All questions concerning this procurement, either technical or contractual, must be submitted via email. The cut-off date for questions is 27 Aug 2021. No direct discussion between the technical representative and prospective Offeror will be conducted. Questions shall be submitted to the following point of contact:

PRIMARY:

Name: Michael Broomfield

ALTERNATE

Name: Kathleen Hourihan

Email: kathleen.hourihan@navy.mil

1.1 PROPOSALS

http://www.beta.sam.gov/ mailto:michael.h.broomfield@navy.mil mailto:kathleen.hourihan@navy.mil

Offerors shall submit proposal by electronic means. All electronic submissions shall be sent to

Michael.h.Broomfield@navy.mil and kathleen.hourihan@navy.mil . Submissions must be received by the closing date and time located on the cover page of the SF 1442. Proposal attachments must be in formats readable by

Microsoft Office or Adobe PDF.

(A) Proposal Format. This section specifies the format that Offerors shall use in submitting proposals in response to this solicitation. Offerors shall comply with the detailed instructions for the format and content of the proposals;

proposals that do not comply may be considered unacceptable and may render the Offeror ineligible for award.

(B) Organization. In the Technical Proposal, the Offeror shall provide information and documentation to clearly and concisely identify the Offeror’s overall ability to meet the requirements of the so solicitation. The Offeror shall divide the Technical Proposal into the following factors in the order listed below:

2.0 TECHNICAL PROPOSAL

2.1 Factor 1: Technical Capability

2.1.1 Subfactor (a): Experience and Capability to Complete Project

Offeror shall provide a technical capability statement outlining their experience and capability to complete the project identified in the Specification and Drawings.

2.1.2 Subfactor (b): Technical Solution to Complete Project

Offeror shall provide a narrative describing their understanding and technical solution to completing the project described in the solicitation. Narrative must describe steps to complete the project, demonstrating that project will be completed within timeframe specified in the solicitation.

2.2 Factor 2: Key Personnel

2.2.1 Identify and provide resume(s) for a minimum of one (1) Key Person covering the below areas of expertise.

(a) Site Safety and Health Officer (SSHO): Provide an SSHO that meets the requirements of EM 385-1-1 Section 1.

The SSHO must have the required training, experience, and qualifications in accordance with EM 385-1-1 Section

01.A.17, and all associated sub-paragraphs.

(b) Quality Control (QC) Manager: Resume must demonstrate a minimum of 5 years of combined experience as a superintendent, inspector, QC Manager, project manager, or construction manager on similar size and type construction contracts which included the major trades that are part of this contract. The individual must be familiar with the requirements of the EM 385-1-1 and have demonstrated experience in the areas of hazard identification and safety compliance. The individual is required to have completed the course Construction Quality Management for

Contractors and have a current certificate. A copy of the certificate must be provided in the proposal.

(c) Superintendent: Resume must demonstrate a minimum of 10 years of experience in construction with at least 5 of those years as a superintendent on projects similar in size and complexity to this requirement. The individual must be familiar with the requirements of EM 385-1-1 and have demonstrated experience in the areas of hazard identification and safety compliance. The resume must demonstrate that the individual is capable of interpreting a critical path schedule and construction drawings.

Note that the SSHO may also serve as the Quality Control Manager and/or the Superintendent.. The SSHO, Superintendent, and Quality Control Manager roles may be staffed by the same person. If an Offeror proposes to have any Key Person fill multiple roles, the individual’s resume must demonstrate that s/he meets the above qualifications required of each applicable position.

Qualifications of Key Personnel shall not be based on the presumption of future education or experience. The qualifications listed in each individual proposed Key Personnel resume, not the specific individual, are the materially relevant aspects of the proposed Key Personnel partially forming the basis of award under C-237-H002, Substitution of Key Personnel. Therefore, even if a proposed Key individual becomes unavailable to the offeror between proposal submission and award, the Government will evaluate and make its award decision based on the qualifications listed on the proposed resume(s). When the Government awards a contract under those circumstances, the Government will require the awardee to use the qualifications listed on the relevant proposed Key Personnel resume as the basis for replacing that individual under C-237-H002 during contract performance.

Each resume shall not exceed two (2) pages. Resumes shall include: employee name, number of years of professional experience, current position/title/employer, educational/training history, chronology of professional experience.

2.2.2 Identify all proposed Key Personnel who are not currently employees of the offeror or proposed subcontractor.

Provide a signed Letter of Intent (LOI), dated no earlier than the solicitation release date, by that person indicating their intent to be hired if the contract is awarded to the offeror. If the signed LOI includes any references or enclosures, the offeror shall provide the references and enclosures with the LOI as part of the proposal. Failure to provide references or enclosures or submission of enclosures that violate DFARS 222.7402 and DFARS 252.222-

7006 may render an offeror’s proposal ineligible for award.

Note: Resumes are not required for Non-Key Personnel. Resumes submitted for Non-Key Personnel will not be evaluated.

2.3 Factor 3: Past Performance

The Offeror shall provide a maximum of three (3) past performance references, if available, that reflect recent and relevant experience performed within three (3) years of the solicitation closing date. The Offeror shall include contract/task order number, contract/task order type (firm fixed price, time & material or cost type), total contract/task order amount, short description of work performed, and names and e-mail addresses for Contracting

Officer, Contracting Officer’s Representative (COR) if applicable, Government Program Manager (PM) or

Construction Manager (CM), or industry equivalent (if non Government effort).

Past performance references shall demonstrate the ability to handle the scope and magnitude of this proposed construction project. The Offeror shall include a brief discussion on how the references provided are relevant to the work being proposed.

2.4 Factor 4: PRICE

Offerors shall fill in the Section B pricing for CLIN 0001. The offeror shall provide one price to complete the entire job
