These procedures may cause time delays and are considered part of the responsibility of the offeror. Offerors who decide to hand carry/deliver their proposals to the issuing office identified on page 1 of the solicitation (Block 7) are reminded that they will be required to comply with all current security procedures required to gain access to the Government site. Offerors who do not currently have access to our site will need to request and obtain prior approval from the NUWC Division

This solicitation incorporates one or more solicitation provisions by reference, with the same force and effect as if they were given in full text. Upon request, the Contracting Officer will make their full text available. In lieu of submitting the full text of those provisions, the offeror may identify the provision by paragraph identifier and provide the appropriate information with its quotation or offer. Also, the full text of a solicitation provision may be accessed electronically at this/these address (es):

SECTION M EVALUATION FACTORS FOR AWARD

M32X EVALUATION FOR AWARD - BEST VALUE (MAY 2005)

(a) Award will be made to the responsible offeror whose proposal contains the combination of those criteria offering the best overall value to the Government. Offers will be evaluated on two evaluation factors, TOTAL AMOUNT OF MONEY TO BE REMITTED by the vendor to the

Food Service Board, and PAST PERFORMANCE.

http://www.npt.nuwc.navy.mil/

Offerors with a Past Performance rating of moderate risk shall be evaluated at 50% of their proposed price.

Example: Offeror A proposes $1000/month, past performance rating = moderate risk

Offeror A $1000/month x 50%(eval. factor) = $500/month

The evaluated price proposal of Offeror A ($500) shall now be compared with the full prices submitted for the low risk rated offerors.

(b) The TOTAL AMOUNT OF MONEY will be computed as follows:

The vendor’s proposed remittance per month multiplied by 60 months, the anticipated five year life (a base one year period and four one year option periods) of this contract.

(c) Past Performance: Past performance will be evaluated as an indicator of the offeror’s expected future performance. The currency and relevance of the information, source of the information, context of the data, and general trends in vendor's performance is representative of the types of data that may be considered. The Government may contact points of contact listed in the offeror's proposal for the purpose of obtaining additional past performance information. (See requirements in Section A.) The number of contacts, if any, will be determined by the

Government at its discretion. Selection of contacts may be random.

(i) The Government may consider information concerning the offeror’s past performance that is not contained in the proposal. This may include information furnished by points of contact not named in the proposal or information from other sources such as commercial rating services.

(ii) In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available, the offeror proposal will be evaluated as unacceptable.

(d) Past Performance information: In order to assist the government in gathering past performance information the contractor shall provide the following information regarding its past performance:

1. Estimated gross sales for the last three calendar years, 2014 through 2016.

2. Any and all licensees issued by any government entity regarding the operation of your business, please include your State Tax ID number.

3. Points of contact (POC) where you have operated a beverage vending service any time over the last three years. Provide a name and a telephone number of someone we may contact regarding the nature of the beverage vending services provided and who can answer questions regarding the quality of those services.

File details come from the government source that posted it. Updated .
