v1.2_JUNE2016
BRAND NAME SPECIFICATION
SysML Training SAP 1300701189
BACKGROUND:
Include the following:
· Requiring Activity: Naval Undersea Warfare Center, Division Newport, Code 60
· End Product: System Model Language (SysML) Training Course
· Market Research conducted, how was this Sole Source/Brand Name determined to be required? There is no requirement for a specific vendor for the training. Discussions across NUWC (Department Chief Engineers) indicated only the Cameo Family of tools for Systems Modeling Language (SYSML) modeling in use as of March 2018.
· Procurement history: None for training
· Period of performance (POP), delivery date(s) for this contract: 2 classes; One in July for 32 hours and One in September for 32 hours
· Anticipated total value of this contract: $48K
REQUIREMENT:
Hands on portion of the training use the Cameo Family of tools for SYSML
Brand Name Specification:
In April 2018 NAVSEA, NAVAIR, and SPAWAR met and agreed to use Cameo Family of modeling tools to overcome the cross-platform sharing issues. NUWC is using the Cameo family of tools for direct tasking from OPNAV, PMS 425 and PMW770.
SYSML is a modeling language standardized by the Object Management Group (OMG) that uses diagraming techniques to model and create artifacts in support of model based system engineering activities. Tool developers may implement all or part of the OMG specification as well as add additional features.
· Conducting training not using a tool suite the students will be using for direct tasking will have significant reduced value. This reduced value is associated with not achieving the following benefits that are provided by including common training for the above listed activities:
· Sharing of lessons learn with other modeling users within NUWC and across the Navy
· Use of high velocity learning techniques from the existing direct tasks executing with the Cameo Suite
· Having knowledge of specific button and mouse operations necessary to create containment trees, diagrams, and packages
· Not having users have negative training on how to accomplish the skills they learn
Given the decision made in bullet 1 above and the importance of the benefits detailed in bullet two the only product that meets the Navy’s needs is the use of the Cameo Family of tools for SYSML. Based on the above, it is in the Government’s best interest to solicit and award this requirement on a brand name basis utilizing the Cameo Family of tools.
