1. SCOPE
This Statement of Work (SOW) defines the effort required to repair the existing platform on Tower 2060 at the Atlantic Undersea Test and Evaluation Center (AUTEC), located on Andros Island, Bahamas. The repair work consists of the removal of the existing radome cover, replacement of the existing steel decking that makes up the interior of the floor of the radome, removal and replacement of the steel I-beams which pass under the radome assembly, removal and replacement of associated nuts and bolts, and an exact OEM radome cover replacement for what is currently installed. Existing HVAC inside the radome will be removed by the AUTEC Maintenance and Operations contractor prior to commencement of work and is not included in this scope.
1.1 Background
AUTEC is a Naval testing range under the command of the Naval Undersea Warfare Center (NUWC)
Division Newport. The test range is located on Andros Island, Bahamas, approximately 180 miles southeast of West Palm Beach, Florida. AUTEC operates two aircraft that transport personnel and air freight between West Palm Beach, FL and Andros Island. All other freight and heavy cargo is shipped to the AUTEC main base facility (Site 1) via Military Sealift Command (MSC) barge out of Port
Canaveral, FL.
Facility 2060 is a 60’ OASYS-ESM system tower located at Site 2. AUTEC Site 2 is located on Andros
Island, Bahamas and is a remote location that is approximately 20 miles south of Site 1.
In April 2014, a tower inspection was performed followed by a report. The report identified numerous issues primarily associated with corrosion. As the tower was not in use at the time of the reported findings, repairs were deferred until 2018 when new requirements arose for testing equipment to be installed atop the tower. Repairs to the tower, as identified in the report, were concluded in SEP 2019 however during the time that transpired between the report being furnished and the repair work being completed, additional deficiencies were identified. The existing deck under the existing radome was found to be substantially corroded. During the course of the repairs, the deck was cleaned, treated, and painted, however that work was only guaranteed for a period of 5 years before corrosion overtakes and affects integrity and stability.
1.2 Work Elements
Replacement of the steel deck, replacement of all necessary hardware, and furnish and install a new
L3 Essco radome cover.

The analysis must identify and evaluate hazards and outline the proposed methods and techniques for the safe completion of each phase of work. At a minimum, define activity being performed, sequence of work, specific safety and health hazards anticipated (slip or trips, cuts, dust or chips in eyes), control measures (to include personal protective equipment) to eliminate or reduce each hazard to acceptable levels, equipment to be used (hand tools, backhoe), inspection requirements (list the inspect ion requirements for the activity to ensure the controls are working, an d equipment is inspected to ensure proper operation), training requirements for all involved (any unique training required to make the established controls work) and the competent person in charge of that phase of work.
The AHA shall be continuously reviewed and, when appropriate, modified to address changing site conditions or operations. The analysis should be used during daily inspections to ensure the implementation and effectiveness of the activity's safety and health controls.
