Section. SOW requirements that are specific to one Functional Area shall be discussed in the additional page for each functional area.

Question 8: Is the required resume for the STR part of the 4 Page Limit for 3.1.1 or can the STR resume be provided as an attachment outside of the 4 page limit?

5.0 ADJECTIVAL RATINGS

(a) The Government will perform an evaluation of the non-cost/price evaluation factors and subfactors based on the Offeror’s proposal. Price will not be assigned an adjectival rating. In order to be considered awardable, an Offeror must have an acceptable rating in every non-price factor/subfactor.

The term “technical,” as used herein, refers to non-price factors other than past performance. The purpose of the technical factor is to assess whether the Offeror’s proposal will satisfy the Government’s minimum requirements as outlined in the SOW. The Government will evaluate the Offeror’s proposal against the SOW requirements to determine whether the proposal is acceptable or unacceptable, using the ratings and descriptions outlined in the table below:

Adjectival Rating Description Acceptable Proposal meets the requirements of the solicitation.

Unacceptable Proposal does not meet the requirements of the solicitation.

(b) Past Performance Evaluation The past performance evaluation is an assessment of the Offeror’s probability of meeting the solicitation requirements. This assessment is based on the Offeror’s record of relevant and recent past performance information that pertain to the products outlined in the solicitation requirements.

The Government will initially evaluate whether the Offeror’s past performance is recent, and relevant or not relevant to the effort to be acquired, using the table below:

Rating Description Relevant Present/past performance effort involved similar scope and magnitude of effort and complexities this solicitation requires.

Not Relevant

Present/past performance effort involved little or none of the scope and magnitude of effort and complexities this solicitation requires.

Second, the Government will evaluate the past performance evaluation to determine how well the Offeror performed on prior relevant contracts. Based on this evaluation, the Government will determine whether the Offeror’s relevant past performance record is Acceptable or Unacceptable, using the ratings in the table below:

Rating Description Acceptable Based on the Offeror’s performance record, the government has a reasonable expectation that the

Offeror will successfully perform the required effort, or the Offeror’s performance record is unknown. *

Unacceptable Based on the Offeror’s performance record, the Government does not have a reasonable expectation that the Offeror will be able to successfully perform the required effort.

*NOTE: In the case of an Offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the Offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305 (a)(2)(iv)). Therefore, the Offeror shall be determined to have unknown (or “neutral”) past performance. In the context of acceptability/unacceptability, a neutral rating shall be considered “acceptable.
