GENERAL INFORMATION FOR AMENDMENT 0002

The purpose of Amendment 0002 is to revise the Statement of Work (SOW) as detailed below, add attachments to Section J, answer industry questions as detailed below, and extend the closing date of the solicitation from 30 May 2022 at 1400 EST to 6 June 2022 at

1400 EST.

Section C:

1. Revise the SOW, paragraph 7.0 as follows:

Delete: “Technical Quality: The government will evaluate technical quality using the criteria defined in the Performance Requirements Summary Table (PRST), Attachment X.”

Section J:

1. The following attachments and exhibits are hereby added:

Attachment #1. DD Form 254.

Attachment #2. GFP Incidental Form.

Attachment #3. GFP Requisitioned Form.

Exhibit A. Form DD1423 CDRLs.

Industry Questions and Answers:

Q.1: Drawing 8878258: Z207X-W is listed twice, with top and base as the description, looking at the part number, it includes both. So would we only need to purchase QTY 1?

A.1: Correct, only qty 1 Z207X-W needs to be procured per unit. However, further clarification is required, the PL's two call outs were made because the part is customizable with different sizes of both top and bottom available that can be mixed and matched. So the top and bottom were called out individually on the PL so that sizes for each could be specifically called out to make sure correct sizes are procured.

Q.2: Drawing 8878268: This appears to have software as part of the data package. Are you asking for these to be installed? Are there instructions for installation?

A.2: Firmware will need to be installed versus software. The instructions were omitted from the TDP. In order to receive the instructions for the firmware installation, requests shall be sent from the JCP Custodian to sarah.l.aviles.civ@us.navy.mil.

Q.3: Drawing 8878283-1 and -2: The Wire Table and view 1-7B do not match the length of the overall cable build in view 2-5C. Please clarify the length.

A.3: Correct, the overall length of the cable is 17 inches. Drawing will be updated to fix the error.

Q.4: Drawing 8878285 and 8878287: These were missing the contact part number, is 1722537123 the correct part number for these cables?

A.4: The correct part number for those contacts is 1722537123.

Q.5: Drawing 8878257: 5612881, is there a drawing for this or a preferred vendor to purchase from?

A.5: The Government has attached the applicable Government Furnished Property (GFP) form, this drawing will be provided as GFE as detailed in attachement # 2.

Q.6: General PCB Comments: Any DNP items, are these required to be ordered and provided as a bag and tag item

A.6: DNP items do not need to be ordered or provided with the boards.

Q.7: Do you have assembly drawings for each PCB?

A.7: There are no assembly drawings for each of the PCB/CCA. The PCB/CCA source files and schematics provided can/should be used to produce PCB/CCAs

Q.8: File 8878257 calls out the following items, will these be provided as GFE? If not, we request the drawings:

a. CABLE, CONTROL BOX TO MAST FX887-1448

b. CABLE, POWER SUPPLY TEST SET INTERFACE FX887-1447

c. CONNECTOR RING 5612881

A.8: The Government will only be providing the Government Furnished Property (GFP) as dictated on the attached GFP form at this time. Cables will be provided as GFP, see attachment # 3.

Q.9: Note: In File, “8878259 (CONTROL BOX PANEL ASSEMBLY) BOM REVD,” circuit breaker part numbers (lines 39-44) appear to be date-formatted. Please confirm that part numbers identified in drawings are correct and take precedence.

A.9: Correct, the PN's in lines 39, 40, & 42-44 were inadvertently converted; to date format within Excel, line 41 format is correct as it had a "2.5"value the excel date format couldn't handle. Below is correcting information.

Line # - PN Date format (wrong) > PN correct format 39 4/1/7274 > 7274-4-1 40 4/2/7274 > 7274-4-2 41 correct as shown - 7274-4-2.5 42 4/3/7274 > 7274-4-3 43 4/4/7274 > 7274-4-4 44 4/5/7274 > 7274-4-5

Q.10: Please confirm that material obsolescence tracking applies only for the life of the contract and not any future warranty period. We see no explicit warranty called out, but want to confirm.

A.10: The Government acknowledges that obsolescence tracking only applies for the life of the contract.

Q.11: Does the technical capability page limit of 4 pages apply to the inclusion of project schedules? If so, we request an increase to 5 pages.

A.11: The technical capability page limitation remains at 4 pages. Project schedules will not be included as part of the page count.

Q.12: Per page 25 of the RFP, CLIN 0002 is Not Separately Priced. Please confirm no pricing is required as part of our Section B response for CLIN 0002, as it is NSP.

A.12: The Government confirms that CLIN 0002 is Not Separately Priced and no pricing is required for this CLIN.

Q.13: Please confirm performance based payments can be proposed and if yes, how the Government would like that data presented within our response.

A.13: In accordance with the solicitation, Performance Based Payments (PBPs) are not being offered by the Government for this requirement.

All other solicitation terms and conditions remain unchanged.
