SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

QUESTIONS AND ANSWERS

Question #1: Please clarify Navy end-state for the existing 12’ high arborvitae trees that need to be cut and trimmed as required to install steel supports and Sea Tube piping (Drawing M-1).

Answer #1: Contractor shall determine which trees—and ways and means—to cut, trim, or remove in order to complete project.

Question #2: Please clarify drawing M-1 which indicates “Penetration thru insulated metal panel typical at 6 locations. Patch opening in panel based on manufacturer recommendations and detail on M-2.”

Answer #2. For information only, attached is an excerpt from Centria installation manual.

Question #3. While period of performance is 120 days, does the Government have an anticipated award date?

Answer #3. Government intends to award this project no later than 30 Sep 2022. Regardless of when awarded in September 2022, project delivery date will be Friday 3 Feb 2023.

Question #4. Welder qualifications referenced in Section J-2 Specification are AWS certifications. Will Government allow MIL-STD 248 welder qualifications for personnel who have S1, S2, S11 metal quals, in place of AWS D1.1? This is a higher NAVSEA qualification that covers the grade of steel referenced drawings.

Will Government also accept WPS for above qualification?

Answer #4. Government will accept MIL-STD 248 and WPS qualifications as indicated in Question #4.

Question #5. Inspection Criteria referenced in Section J-2 Specification is QC1. Drawing CLB M 02 01 01 references MIL-STD 2035. Please clarify which inspection criteria shall be used. Or is 2035 on the aluminum, and QC1 on the steel?

Answer #5. Informational drawing CLB M 02 01 01 illustrates a component of the aluminum Seatube assembly manufactured and inspected IAW MIL-STD 2035 by others, and furnished by Government to Contractor for installation. Specification (Attachment J-2) requires that steel welding inspectors be certified to meet the requirements of AWS QC1.

Question #6. Are the flanges already welded onto the 6061 aluminum Sea tube? We note an aluminum welder qual D1.2, and weld call outs on drawings, but it is not clear if there is actually any aluminum welding or if that is a factory supplied unit, and if the all the pipe sections come with flanges welded on (to include the boot).

Answer #6. Flanges already welded onto the Seatube sections. This contract requires no welding on the Seatube.
