1.0 BACKGROUND

The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) Code 34 has been designated by PEO C4I PMW 770 as the Technical Direction Agent (TDA) for the Submarine High Data Rate (SubHDR) System. Additionally, a Memorandum of Agreement (MOA) has been established between NUWCDIV NPT and Commander Submarine Force (COMSUBFOR) which designates NUWCDIVNPT as the (SubHDR) National Maintenance Center (NMC). The MOA requires NUWCDIVNPT to conduct maintenance and repair of SubHDR Systems, as well as establishing and maintaining a rotatable pool of SubHDR assets. The SubHDR NMC is responsible for recommending and implementing engineering changes into SubHDR Systems to enhance the life of the system in the fleet. It is anticipated that the SubHDR NMC will process up to 50 systems per year for either repair or upgrade. The SubHDR System is an acquisition category III program that was acquired by the SPAWAR PMW 770 Submarine Communications Program office, and the system has a Force Activity Designation of which authorizes the use of a DX Industrial Priority rating.

This contract will be funded with OM&N, FMS, SCN, and OPN

2.0 SCOPE

This statement of work (SOW) identifies the support required to test, inspect and evaluate failed SubHDR components, commonly known as Line-Repairable Units (LRU’s) or subcomponent thereof, and restore them to “Ready-for-Issue” (RFI) condition. The contractor shall be responsible for the fabrication, repair, or upgrade of the LRUs identified by part numbers and specified in the Statement of Work (SOW) in support the SubHDR National Maintenance Center (NMC) sustainment efforts.

· Provide on-site troubleshooting support for both inboard and outboard SubHDR System issues at NUWCDIVNPT.

· Perform firmware STR/IR code corrections and upgrades.

· Perform engineering studies to evaluate existing or potential system deficiencies, review of existing design/data/production methods, and provide recommendations for system modifications.

· Perform root cause corrective action (RCCA) investigations, using in-house failure reporting, analysis and corrective action system (FRACAS), for mast component and LRU failure trends. The results of the FRACAS shall be provided and used to maintain an updated list of components that are routinely replaced during repair work. The component list is to be used to develop planned preventative maintenance or refurbishment procedures.

4.1.1 Deliverable

The contractor shall prepare and deliver a TI&E Report upon completion of the evaluation as identified in paragraph 4.1.in accordance with CDRLs provided under the individual task orders.
