SUMMARY OF CHANGES

SECTION SF 1449 - CONTINUATION SHEET

The following have been added by full text:

L31 TECHNICAL PROPOSAL (FEB 2012)

(a) Organization. In the Technical Proposal provide information and documentation in sufficient detail to clearly identify your overall qualifications. Divide the proposal into the following sections, in the order listed.

Technical Approach

Past Performance

(b) Technical Approach.

(1) The offeror shall detail their technical approach to accomplish the following requirement:

(i) Statement of Work. The offeror shall demonstrate that it is capable of performing all aspects of how the work will be performed in the Statement of Work in Clause C11 of the solicitation.

(c) Past Performance. In a separate attachment, provide information relative to past performance.

(1) The Offeror shall provide three (3) past performance references that reflect relevant experience performed within the last five years that demonstrate the ability to handle the scope and breadth of the work. Include contract/task order number, contract/task order type, program name, total contract/task order cost, short description of work performed, and names and valid telephone numbers for the Procuring Contract Officer

(PCO), Contracting Officer’s Representative (COR), and Program Manager.

(2) Provide similar past performance data for major subcontractors performing more than 25% of the level of effort.

(3) Past performance information should not exceed three (3) pages. These pages will not be counted against the proposal page count.

(4) The Government may also use other information such as CPARS data available from Government sources to evaluate Offeror’s past performance. The Government reserves the right to limit or expand the number of references it decides to contact and to contact references other than those provided by the Offeror.

M32 EVALUATION FOR AWARD - BEST VALUE (SEP 2011)

(a) Award will be made to the responsible offeror whose proposal contains the combination of those criteria offering the best overall value to the Government. This will be determined by comparing the difference in value of technical

(non-cost) features of proposals with the difference in the cost to the Government. Offers will be evaluated on three evaluation factors:

(1) Technical Capablity

(2) Past Performance

(3) Price

(b) For evaluation purposes, Technical Capability is as important as Past Performance. Technical Capability and

Past Performance, when combined, are significantly more important than Price.

N66604-15-T-2223

(c) Technical Capability: The Government will evaluate proposals to assess each offeror's ability to accomplish the technical requirements described herein.

(d) Past Performance: Past performance will be evaluated as an indicator of the offeror’s expected future performance. The currency and relevance of the information, source of the information, context of the data, and general trends in contractor's performance are representative of the types of data that may be considered. The

Government may contact points of contact listed in the offeror's proposal for the purpose of obtaining additional past performance information. The number of contacts, if any, will be determined by the Government at its discretion.

Selection of contacts may be random.

(i) The Government may consider information concerning the offeror’s past performance that is not contained in the proposal. This may include information furnished by points of contact not named in the proposal, or information from other sources such as commercial rating services.

(ii) In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available, the offeror will not be evaluated favorably or unfavorably on past performance.

(e) Price. The Government will evaluate proposed prices by performing a price analysis as described in

FAR 15.404-1(b).
