a. The dollar value ceiling will be established using the same calculation as is applied to arrive at the total evaluated price. See provision UW M-2-0001 section 3.1.
b. The maximum quantity of units for each CLIN will be calculated, for the award, by dividing the dollar value ceiling of that CLIN by the unit price of the highest quantity range. If the calculation results in a fraction of a unit the quantity will be rounded up regardless of the fraction value.
c. Delivery Orders for production units placed against CLIN 0002 will be placed in accordance with the awarded stepladder pricing structure from section B.
d. Delivery Orders for connectors and boots placed against CLINs 0003 and 0004 will be placed in accordance with the awarded pricing structure from section B.
AMENDMENT 0001:
The purpose of this amendment is to:
1. Delete clause HQ C-2-0012 Configuration Management (NAVSEA) (APR) 2015.
2. Extend the closing date and time to 2:00 p.m. (EST) on 8 February 2018.
All other terms and conditions remain unchanged.
AMENDMENT 0002:
The purpose of this amendment is to answer the following questions from industry:
Question 1:After the first item delivery what is the volume expectation for production of the transducers per year, and for how many years will the ID/IQ be valid for?
Answer 1: In accordance with FAR Clause 252.216-7006 ORDERING (MAY 2011) orders may be issued against this ID/IQ from the date of award through 60 months thereafter. The Government cannot guarantee anything beyond the minimum guarantee of the contract and will not speculate on the volume expectation for production years, as the quantities procured will be dependent on stock levels and availability of funding.
The closing date and time is not extended as a result of this amendment.
All other terms and conditions remain unchanged.
AMENDMENT 0003:
The purpose of this amendment is to answer the following questions from industry:
Question 2: For production CLIN’s 0002, 0003 and 0004, please provide the Government’s monthly required delivery schedule?
Answer 2: Please refer to Clause 52.211-18 TIME OF DELIVERY (JUN 1997) of the solicitation.
Question 3: CIPS Paragraph 3.3.1 states that measurements shall be made at 5 +/- 3 Degrees C and 33 +/- 11 PSI.
That equates to 75 +/- 25 Feet. Is this correct?
Answer 3: The CIPS will be updated to read: ....measurements shall be made at 5 +/- 3 Degrees C and 33 ft. +/- 11
ft. (the change is PSI to ft.). As the CIPS update will not be finalized prior to RFP closing, offerors should use these updated measurements for proposal purposes.
Question 4: Please provide drawing number 53711-7487573 for the TR-232/TR-233 Cable Assembly.
Answer 4: Drawing 53711-7487573 is now uploaded in FBO and the Government will provide the cable as Government Furnished Equipment (GFE) upon contract award.
The closing date and time is not extended as a result of this amendment.
AMENDMENT 0004:
Question 5: In order to properly demonstrate the TR 232 manufacturing capacity to support the desired delivery rate on a non-interfering basis with any other contractual obligations, a minimum monthly throughput must be established by the Government. What is the Government’s minimum monthly throughput?
Answer 5: Clause 52.211-18 TIME OF DELIVERY (JUN 1997) has been revised to include language about the Government’s minimum monthly throughput. Please refer to Clause 52.211-18 TIME OF DELIVERY (JUN 1997).
The closing date and time is not extended as a result of this amendment.
All other terms and conditions remain unchanged.

Offers that propose delivery that will not clearly fall within the applicable required delivery period specified above, will be considered nonresponsive and rejected. The Government reserves the right to award under either the required delivery schedule or the proposed delivery schedule, when an offeror offers an earlier delivery schedule than required above. If the offeror proposes no other delivery schedule, the required delivery schedule above will apply.

CLIN 0002:
CLIN 0003:
CLIN 0004:
CLIN 0005:
(b) Attention is directed to the Contract Award provision of the solicitation that provides that a written award or acceptance of offer mailed, or otherwise furnished to the successful offeror, results in a binding contract. The Government will mail or otherwise furnish to the offeror an award or notice of award not later than the day award is dated. Therefore, the offeror should compute the time available for performance beginning with the actual date of award, rather than the date the written notice of award is received from the Contracting Officer through the ordinary mails. However, the Government will evaluate an offer that proposes delivery based on the Contractor's date of receipt of the contract or notice of award by adding (5) five calendar days for delivery of the award through the ordinary mails, or (1) one working day if the solicitation states that the contract or notice of award will be transmitted electronically. (The term "working day" excludes weekends and U.S. Federal holidays.) If, as so computed, the offered delivery date is later than the required delivery date, the offer will be considered nonresponsive and rejected.
