Questions and Answers (continued from previous Amendment(s))

Question #22: Liebert/Vertiv has advised us of configuration changes to the specified Liebert equipment and systems and consequently has indicated various exceptions will be required. Will the Government accept the manufacturer exceptions?

Answer #22: Due to manufacturer’s changes since the Government specified the equipment and system in the Statement of Work and Drawings, the Government will consider reasonable exceptions, provided they are included in your quotation and timely substantiated in required pre-construction submittals such as shop drawings and product data.

Question #23: What is the approximate distance between the “Building Main Fire Alarm Panel” location and the Computer Room in which Contractor is installing the additional cooling system?

Answer #23: The main fire alarm panel is in the building’s main entrance, and is approximately 180 feet from the work location.

Questions may be directed to joseph.scarpa@navy.mil or (401) 832-1499.

GENERAL INFO - AMENDMENT 0003

Official Onsite Visitors – Access Control

Effective Wednesday, January 12, 2022 all Official Onsite Visitors to Division Newport facilities will need to complete and maintain Form DD 3150, (Contractor Personnel and Visitor Certification of Vaccination) and provide to NUWC Division Newport Visitor control, upon request. Failure to present this may result in denial of an official onsite visitor’s access.

Official visitors who are not fully vaccinated against COVID-19, or who decline to volunteer their COVID-19 vaccination status, must show an electronic or paper copy of negative results from a U.S. Food and Drug Administration-authorized or approved COVID-19 test administered no earlier than 72 hours prior to their visit.

Failure to present such test results will result in denial of an official onsite visitor’s access.

Questions and Answers (continued from previous Amendment(s))

Question #6: Is the specified Liebert Air Conditioning system to be built in America or North America? Some parts of Liebert are built in Mexico. The units are assembled in U.S.A. Is that acceptable ?

Answer #6: The domestic content test of the Buy American statute has been waived for acquisitions of commercially available off-the-shelf (COTS) items, and the specified Liebert equipment is a COTS item. Clause 52.225-9 BUY AMERICAN—CONSTRUCTION MATERIALS, and Provision 52.225-10 NOTICE OF BUY AMERICAN REQUIREMENT—CONSTRUCTION MATERIALS, provided in full text in Section I (‘eye’) of the solicitation, apply.

Question #7: The delivery of the specified Leibert system is 33 weeks from the date of order. There is no way to finish the project in 180 days as specified. The delivery date may be delayed more due to COVID. Will additional delay be acceptable?

Answer #7: Consistent with Question & Answer #1, provided via Amendment 0002, NUWCDIVNPT will update project delivery time upon award if quotation includes justification and documentation as to needed delivery time. It is the intent of the Government to negotiate any adjustments in required delivery date prior to award of contract.

Absent new information after award, that was not known or should have reasonably been known by Contractor, the Government will not modify contract for schedule or material lead time issues. In event of late delivery, the Government will rate the Contractor accordingly in its performance assessment.

Question #8: Chances are that Liebert equipment prices will increase. Will our contract be modified accordingly at equipment delivery time?

Answer #8: The Government will award a firm fixed price at time of award. Government will not modify contract for pricing issues. Risk of price fluctuation is on Contractor.

Question #9: Which institutional credit card will Government be using as method of payment?

Answer #9: Mastercard.

Question #10: Who will be the Government’s point of contact or Contracting Officer’s Representative?”

Answer #10: Clause G-242-H001 “GOVERNMENT CONTRACT ADMINISTRATION POINTS-OF-CONTACT AND RESPONSIBILITIES” will identify the NUWCDIVNPT POC information at time of award.

Question #11: Clarify “Use Low Volatile Organic Compound (VOC) materials." [SOW 2.1.1(5)]

Answer #11: Government intent is to improve indoor air quality by eliminating or reducing use of materials with volatile organic compounds (VOC) by using zero- or low-emitting materials. Use materials and products with low or no pollutant emissions, including adhesives, sealants, and interior paints and finishes. Suggested guidance is International Green Construction Code (IgCC) 801.4.2 (8.4.2) Materials.

Question #12: Warranties - Please provide warranty information on Building 1258 roof. [SOW 2.5]

Answer #12: Existing roof warranty information provided in Roofing Notes on Drawing Sheet M-4 (Sheet 5 of 7).

Question #13: Weekly Construction Meetings - What are the names and POC information for those personnel who may attend meetings and where specifically shall the meetings take place? Time? Flexible? [SOW 2.8 and 2.9]

Answer #13: The initial pre-construction meeting will be held virtually at a mutually agreeable date/time via Government-hosted teleconference line. Weekly construction meetings will be held at a time and place as directed by the Government Technical Point of Contact. Contractor attendees must include the Project Manager, Superintendent, Site Safety and Health Officer (SSHO), Quality Control Manager, and major subcontractors.

Question #14: Are there any known pre-existing safety concerns?

Answer #14: None at this time.

Question #15: Occupied existing building: Who will be assigned as the Government-provided escort during construction? If personnel gain NUWC clearance, will escort still be required? [SOW 2.20]

Answer #15: Government escort will be discussed during the preconstruction conference, the contractor will be required to get DBIDS and NUWC badging, which will only allow exterior access. The Government Facility Manager for the space will provide personnel for interior escorting.

Question #16: Will Contractor be able to note any pre-existing conditions to the Government to ensure no prior conditions are thought to be of causes of Contractor, i.e., deficiency list? [SOW 3.1 through 3.3]

Answer #16: Contractor attention is directed to Clauses 52.236-2 Differing Site Conditions and 52.236-3 Site Investigation and Conditions Affecting the Work.

Question #17: Pressure Testing - How shall the notice of testing be given? [SOW 3.3]

Answer #17: Contractor shall notify Government Construction Manager via email 24 hours prior to testing and note the construction schedule accordingly.

Question #18: Smoke Sensor | Common Alarm Contact | Alarm Panel System [SOW 3.6 | Pages 15 -16]

a) Will the smoke detector come with the unit? Or should it be furnished and installed by Contractor?

b) For the visual alarm, is Contractor to run conduit and wiring to the main fire alarm panel to ring in as a trouble?

For the audible alarm, is this to be a local alarm or to have the fire alarm system alarm sound? If it is to be a local visual and audible alarm, where should it be located and what type of device should be used? If it is to connect into the existing fire alarm system, does NUWC have a vendor they use to procure parts and expertise for the old Pyrotronics System 3 conventional FA System?

Answer #18(a): See Schedule on Drawing Sheet M-4. Contractor shall provide smoke detector with unit.

Answer #18(b): See Note 5 on Drawing Sheet E-2. Unit shall be interlocked with building fire alarm.

Question #19: During the walk through, the Government stated the panel/breaker information for the existing panel was in the drawings/notes but I have only found information for the new panel. What type of panel is existing and what is the kAIC rating of that panel/breakers?

Answer #19: The Panel is a GE series, with 65 kAIC on the main and 10 kAIC.

Question #20: On drawing E-2, Electrical Construction Note #3 states to make wire terminations to the new equipment under direct supervision of a manufacturer representative and take any testing or measurements they may require. Is this specifically for the new HVAC equipment or is it for the new HVAC equipment and the new electrical equipment like the new panel and amp, and disconnects?

Answer #20: New HVAC equipment only.

Question #21: Who would be responsible for turning off the fire alarm system while Work is being conducted? Or who would be POC to organize that aspect of this project?

Answer #21: Upon timely notification from Contractor, Government will turn off fire alarm during performance of the Work. Contractor Superintendent will coordinate sequencing of Work so as to (1) minimize downtime of alarm systems, and (2) allow for Government communication of downtime to building occupants.

Questions may be directed to joseph.scarpa@navy.mil or (401) 832-1499.

Alternate point of contact is michael.h.broomfield@navy.mil or (401) 832-8469.
