About this file

This amendment to a solicitation provides answers to four questions from potential offerors and updates the wage determination. The solicitation seeks to replace the variable refrigerant volume system at Building 102 on a naval base with a chilled water fan coil unit system including a chiller. The scope of work entails installing the chiller, chilled water piping, expansion components, glycol system, cassette fan coil units, controls, electric duct heaters, and electrical connections. It also includes connecting steam valves and energy recovery ventilators to the direct digital control system. Offerors must provide onsite supervision by at least two qualified personnel to serve as superintendent, quality control manager, and safety officer. A commissioning authority is also required. The updated wage determination is modification number five dated May 6, 2022.

SUMMARY OF CHANGES

SECTION A - SOLICITATION/CONTRACT FORM

The following have been added by full text:

GENERAL INFO - AMENDMENT 0001

Question #1: What is the size and who is providing the concrete pad for the new chiller?

Answer #1: Contractor shall provide concrete pad for new chiller. Size of pad shall extend approximately four inches beyond its mounted equipment on all sides. See Specification Section 23 64 10 Subparagraph 3.1.8.1 Refrigeration System Equipment (PDF page 366). Government is also advising Contractor of a typographical error in above-mentioned citation in that the 400 psi strength requirement should read 4,000 psi, consistent with concrete pad detail on Drawing Sheet M-501. Also, see General Note #23 on Drawing Sheet M-001.

Question #2: Who will be removing the ceiling grid?

Answer #2: Pursuant to Specification Section 02 41 00, Paragraph 3.1.6 Acoustical Ceiling Tile, “Remove, neatly stack, and reuse acoustic ceiling tiles.” Similarly, Contractor shall remove grid to accommodate the Work and restore acoustical ceiling system to its original or better condition.

Question #3: What are the accommodations for Contractor when installing fan coil units, chilled and condensate piping down the hallway, and each of the offices?

Answer #3: Contractor shall coordinate sequencing of work with the building occupants via the NUWCDIVNPT Construction Manager, i.e., the NUWCDIVNPT Code 1022 Contracting Officer’s Representative, to be identified at time of award in Section G of the contract.

Question #4: Is there a requirement to perform work off hours?

Answer #4: The electrical tie-ins may require off work hours for outages.
