NOTE: The contract minimum guarantee referred to in paragraph (b) of FAR Clause 52.216-22 ‘Indefinite Quantity’ is $25,000 under CLIN 0001.

Amendment 0001

The purpose of this amendment is to address questions submitted by industry, see below.

1. L3 MariPro downloaded the current NUWC Pricing Template along with a copy of the eCraft Professional Labor Category Information Sheets and the SCA Directory of Occupations. Upon review it was noted that the eCraft Categories and SCA Codes do not correlate with the pricing template. There are many categories in the pricing template that aren’t in the eCraft or SCA sheets and vis-a-versa. Thus, making it hard to map our employees to the correct eCraft category and SCA Code. Please provide guidance on how you would like us to approach this issue.

Response: During the upgrade to eCRAFT the NUWC Spreadsheet was not updated. We are working to resolve this issue. In the interim, L3 should use the eCRAFT professional and the SCA Directory of Occupations labor categories vice those in the spreadsheet.

2. In regards to the forth coming DD254 will NUWC be able to check the COMSEC box for this new follow-on contract?

Response: NUWC will address any follow-on comments once the DD 254 is issued since the DD 254 might answer any questions L3 has at this point..

3. Under Contract N66604-10-D-2153 NUWC and L3 MariPro worked together to receive fee on all ODCs/Materials/Travel. Per this solicitation it appears that that is not the case and that the fee is only on labor. This may be a decision factor in our Management to no bid this solicitation. Is there any possibility of restructuring the contract in order to receive fee on ODCs/Materials/Travel?

Response: This will be a topic for negotiations once the proposal has been submitted if L3 elects to propose fee on ODC.

4. Is temporary labor excluded for usage on a Task Orders under the awarded contract?

Response: Temp labor is not contemplated because a temp labor agency would be considered a subcontractor.

If L3 wishes the capability to use temp labor it needs to propose such an agency as a subcontractor and an associated cost proposal and categories within the LOE would need to be submitted for the government to evaluate and consent to subcontract.

5. Please expand on the qualifications the government is expecting/requiring for an individual whose fully

N6660418R0035 burdened labor rate is higher than $156?

Response: There are no set qualifications. Rather it is a matter of L3 demonstrating the value associated with these individuals and supporting that the value each individual brings outweighs the relative high burdened labor cost.

6. Regarding the Materials and ODC’s backup there may be approximately 2,200 purchase orders. Does the Government want copies of the referenced purchase orders with the submission of the initial proposal or would you like to request later if required for evaluation?

Response: In this case where the Government provides a plug figure no backup is required. At the task order level where no such plug figure is supplied such backup is required.
