N6660422Q0252 B1346 Raised Flooring Q&A #1 through #5

Question #1: Will the Government accept progress payment invoices, i.e., monthly?

Answer #1: Pursuant to FAR Clause 52.232-5 Payments under Fixed-Price Construction Contracts (incorporated by reference in Section I (eye) of the solicitation, Government will accept monthly progress payment invoices, to be paid by Government purchase card, as the work proceeds, on estimates of work accomplished, e.g., square feet completed or room(s) completed, which meets the standards of quality established under the contract, as approved by the Contracting Officer. Contractor’s likely first allowable progress payment would be for cost of bond premium(s). See entirety of Clause 52.232-5 for required Contractor certification and other conditions.

Question #2: Is the awarded Contractor required to meet the minority (3.1%) and female (6.9%) workforce participation goals?

Answer #2: Pursuant to FAR Clause 52.222-23 Notice of Requirement for Affirmative Action to Ensure Equal Employment Opportunity for Construction (incorporated by full text in Section I (eye) of the solicitation), the percentages indicated in 52.222-23(b) are goals established by the U.S. Department of Labor for the covered area indicated in 52.222-23(e). Clause 52.222-23(c) establishes the basis for Contractor compliance.

Question #3: Please provide a list of unit prices requested by the government to be included in the proposal response, e.g., cost per 4x6 trimmed cutout.

Answer #3: Government is soliciting a singular firm fixed price for Contract Line Item Number (CLIN) 0001 in Section B of the solicitation. Government is neither requesting nor soliciting unit pricing, nor is the solicitation providing for an allowance for selected services.

Question #4: Request clarification as to the extent of project superintendent requirement, i.e., can the superintendent be the awarded Contractor’s project manager or on-site working foreperson?

Answer #4: Offeror should indicate its point of contact for performance under the awarded contract, in paragraph (g) of Clause G 242 H001 Government Contract Administration Points of Contact and Responsibilities (in full text in Section G of the solicitation). This individual need not be the Contractor’s Superintendent, Site Safety and Health Officer, or Quality Control Manager. As indicated in Section L of the solicitation, one individual may serve concurrently as Contractor’s Superintendent, Site Safety and Health Officer, and Quality Control Manager, assuming they meet the qualifications required by Section L for each applicable position.

Question #5: Will the Government entertain a quote extension and additional questions.

Answer #5: See Amendment 0001 which extends quote due date to 2:00 PM ET Tuesday 24 May 2022.

Additional questions may be submitted no later than one week prior to due date to joseph.scarpa6.civ@us.navy.mil or (401) 832-1499. Alternate point of contact is michael.h.broomfield.civ@us.navy.mil or (401) 832-8469.

If you cannot participate in this contract opportunity, please email a brief explanation such that we can continuously improve our contracting processes.
