The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of this solicitation. • No cameras, tape recorders, or other reproduction devices are allowed. Cell phones with camera capability are permitted in unclassified areas only. The WiFi and Bluetooth must be disabled. No photography is permitted at any time. No hard copies of any Government documents (maps, hand-outs,etc.) shall be provided to offerors. Offerors are restricted to note-taking.

• No explanation, remarks, or replies made by Government representatives in response to any inquiries during the Site Visit shall be construed as changing the terms or conditions of the solicitation. The definitive treatment of any such problems or questions shall be by formal solicitation amendment. Only the Contracting Officer can change the solicitation requirements.

• Each visitor shall be required to sign in and sign out on the visit, and must stay with the site visit group at all times. No other meetings or discussions with Government personnel shall be permitted.

Section C - Descriptions and Specifications

STATEMENT OF WORK

1. BACKGROUND

The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) is a Naval research activity operating under the direction of the Commander, Naval Sea Systems Command (NAVSEA). We provide research, development, test and evaluation, engineering, analysis and assessment, as well as Fleet support capabilities for submarines, autonomous underwater systems, and offensive and defensive undersea weapon systems, and stewards existing and emerging technologies in support of undersea warfare.

2. SCOPE

The Contractor shall provide all materials, equipment, labor, and supervision to install added cooling in building 1351 room 115.

• All work to be performed at Building 1351 Room 115 and adjacent spaces.

• Work to be performed in accordance with the Drawings and this Statement of Work.

• Customer to provide area for equipment and material storage.

• Customer to provide access to area for workers and equipment.

• All Work to be in accordance with OSHA and Army Corp of Engineers Safety Manual, EM-385-1-1 Current Edition Safety requirements.

• Safety and Health Standards for Construction Industry (29 CFR PART 1929 2007).

• NUWCDIVNPT Drawings 19-021A (9 sheets) and this Statement of Work, depict the work required on this particular project.

• Contractor shall coordinate with the TPOC prior to commencement of work to ensure all scheduling and access issues have been addressed. Any questions will be directed to the TPOC and not through the customer where the project is being completed..

2.1. Submittals: The Contractor shall submit the following within 7 days after award:

The contractor shall provide 2 copies of submittals for approval purposes for all materials to be used on the project.

Submittals shall be complete with manufactures name, catalog number, specifications, and any other information necessary to approve the materials. MSDS sheets shall be submitted along with the product data for any potentially hazardous materials such as adhesives and flux materials. Use low VOC materials wherever possible. In addition, a Work Schedule and an Accident Protection Plan (APP) shall be submitted.

Submittals shall be approved by the Government Representative prior to the start of work.

Weekly payrolls must also be submitted (one copy to TPOC and one copy to the Contracting Officer).

2.2. Time of Completion: Work shall be prosecuted diligently and shall be completed for use within the time indicated in the award document (100 calendar days from the date of award). If during performance, the contractor antipcates the work will not be completed within this time frame, they must furnish proof of any cause for delay and request an extension of the completion date in writing through the Contracting Officer.

2.3. Clean-Up of Site. Shall be performed on a daily basis. Contractors are not permitted to use Government dumpsters or other Contractor dumpsters for disposal of debris.

2.4. Hot Work. A hot work permit is required as needed. A permit may be obtained through the Naval Station Fire Department with 48 hours’ prior notice. Hot work in electrical or mechanical room space will require a gas-free test prior to the Government fire inspector granting approval. In accordance with the Government fire inspector's requirements, the Contractor must perform this test daily. The Government fire inspector shall approve the instrument used.

2.5. Dust Control. The amount of dust resulting from demolition shall be controlled to prevent the spread of dust to occupied portions of the construction site and to avoid creation of a nuisance in the surrounding area. Use of water will not be permitted when it will result in, or create, hazardous or objectionable conditions such as ice, flooding and pollution.

2.5. Warranties. The contractor shall provide warranty services for all new items installed for one (1) year following acceptance by the Government. Warranty period begins at final system acceptance. If there is a failure of the system, the contractor shall respond within 48 hours of notification.

2.7. Radio Transmitter Restrictions. The contractor shall conform to the restrictions and procedures for the use of radio transmitting equipment as specified. The contractor shall not use transmitters without prior approval from the Explosive Safety Officer.

2.8 Pre Construction Conference. The contractor shall attend a pre-construction conference at the Naval Undersea Warfare Center to discuss all aspects of the project, including phasing, scheduling, safety concerns, fire department concerns, submission of submittals and the approval process, security concerns, environmental issues, customer concerns, and any concerns that the contractor may have.

2.9 Safety. The contractor is responsible for the safety of his personnel and the safety of NUWC personnel during the course of this project. The contractor shall comply with the most recent Army Corps of Engineers COE-EM- 385-1-1 Safety and Health Requirements Manual for all aspects of this project. The contractor will be responsible for any exterior work or to any work which involves the closing of a building’s entrance, the contractor shall be responsible for the provision of temporary chain link construction fencing set into moveable concrete blocks, meeting the requirements of COE-EM-385-1-1, around the complete work area to prevent NUWC personnel from entering the work zone and/or any unsafe areas. The fence shall be equipped with signage as required by COE-EM- 385-1-1. Provide gates where necessary for access by emergency personnel or to allow personnel to escape during an emergency. Sawhorses and/or construction tape is not sufficient for exterior closings or barriers.

2.10. Weather Protection. The contractor shall take necessary precautions to ensure any critical openings are carefully monitored. The contractor shall take immediate actions required to seal off such openings when rain or other detrimental weather is imminent, and at the end of each workday. Ensure that the openings are completely sealed off to protect materials and equipment in the building from damage. When a warning of gale force winds is issued, take precautions to minimize danger to persons, and protect the work and nearby Government property.

Precautions shall include, but are not limited to, closing openings; removing loose materials, tools and equipment from exposed locations; and removing or securing scaffolding and other temporary work. Close openings in the work when storms of lesser intensity pose a threat to the work or any nearby “Government property.

2.11. Closeout Procedures. Prior to receiving final payment, the contractor shall be responsible for the following at the completion of the project:

The provision of one full size set of marked up drawings to be used as “As Built” construction conditions.

The provision of an “As Built” Record of Materials, which will include a list of items, along with the Manufacturer’s name, Manufacturer’s model numbers, etc.

The provision of Warranty Information including the warranty duration, the actual date of warranty expiration, warranty contact information, and any items that have an extended warranty beyond the standard one year.

2.12. Existing Work. Contractor shall be responsible for the protection of all existing structures, equipment, finishes, etc. not to be removed as part of this project from damage during construction. Any items not included in the Statement of Work that are damaged or altered during construction shall be restored to their pre-construction condition at the contractor’s expense and verified as such by the Government.

2.13. Contractor Access and Use of Premises. Ensure that Contractor personnel employed on the Activity become familiar with and obey Activity regulations including safety, fire, traffic and security regulations. Contractor shall keep within the limits of the work and avenues of ingress and egress and wear hard hats in designated areas.

Contractor shall not enter any restricted areas unless required to do so and until cleared for such entry. The contractor shall mark Contractor equipment for identification.

2.14. Subcontractors and Personnel Contacts. Contractor shall provide a list of contact personnel of the Contractor and subcontractors including addresses and telephone numbers for use in the event of an emergency. As changes occur and additional information becomes available, correct and change the information contained in previous lists.

2.15. Identification Badges and Installation Access.

To gain access to NAVSTA Newport and NUWCDIVNPT grounds, contractors shall follow all instructions under paragraphs labeled VISIT AUTHORIZATION REQUEST and IDENTIFICATION CARDS/ BADGES. This will allow contractors to work on the grounds outside of buildings only. For access to buildings, see paragraph: FACILITY ACCESS DETERMINATIONS.

VISIT AUTHORIZATION REQUEST (VAR)

A visit request is MANDATORY for all visitors to NUWCDIVNPT, regardless of the duration or classification of the visit. Access to NUWCDIVNPT will not be granted under any circumstances without a valid VAR on file.

Separate VAR needs to be submitted for the site visit and contract performance.

Visitors shall submit a VAR via one of the below methods AT LEAST SEVEN (7) BUSINESS DAYS prior to the visit.

Once VAR is approved, visitors can pick up their Visitor Pass at NUWCDIVNPT Building 80 located at 80 Fleet Access Road, Newport, RI 02841. Visitor must present an ‘Acceptable Identification Document’ when picking up their Visitor Pass.

For more detail on ‘Acceptable Identification Documents’ contact NUWCDIVNPT Visitor Control at: nuwc_npt_access_control@navy.mil Visitor Passes for the site visit are only available and active the day of the site visit.

Visitor Passes for contract performance will be active for the period each individual requires access to the site, and will not be available for pick up until the beginning of that specified period.

This requirement DOES NOT apply to site visits.

Immediately following contract award, the contractor shall request additional details regarding DBIDS Card Requests from the following address:

DBIDS Card Requests can take up to seven (7) business days to process, this does not include the date of request submission, the start date, weekends, or holiday (as listed in text G-242- H002).

Visitors must stop at NUWCDIVNPT Building 80 and get their NUWCDIVNPT Visitor Pass before going to NAVSTA Newport Pass and ID to get a DBIDS card.

2.15. No Smoking Policy. Smoking is prohibited within and immediately outside of all buildings on installations under the cognizance of NAVFAC, except in designated exterior smoking areas. This applies to existing buildings, buildings under construction and buildings under renovation. Discarding tobacco materials other than into designated tobacco receptacles is considered littering and is subject to fines.

2.17. Working Hours. Regular working hours must consist of an 8 1/2-hour period between 7:00 a.m. and 4:30 p.m., Monday through Friday, excluding Government holidays.

2.18. Work Outside Regular Hours. If required, work outside regular working hours requires government approval. Make application 15 calendar days prior to such work, giving the specific dates, hours, location, type of work to be performed, contract number and project title, to allow arrangements to be made by the Government.

Based on the justification provided, the Government may approve work outside regular hours. During periods of darkness, the work must be lighted in a manner approved by the Government.

2.19. Occupied Existing Building. The Contractor will be working at an existing building and will require a government provided escort during construction. Inside the building the Contractor shall remain with the assigned escort at all times. Make accommodations to limit the disturbance to the building occupants.

3. PRODUCT AND MATERIAL SPECIFICATIONS

3.1 Gypsum Board

Type X (Special Fire-Resistant)

48 inch wide, 5/8 inch thick, tapered and featured edges.

Joint Treatment Materials

ASTM C475/C475M. Product must be low emitting VOC types with VOC limits not exceeding 50 g/L. Provide data identifying VOC content of joint compound. Use all purpose joint and texturing compound containing inert fillers and natural binders, including lime compound. Pre-mixed compounds must be free of antifreeze, vinyl adhesives, preservatives, biocides and other slow releasing compounds.

All-Purpose Compound

Specifically formulated and manufactured to serve as both a taping and a finishing compound and compatible with tape, substrate and fasteners.

Joint Tape

Use cross-laminated, tapered edge, reinforced paper, or fiber glass mesh tape recommended by the manufacturer.

Screws

ASTM C1002, Type "S" steel drill screws for fastening gypsum board to steel framing members less than 0.033 inch thick. ASTM C954 steel drill screws for fastening gypsum board to steel framing members 0.033 to 0.112 inch thick. Provide cementitious backer unit screws with a polymer coating.

Provide 15/15” exposed flange suspension systems conforming to ASTM C535/C535M for intermediate-duty systems. Provide surfaces exposed to view of steel with a factory-applied white baked-enamel finish. Provide wall molding having a flange of not less than 15/15. Provide inside and outside corner caps. Suspended ceiling framing system must have the capability to support the finished ceiling, air diffusers, and accessories, as shown. Provide a suspension system with a maximum deflection of 1/350 of the span length.

Hangers

Provide hangers and attachment capable of supporting a minimum 1330 N 300 pound ultimate vertical load without failure of supporting material or attachment in accordance with ASCE 7.

Wires

Conform wires to [ASTM A541/A541M, Class 1, 0.11 inch in diameter.

Eyebolts

Provide eyebolts of weldless, forged-carbon-steel, with a straight-shank in accordance with ASTM A489. Eyebolt size must be a minimum 1/4 inch, zinc coated.

3.3 Painting and Coatings

Surface Preparation

Remove dirt, splinters, loose particles, grease, oil, disintegrated coatings, and other foreign matter and substances deleterious to coating performance as specified for each substrate before application of paint or surface treatments.

Oil and grease shall be removed prior to mechanical cleaning. Cleaning shall be programmed so that dust and other contaminants will not fall on wet, newly painted surfaces. Exposed ferrous metals such as nail heads on or in contact with surfaces to be painted with water-thinned paints, shall be spot-primed with a suitable corrosion-inhibitive primer capable of preventing flash rusting and compatible with the coating specified for the adjacent areas.

Non-Ferrous Metallic Surfaces

Aluminum and aluminum-alloy, lead, copper, and other nonferrous metal surfaces.

Surface Cleaning: Solvent clean in accordance with SSPC SP 1 and wash with mild non-alkaline detergent to remove dirt and water soluble contaminants.

Gypsum Board

a. Surface Cleaning: Gypsum board shall be dry. Remove loose dirt and dust by brushing with a soft brush, rubbing with a dry cloth, or vacuum-cleaning prior to application of the first coat material. A damp cloth or sponge may be used if paint will be water-based.

b. Repair of Minor Defects: Prior to painting, repair joints, cracks, holes, surface irregularities, and other minor defects with patching plaster or spackling compound and sand smooth.

Allowable Moisture Content: Latex coatings may be applied to damp surfaces, but not surfaces with droplets of water.

3.4 Wet Pipe Sprinkler, Fire Protection

System Description

Modify existing automatic wet pipe fire extinguishing sprinkler systems for complete fire protection coverage.

Install fire extinguishing sprinkler systems in accordance with the required and advisory provisions of NFPA 13 including all recommendations and advisory portions, which shall be considered mandatory; this includes advisory provisions listed in the appendices of such standard(s).

Location of Sprinklers

Sprinklers in relation to the ceiling and the spacing of sprinklers shall not exceed that permitted by NFPA 13.

Steel Pipe

Pipe shall be black steel. Steel piping shall be Schedule 40 for sizes less than 2 and schedule 10 for sizes 2 inches and greater. Fittings into which sprinklers, sprinkler riser nipples, or drop nipples are threaded shall be welded, threaded, or grooved-end type. Plain-end fittings with mechanical couplings, fittings that use steel gripping devices to bite into the pipe and segmented welded fittings shall not be permitted. Rubber gasketed grooved-end pipe and fittings with mechanical couplings shall be permitted in pipe sizes 1.5 inches and larger. Fittings, mechanical couplings, and rubber gaskets shall be supplied by the same manufacturer. Steel piping with wall thickness less than Schedule 30 shall not be threaded. Side outlet tees using rubber gasketed fittings shall be permitted and be full bodied and wrap completely around the pipe. Sprinkler pipe and fittings shall be metal. Roll grooving of galvanized pipe is prohibited

Sprinklers

Provide nominal 0.50 inch or 0.53 inch orifice sprinklers. Sprinklers with internal O-rings shall not be used.

Sprinklers shall be used in accordance with their listed coverage limitations. Provide quick response sprinklers.

Sprinklers shall have a stainless steel finish. Temperature classification shall be as indicated. Sprinklers in high heat areas including attic spaces or in close proximity to unit heaters shall have temperature classification in accordance with NFPA 13. Extended coverage sprinklers shall not be used. Provide corrosion-resistant sprinklers and sprinkler guards as required by NFPA 13. Deflector shall not be more than 3 inches below suspended ceilings.

Ceiling plates shall not be more than 0.5 inch deep. Ceiling cups shall not be permitted.

Pipe Supports

Provide Pipe hangers and supports and Seismic Bracing in accordance with NFPA 13.

Installation

Piping in Finished Areas

The methods of fabrication and installation of the aboveground piping shall fully comply with the requirements and recommended practices of NFPA 13 and this specification section.

In areas with suspended or dropped ceilings and in areas with concealed spaces above the ceiling, piping shall be concealed above ceilings. Piping shall be inspected, tested and approved before being concealed. Risers and similar vertical runs of piping in finished areas shall be concealed.

Pipe Painting And Color Code Marking

Paint and color code mark sprinkler piping with red alkyd gloss enamel.

Pendent Sprinklers

Where sprinklers are installed below suspended or dropped ceilings, drop nipples shall be cut such that sprinkler ceiling plates or escutcheons are of a uniform depth throughout the finished space. The outlet of the reducing coupling shall not extend more than 1 inch below the underside of the ceiling. Pendent sprinklers in suspended ceilings shall be a minimum of 5 inches from ceiling grids.

Pipe Joints

Pipe joints shall conform to NFPA 13, except as modified herein. Welded joints will be permitted, only if welding operations are performed as required by NFPA 13 at the Contractor's fabrication shop, not at the project construction site. Flanged joints shall be provided where indicated or required by NFPA 13. Grooved pipe and fittings shall be prepared in accordance with the manufacturer's latest published specification according to pipe material, wall thickness and size. Grooved couplings, fittings and grooving tools shall be products of the same manufacturer. The diameter of grooves made in the field shall be measured using the method specifically approved by the coupling manufacturer for the intended application. Groove width and dimension of groove from end of pipe shall be measured and recorded for each change in grooving tool setup to verify compliance with coupling manufacturer's tolerances. A representative of the grooved couplings and fittings manufacturer shall conduct at least one onsite inspection of the piping installation to ensure the method of installation is in accordance with the manufacturer's requirements and recommended practices.

Reducers

Reductions in pipe sizes shall be made with one-piece tapered reducing fittings. Bushings are prohibited.

3.5 Pipe and specialties.

Provide materials and equipment which are the standard products of a manufacturer regularly engaged in the manufacture of such products and that essentially duplicate items that have been in satisfactory use for at least 2 years prior to bid opening. Equipment shall be supported by a service organization that is, in the opinion of the Contracting Officer, reasonably convenient to the site.

Nameplates

Place a plate on each major item of equipment having the manufacturer's name, address, type or style, model or serial number, and catalog number secured to the item of equipment.

General

Piping, tubing, and fittings shall be as follows:

ASTM A53/A53M electric resistance welded or seamless Schedule 40 steel pipe or ASTM B88M ASTM B88 Type L hard drawn Copper tubing.

Steel Pipe

ASTM A105/A105M, Grade A or B, black steel, Schedule 40, unless otherwise specified. Steel pipe to be bent shall be ASTM A53/A53M, Grade A, standard, or Grade B, extra strong weight.

Malleable Iron Pipe Fittings

ASME B15.3, type required to match adjacent piping.

Steel Pipe Fittings

Fittings shall have the manufacturer's trademark affixed in accordance with MSS SP-25 so as to permanently identify the manufacturer.

Welded Fittings

ASTM A234/A234M with WPA marking. Butt welded fittings shall conform to ASME B15.9, and socket welded fittings shall conform to ASME B15.11.

Steel Flanges

Flanged fittings including flanges, bolts, nuts, bolt patterns., etc. shall be in accordance with ASME B15.5 class 150 and shall have the manufacturers trademark affixed in accordance with MSS SP-25. Flange material shall conform to ASTM A105/A105M. Flanges for high temperature water systems shall be serrated or raised-face type. Blind flange material shall conform to ASTM A515/A515M cold service and ASTM A515/A515M for hot service. Bolts shall be high strength or intermediate strength with material conforming to ASTM A193/A193M.

Pipe threads

ASME B1.20.2M ASME B1.20.1.

Nipples

ASTM A733 or ASTM B587, standard weight.

Fittings for Copper Tubing

ASME B15.18 cast bronze solder joint type or ASME B15.22 wrought copper solder joint type.

Unions

ASME B15.39, type to match adjacent piping for steel and provide CID A-A-59517, bronze unions, solder joint end for copper.

Adapters

Adapters for copper tubing shall be brass or bronze for soldered fittings

Dielectric waterways

Dielectric waterways shall conform to the tensile strength and dimensional requirements specified in ASME B15.39.

Waterways shall have metal connections on both ends to match adjacent piping. Metal parts of dielectric waterways shall be separated so that the electrical current is below 1 percent of the galvanic current which would exist upon metal-to-metal contact. shall have temperature and pressure rating equal to or greater than that specified for the connecting piping. Dielectric waterways shall be internally lined with an insulator specifically designed to prevent current flow between dissimilar metals. Dielectric flanges shall meet the performance requirements described herein for dielectric waterways.

3.5 Miscellaneous Materials. Miscellaneous materials shall conform to the following:

Gaskets for Flanges

Composition gaskets shall conform to ASME B15.21. Gaskets shall be non-asbestos compressed material in accordance with ASME B15.21, 1/15-inch thickness, full face or self-centering flat ring type. Gaskets shall contain aramid fibers bonded with styrene butadiene rubber (SBR) or nitrile butadiene rubber (NBR). NBR binder shall be used for hydrocarbon service. Gaskets shall be suitable for pressure and temperatures of piping system.

Pipe hangers

Pipe hangers, inserts, and supports shall conform to MSS SP-58.

Air Vents

Air vents shall be provided at all piping high points in water systems, with block valve in inlet and internal check valve to allow air vent to be isolated for cleaning and inspection. Outlet connection shall be piped to nearest open site or suitable drain, or terminated 12 inches above finished grade. Pressure rating of air vent shall match pressure rating of piping system. Body and cover shall be cast iron or semi-steel with stainless steel or copper float and stainless steel or bronze internal parts. Air vents installed in piping in chase walls or other inaccessible places shall be provided with an access panel.

Drains

Install threaded drain connections with threaded cap or plug wherever required for thorough draining of the low temperature water system.

Strainers

Basket or Y-type strainer-body connections shall be the same size as the pipe lines in which the connections are installed. The bodies shall have arrows clearly cast on the sides to indicate the direction of flow. Each strainer shall be equipped with an easily removable cover and sediment basket. The body or bottom opening shall be equipped with nipple and gate valve for blowdown. The basket for steam systems shall be of not less than 0.025-inch-thick stainless steel, or Monel with small perforations of sufficient number to provide a net free area through the basket of at least 2.5 times that of the entering pipe. The flow shall be into the basket and out through the perforations. The strainer bodies for steam systems shall be of cast steel or gray cast iron with bottoms drilled and plugged.

3.7 Valves for Low Temperature Water Systems.

Ball Valves

Flanged or butt-welding ends ball valve shall conform to MSS SP-72, bronze. Threaded, socket-welding, solder joint, grooved and flared ends shall conform to MSS SP-110.d.

Check Valves

Bronze Check Valves: MSS SP-80, 2 inches and smaller, regrinding swing check type, Class 200. Steel Swing Check Valves: ASME B15.34, regrinding swing check type, Class 200.

(1) Swing check valves shall have bolted caps.

(2) Steel Lift check valves 2 inches and smaller shall have bolted caps.

Globe Valves

Bronze Globe and Angle Valves: MSS SP-80, 2 inches and smaller, Class 200, except use Class 150 with solder ends for copper tubing. Valves shall have renewable seat and discs except solder end valves which shall have integral seats.

Steel Globe and Angle Valves: ASME B15.34, provide with heat and corrosion-resistant trim.

Gate Valves

Bronze Gate Valves: MSS SP-80, 2 inches and smaller, wedge disc, inside screw type not less than Class 150. Use solder joint ends with copper tubing. Steel Gate Valves: ASME B15.34, provide with open stem and yoke type with solid wedge or flexible wedge disc and heat and corrosion-resistant steel trim.

Valves and Equipment

Valves shall be installed at the locations shown or specified, and where required for the proper functioning of the system. Gate valves shall be used unless otherwise indicated or specified. Valves shall be installed with their stems horizontal to or above the main body of the valve.

Balancing Valves

Balancing valves shall have meter connections with positive shutoff valves. An integral pointer shall register degree of valve opening. Valves shall be calibrated so that flow in GPM can be determined when valve opening in degrees and pressure differential across valve is known. Each balancing valve shall be constructed with internal seals to prevent leakage and shall be supplied with preformed insulation. Valves shall be suitable for 250 degrees F temperature and working pressure of the pipe in which installed. Valve bodies shall be provided with tapped openings and pipe extensions with shutoff valves outside of pipe insulation. The pipe extensions shall be provided with quick connecting hose fittings for a portable meter to measure the pressure differential. One portable differential meter shall be furnished. The meter suitable for the operating pressure specified shall be complete with hoses, vent, and shutoff valves and carrying case. In lieu of the balancing valve with integral metering connections, a ball valve or plug valve with a separately installed orifice plate or venture tube may be used for balancing. Plug valves and ball valves 8 inches or larger shall be provided with manual gear operators with position indicators.

3.8 Piping and Valve Installation

Welding

Submit 2 copies of qualified procedures and list of names and identification symbols of qualified welders and welding operators, prior to welding operations. Piping shall be welded in accordance with qualified procedures using performance qualified welders and welding operators. Procedures and welders shall be qualified in accordance with Submit 2 copies of qualified procedures and list of names and identification symbols of qualified welders and welding operators, prior to welding operations. Procedures and welders shall be qualified in accordance with ASME BPVC SEC IX. Welding procedures qualified by others, and welders and welding operators qualified by another employer may be accepted as permitted by ASME B31.1.

Piping

Unless otherwise specified, pipe and fittings installation shall conform to the requirements of ASME B31.1. Pipe shall be cut accurately to measurements established at the job site and worked into place without springing or forcing, completely clearing all windows, doors, and other openings. Cuttings or other weakening of the building structure to facilitate piping installation will not be permitted without written approval. Pipe or tubing shall be cut square, shall have burrs removed by reaming, and shall be so installed as to permit free expansion and contraction without causing damage to building structure, pipe, joints, or hangers. Changes in direction shall be made with factory made fittings, except that bending of pipe up to 4 inches will be permitted, provided a pipe bender is used and wide sweep bends are formed. The center line radius of bends shall not be less than six diameters of the pipe.

Bent pipe showing kinks, wrinkles, flattening, or other malformations will not be accepted. Vent pipes shall be installed through the roof as indicated and shall be flashed as specified. Horizontal mains shall pitch up or down in the direction of flow as indicated. The grade shall be not less than 1 inch in 40 feet. Reducing fittings shall be used for changes in pipe sizes. Open ends of pipelines and equipment shall be capped or plugged during installation to keep dirt or other foreign materials out of the systems. Pipe not otherwise specified shall be uncoated. Unions and other components for copper pipe or tubing shall be brass or bronze. Connections between ferrous and copper piping shall be electrically isolated using dielectric unions.

Joints

Except as otherwise specified, joints used on steel pipe shall be threaded for fittings 1 inch and smaller; threaded or welded for 1-1/4 inches up through 2-1/2 inches; and flanged or welded for 3 inches and larger. Pipe and fittings 1- 1/4 inches and larger installed in inaccessible conduits or trenches beneath concrete floor slabs shall be welded.

Unless otherwise specified, connections to equipment shall be made with black malleable iron unions for pipe 2-1/2 inches or smaller in diameter, and with flanges for pipe 3 inches or larger in diameter.

Piping may have threaded, welded, flanged or grooved mechanical joints as applicable and as specified. Reducing fittings shall be used for changes in pipe sizes. In horizontal lines, reducing fittings shall be the eccentric type to maintain the top of the adjoining pipes at the same level.

Threaded Joint

Threaded joints shall be made with tapered threads properly cut, and shall be made tight with PTFE tape complying with ASTM D3308, or equivalent thread joint compound applied to the male threads only, and in no case to the fittings.

Welded Joints

Joints shall be fusion-welded unless otherwise required. Changes in direction of piping shall be made with welding fittings only. Branch connection may be made with either welding tees or branch outlet fittings. Branch outlet fittings shall be forged, flared for improvement of flow where attached to the run, and reinforced against external strains.

Flanged Joints or Unions

Flanged joints or unions shall be provided in each line immediately preceding the connection to each piece of equipment or material requiring maintenance such as coils, pumps, control valves, and similar items. Flanged joints shall be faced true, provided with gaskets, and made square and tight. Full-faced gaskets shall be used with cast iron flanges.

Joints for Copper Tubing

Solder conforming to ASTM B32 alloy grade Sb5 or Sn95. Solder and flux shall be lead free (less than 0.2 percent of lead). An extracted mechanical tee joint may be made in copper tube. Make joint with an appropriate tool by drilling a pilot hole and drawing out the tube surface to form a collar having a minimum height of three times the thickness of the tube wall. To prevent the branch tube from being inserted beyond the depth of the extracted joint, provide dimpled depth stops. Notch the branch tube for proper penetration into fitting to assure a free flow joint.

Braze extracted joints using a copper phosphorous classification brazing filler metal. Soldered joints shall not be permitted.

Connections to Equipment

Supply and return connections shall be provided by the Contractor unless otherwise indicated. Valves shall be installed in accordance with the manufacturer's recommendations. Unless otherwise indicated, the size of the supply and return pipes to each piece of equipment shall be not smaller than the connections on the equipment. No bushed connections shall be permitted. Change in sizes shall be made with reducers or increasers only.

Low Temperature Water Supply and Return Connections, unless otherwise indicated, shall be made with malleable iron unions for piping 2-1/2 inches or less in diameter and with flanges for pipe 3 inches or more in diameter.

Supports

Hangers used to support piping 2 inches and larger shall be fabricated to permit adequate adjustment after erection while supporting the load. Pipe guides and anchors shall be installed to keep pipes in accurate alignment, to direct the expansion movement, and to prevent buckling, swaying, and undue strain. All piping subjected to vertical movement when operating temperatures exceed ambient temperatures, shall be supported by variable spring hangers and supports or by constant support hangers. Where threaded rods are used for support, they shall not be formed or bent. Pipe hangers, inserts and supports shall conform to MSS SP-58.

Pipe hangers on horizontal insulated pipe shall be the size of the outside diameter of the insulation.

Valves and Equipment

Valves on equipment shall be installed at the locations shown or specified, and where required for the proper functioning of the system. Gate valves shall be used unless otherwise indicated or specified. Valves shall be installed with their stems horizontal to or above the main body of the valve Air Vents

Air Vents shall be installed where indicated, and on all high points and piping offsets where air can collect or pocket.

Testing and Cleaning

Submit performance test reports in booklet form showing all field tests performed to adjust each component and all field tests performed to prove compliance with the specified performance criteria, upon completion and testing of the installed system. Indicate in each test report the final position of controls.

Pressure Testing

Notify the Contracting Officer 2 days before the tests are to be conducted. The tests shall be performed in the presence of the Contracting Officer. Furnish all instruments and personnel required for the tests. All test results shall be accepted before thermal insulation is installed. The entire chilled/glycol system, including chiller and fittings, shall be hydrostatically tested and proved tight under a pressure of 45 psig for a period of four hours.

Cleaning
