NOTES TO OFFERORS
1. In order to receive the drawings/specifications/technical data package (TDP)/government furnished information (GFI), the company must be registered in the DOD Joint Certification Program (JCP). Once approved for JCP the company will have access to the drawings through BETA.SAM. Registered users are required to log in to their BETA.SAM account and have an active registration with JCP to view and download copies of the material. Interested companies are responsible for downloading the updated documents from
BETA.SAM.
2. A deadline for Industry Submission of Questions is hereby established. The deadline for RFP questions submission is 2:00 PM EST on 11 August 2020. After this date and time, the Government may not respond to questions received.
3. ‘DT-513 series’ refers to ‘DT-513D, DT-513F and DT-513G’.
4. The contract minimum quantity referred to in paragraph (b) of FAR Clause 52.216-22 ‘Indefinite Quantity’ is a total of five (5) First Article units, 3 First Article units under CLIN 0001, 1 First Article unit under CLIN 0002 and 1 First Article unit under CLIN 0003 for. If First Article is waived, the minimum quantity will be satisfied by 25 production units being ordered on the first delivery order.
5. The Government will establish the contract ceiling and populate the section B pricing structure for the stepladder production units as follows upon award:
a. The dollar value ceiling will be established using the same calculation as is applied to arrive at the total evaluated price. See Section M EVALUATION, 3.1.
b. The maximum quantity of production units will be calculated by dividing the dollar value ceiling by the unit price from the highest quantity range. If the calculation results in a fraction of a unit the quantity will be rounded up regardless of the fraction value.

QUESTION 1: The CIPS document does not adequately describe the connector of the “G” version hydrophone. This is typically a high-cost item. Can the Navy provide the connector manufacturer and part number and/or a drawing of the current connector being used for this variant? Otherwise, a worst-case assumption may result in pricing higher than needed.
ANSWER 1: The connector, as specified in CIPS section 3.3.1.1.3, is a SEACON/BRANTNER AWL5MP. A representative drawing is included with the solicitation Beta.SAM announcement for reference only. However, it should be noted that the drawing reflects an 8 ft. pigtail vice the 19.0 ft. pigtail which is required for production units
QUESTION 2: The CIPS paragraph 3.1 states that the three variants differ from each other by cable length and connector. However, Figure 1 and 1A indicate that there are significant differences between them. For example, 3.1 states that the hydrophone has vibration isolation webbing, but Figure 1A has a maximum diameter of 3 inches, which does not allow for the current D/F version webbing to be used. Can the Navy confirm that the G variant does not have webbing?
ANSWER 2: Correct, the G variant does not have webbing.
QUESTION 3: Related to question #2 above, the maximum height of the G variant of 4.16 is shorter than the current D/F versions procured in the last contract. Can the Navy confirm that the G variant requires a new rubber boot mount design to accommodate the shorter height requirement and (apparent) lack of vibration webbing (or smaller diameter webbing)?
ANSWER 3: No, the intent is to utilize the current boot design
QUESTION 4: Related to question #2 above, in order to maintain commonality with the D/F versions, will the Navy accept a G variant that increases the acoustic stack from 4.16 max to 4.3 max, if the total height specified of 7.41 max is not violated?
ANSWER 4: The intent of the G variant is to maintain commonality with the D/F versions with no increase of the acoustic stack max height.
QUESTION 5: Related to question #2 above, does the G variant require a brass mounting bracket? CIPS Figure 1 indicates a mounting bracket but Figure 1A of the CIPS does not.
ANSWER 5: The G variant does not require a brass mounting bracket.
QUESTION 6: Related to question #5 above, is the Navy procuring brass mounting brackets for the D/F variants? The G variant (if this variant includes a mounting bracket)?
ANSWER 6: The Navy will still be procuring the D/F variants with the brass mounting bracket. The G variant does not require a brass mounting bracket.
QUESTION 7: Are progress payments during the First Article phase anticipated or allowed? If not, will the Navy consider progress payments? If so, should they be proposed in the proposal or negotiated bilaterally after contract award?
ANSWER 7: Performance Based Payments are included for First Article units.
QUESTION 8: CIPS self-noise requirement 3.2.1.7 indicates the Navy will test for this requirement differently than the contractor (Navy tests per 4.2.5.1 while the Contactor test per 4.2.3.2).
QUESTION 8a: Can the Navy provide the details as to how they intend to test per 4.2.5.1? Specifically Will this test (4.2.5.1) be performed on the hydrophone output (as opposed to just the preamp circuit card)?
ANSWER 8a: The test will be performed on the hydrophone output (as opposed to just the preamp circuit card).
QUESTION 8b: Is the noise power spectral density indicated in CIPS Figure-3 Referred To Input (in other words, measured at the output, but preamp gain subtracted from the measurement)?
ANSWER 8b: Yes.
QUESTION 8c: Will the test be performed in a sound-proof/EMI chamber if conducted on a fully-assembled hydrophone?
ANSWER 8c: The Government will test a fully assembled hydrophone in a sound-proof/EMI chamber.
The closing date and time for proposal submittal are extended as a result of this amendment.
