Section C - Descriptions and Specifications

STATEMENT OF WORK

1.0 SCOPE. This Statement of Work (SOW) defines the effort required to repair the existing docks at Stillwater Basin, located in Coddington Cove at Naval Station Newport (NSN), Newport, RI. The contractor shall remove and dispose damaged floating precast concrete dock segments and finger piers, remove damaged timber waler system, remove damaged corner braces, damaged hardware, and a damaged pile guide. The contractor shall provide two new precast concrete dock segments, two new precast concrete finger piers, and a new timber whaler system with steel through rods and new connective hardware.

1,1 Background. The Stillwater basin floating docks provide berthing to NUWCDIVNPT Narragansett Bay Testing Facility (NBTF) support work-boats. The docks were installed in 2003 and are manufactured by Bellingham Marine Company. The dock system currently installed is Bellingham’s ‘Unifloat’ system. The dock system has been degraded by numerous and recent adverse weather events that have caused heavy sea states and severe wave action.

With each successive storm, more extensive damage results due to compounding deficiencies and failures of key elements of the dock system. The dock system remains in the water year-round.

The dock system timber walers, which ties the individual precast concrete ‘Unifloat’ units together, has failed in several locations. As a result, potions of the dock are moving relative to each other in heavy sea states, where they collide and bump into each other causing additional damage. With each successive storm or wind event, additional dock elements and hardware fail. The dock system is not reliable or useable during moderate sea and wind states.

The small boats have been moved to other temporary berthing locations. The dock is not presently in use.

1.2 Work Elements.

The contractor shall repair, stabilize, and restore Stillwater Basin dock system integrity by completing the following:

1.2.1 Provide two (2) 7 ft. wide X 10 ft. long precast concrete “Unifloat” dock sections on main trunk-line of the dock.

1.2.2 Provide two (2) new 5 ft. x 24 ft. precast concrete “Unifloat” finger piers with new integral pile guide assemblies. Provide new finger piers with new marine hardware cleats, pile guides, and vinyl bumpers.

1.2.3 Provide timber waler system. Timber waler system consists of two (2) 3x10 SYP Pressure Treated

(PT) Lumber with predrilled holes and one (1) 2x10 SYP PT cover board rub-strip. Approximate Length of waler system replacement is 510 LF (~3400 board-ft total). The waler repair requires the replacement of approximately 460 galvanized steel through rods (3/4 in. dia. Spaced 12 in. oc.).

1.2.4 Provide seven (9) triangle frame assemblies. These are galvanized steel-framed corner braces with vinyl top surfaces that connect finger piers to the main dock trunk-line.

1.2.5 Remove and provide eight (8) existing steel splice and connector plates at intersecting finger piers.

1.2.6 Provide three (3) steel frame roller guide post assemblies and hardware on the southwest float. New connection bolts will be required.

1.2.7 Provide fifty (50) – 12” commercial heavy duty hot dipped galvanized mooring cleats and new connecting bolt(s) hardware.

1.2.8 Provide new vinyl fendering and corner bumpers at full perimeter of new walers (510 +/- LF).

1.2.9 Remove and provide three (3) shore power and water supply pedestals, using International Dock Products SPC-36-2T or equal. Utilize and modify existing conductors and plumbing supply lines to complete the install of the new pedestals

Existing guide piles will remain. There are no additional piles to be installed.
