Questions & Responses
1. Is it possible to stay in the building located at Site 2 which is immediately north of the 2060
Tower? If this is an option for lodging it could cut an hour round trip of travel to the site each day (as opposed to coming from Site 1).
A: While it is permissible to stay at Site 2, something for the vendor to consider is that there is no mess hall where food is served at Site 2. Vendor could stock up on provisions at the BX at Site 1, store in refrigerators and prepare meals themselves at the kitchen at Site 2. Alternatively, what has typically occurred in the past is vendor stays at Site 1 and staff at the mess hall will prepare box lunches to be picked up in the morning prior to departing.
2. Can you please define the lightning work policy at this site? At what strike distances must work stop?
A: Work stops at 3 mile lightning warning.
3. Can the notice to proceed be held until all equipment has arrived on Andros or shipped to
Andros from Cape Canaveral? The radome system has a lead time of 4+ months from date of purchase. This will eat into the 180 day completion time significantly if the NTP is issued immediately upon award.
A: Active radar transmissions at Site 2 will not account for any tower work stoppages at this facility.
While we are aware that the new radome has a 4+ month lead time, it is not advisable for the 180 day clock to start when materials arrive at the cape or Andros. The 180 day time frame was provided with the 4 month lead time in mind, leaving +/-60 days to transport material and complete work. Would be open to extending the period of performance slightly if deemed necessary.
4. The old system has a standalone AC unit mounted on top of the platform. This AC system will need to be removed to properly replace the top decking. Will the Navy handle the removal and re-install of the AC system (if such a system is present)?
A: The existing AC system will be removed and replaced by the AUTEC Maintenance and Operations contractor.
5. Does the crane operator have specific hours when they can/cannot work?
A: Crane operator can be scheduled during normal working hours 0800-1700. Any work outside of these hours must be requested in advance through the contracting officer. Other limitations may include wind, rain events, or as otherwise advised due to other radars in the area that may be impacted.
6. The existing steel decking currently under the radar system was installed with use of steel shims. Specifically this is referring to the steel decking NOT the ring which supports the radome.
This was likely needed as a perfectly level surface was not achieved with the structural i-beams alone. Is it acceptable to shim the steel decking as needed?
A: Yes, provided the shims are properly installed.
7. Has the internal radar unit been removed from under the radome? Assuming it has not, is it to be removed in a manner which preserves it for future use or is a new unit being installed? If it is to be removed will the Navy have a technician available to assist with removal/reinstallation? In order to replace the support systems below the radar must be removed at some point.
A: With the exception of the AC units, there is nothing presently operating under the radome atop Fac 2060. All equipment will need to be removed and temporarily stored in Building 2002. The antenna pedestal riser and the two equipment racks are bolted to the floor and will require the Tower Vendor to remove and replace (in the exact same location) once the new floor has been installed and leveled. It is believed that the radome door is sufficiently large that the pedestal riser and two equipment racks can be installed after the new radome is installed.
8. Will days lost to weather delays be counted against the 28 day radar down time?
A: Yes.
9. Can crew(s) submit to advanced background screening/badging to reduce the need for a full time escort while at Site 2?
A: The area is a Level II secure location and an escort is required. Escort is arranged and provided by the AUTEC Maintenance and Operations contractor via request through NUWC Base Operations personnel.
10. Once on Andros will the Navy be able to transport the new radome to the worksite from Site
1? The radome will be in a large cargo container.
A: Yes, Heavy Lift will provide transport to the work site.
