v1.2_JUNE2016

BRAND NAME SPECIFICATION

Red Hat Enterprise Linux and Intel

PR 1300605898

Background

Naval Undersea Warfare Center, Division Newport, Code 60, Undersea Warfare Mission Engineering and Analysis department, provides engagement modeling and operational assessment for various Navy programs. The Alternate Compensatory Control Measure (ACCM) Modeling and Simulation Compute Cluster is implemented as a control measure to protect data collected at sea for submarine programs. Data for different submarine classes (e.g., Ohio Replacement, Virginia) are maintained separately; ACCM provides the safeguards to ensure that this data is maintained and compartmentalized accurately and consistently. The models used for Modeling and Simulation (M&S) and Verification &Validation (V&V) rely on a throughput compute cluster which is entirely based on Red Hat Enterprise Linux and Intel central processing unit (CPU) chips.

It is anticipated that the total value of this contract will be approximately , of which an estimated dollar value of must be solicited on a brand name basis to maintain consistency of results and accreditation.

ACCM M&S Compute Cluster Requirement

The configurations and components requested with PR 1300605898 are for thirteen (13) Intel Xeon E5- 2690 v4 rack mountable Compute Nodes, one (1) Intel Xeon E5-2667 v4 rack mountable Compute Node Disk Farm, one (1) LTO6 Tape backup system, one (1) network switch, two (2) power distribution units, one (1) keyboard, monitor and mouse integrated system, and eight (8) metered power distribution units.

This entire system comprises the ACCM M&S Compute Cluster, which will provide the necessary infrastructure to support Code 60’s tasking. The compute nodes require one (1) Red Hat Enterprise Linux operating system subscription. The specification is shown in the table below.

Brand Name Specification

Operating System and Processor: The ACCM M&S Compute Cluster disk farm and compute nodes require the Red Hat Enterprise Linux (RHEL) operating system and Intel processors (a minimum of dual Intel Xeon Processor 2667v4 and 2690V4 chipsets) to maintain the necessary ACCM M&S accreditation v1.2_JUNE2016 requirements Accreditation of the system is required by various submarine platforms for NUWCDIVNPT SIM II. Examples of submarine platforms include (U) Virginia Class (SSN 774) and Ohio Replacement.

In order to obtain the necessary accreditation from the appropriate Navy and Department of Defense test agencies, these modeling and simulation tools have been subjected to extensive Verification and Validation (V&V) processes during FY16 and early FY17. Part of these V&V processes include testing of the accredited software tools on the Red Hat and Intel systems required by this action. The M&S tools that will be run on the requested systems will be used to support submarine platform Test and Evaluation (T&E) M&S analysis in late FY17 and early FY18.

NUWC’s ACCM was accredited in Commander, Operational Test and Evaluation Force, (U) Accreditation of the Simulation II Model For Use in the VIRGINIA Class Submarine and AN/BQQ-10 Programs, Ser 00/357, dated 5 July 2016.

The accreditation obtained through this testing is contingent on the ability of the M&S tools to accurately reproduce the results of these tests during the production phase of the VIRGINIA Block V T&E analysis.

The only way to ensure this is to purchase the exact processors and operating system that the V&V tests were conducted with. Procuring components of another manufacturer will jeopardize NUWC’s ability to support submarine test schedules and will require extensive re-testing and re-accreditation. The reproduction of test results is contingent upon use of the same operating system and processors. Re-test and re-accreditation could cost upwards of and delay the VIRGINIA T&E program, for example, by more than a year for full accreditation; a delay that the program cannot afford.

Based on the above, the duplicative costs and schedule delays incurred for re-test and re-accreditation cannot be offset by potential savings from competition, therefore it is in the best interest of the Government to award these components on a brand name basis.
