Transmitter / WES RFP
Question/Comment Response
The TDP does not have a revision indicated. What is the latest revision?
The TDP revision that applies to this solicitation is the date marked on the Technical Information for Solicitation Number N66604-15-R-0931 WES and Sonar Signal Transmitter Assemblies CD provided for the RFP which is
21-OCT-2015.
Paragraph 4.7.3, Self Generated Noise, applicable documents state "The self-generated audio noise requirements below shall be tested in a fully populated G&C section during ATE Comprehensive System Test Block 17.1-4 (ATE Software V3.6.1 or equivalent). NUWC-NPT Technical Memo 04-018, titled “Torpedo MK 48 Mod 6 ACOT Structure Borne and Airborne Noise Test Results”, and dated 23 March 2004, provides the details associated with the test setup and process."
Question: Regarding the Government's First Article Testing, how does the Government intend to determine if the Transmitter is the cause of any noise sources, since the specification directs the testing at the G&C level?
NUWC testing personnel and equipment have the ability to isolate failures to the individual FIR within the torpedo's G & C section.
The GFE list does not contain shipping containers that are required by the CIPS. Is the contractor responsible for procurring shipping containers, or will they be provided GFE? If the contractor is responsible, please provide drawings.
The Government will perform the environmental testing therefore the contractor does not require a shipping container for testing. The Government does not currently have shipping containers to provide as GFE, so the contractor should package using best commerial packages. The RFP is updated to include Clause HQ D-1-
0002 PACKAGING OF SUPPLIES
The SOW deliverable does not match the test reports to be prepared in the same paragraph. Does the Government desire the vibration screening results as a separate report? Should it be combined with the thermal testing report?
The temperature cycling and random vibration test reports should be included as separate sections within the Production Inspection Reliability Test report.
What is the timing of the delivery of CDRLs 0003 through 0010? The RFP includes the text "Initial delivery to begin no later than 10 months after Production Option 1 Exercised" in the far right column in all of these CDRL rows.
The RFP has been updated;
For CLINs 3 through 10, initial delivery to begin 12 months after each option is exercised.
Additionally, the RFP has been updated to allow a minimum lot size of 5 per month replacing the 16 month end date.
The RFP does not provide estimated award dates for the options. For planning purposes, can the Government provide estimated award dates for the options?
The first production option will be exercised subsequent to successful completion of First Article testing.
Subsequent options are anticipated to be exercised annually.
Paragraph 4.2 states "the contractor shall recommend last time buys and lifetime buys." Will the contractor be allowed to make last time buys and lifetime buys at contract award?
When the Government receives the contractor's recommendation as required by the Parts Management Plan, the Government will evaluate the recommendation and advise.
How will DMS be addressed throughout the life of the contract? The contractor's Parts Management Plan should address periodic DMS evaluations (per applicable document 3.1.6) with life-of-contract recommendations.
Personnel Qualification Sheets and Personnel Data Forms are only mentioned in Section L30 and nowhere else. Please describe their purpose and required content.
Reference removed from Solicitation.
For a contractor currently delivering identical components to the Government, it would be in the Government's interest to allow the option to propose a waiver of First Article Requirements for those components as defined under clause HQ C-2-0026 WAIVER OF FIRST ARTICLE REQUIREMENTS (NAVSEA)(SEP 1990) and clause HQ M-2-
0011 WAIVER OF FIRST ARTICLE REQUIREMENTS (CONTRACTOR
TESTING). Request the RFP be ammended to add the First Article Waiver request clauses.
The RFP has been ammended to add the First Article Waiver Request Clauses HQ C-2-0062 WAIVER OF FIRST ARTICLE REQUIREMENTS (NAVSEA) (SEP 1990) and clause
HQ M-2-0011 WAIVER OF FIRST ARTICLE REQUIREMENTS
(CONTRACTOR TESTING).
Request deletion of FAR 52.215-20 in accordance with FAR 15.403 section (c)(1).
Additional cost or pricing data may be required in order to determine whether the price is fair and reasonable or to comply with the statutory requirement for certified cost or pricing data (SEE PROVISION 252.215-7008 ONLY
ONE OFFER)
The transmitter specification in the TDP, 8595319 Rev B 25 Sep 2015, includes many requirements that are verified by analyses. Does the Government desire the contractor to quote performing all of the tests, inspections and analyses that are identified in Table III (VCRI) of this specification or referenced within the body of the document? If so, will this contract be a “build to print” or a “build to specification”?
If the contractor builds the hardware to the drawing package and it does not pass some of the specification requirements due to a design issue (not a manufacturing or quality issue), will the design change be funded as an ECP?
Yes, the Government expects the contractor to perform all tests as detailed in the Statement of Work and identified in Table III of 8595319. The contract is build-to-print. The First Article portion of this contract is Cost Plus Fixed Fee to address design changes related to design issues identified during this phase. Yes, If a design change has a cost impact it will be funded as an ECP.
Request addition of DFARS 252.219-7004 Small Business and Small Disadvantaged Business Subcontracting Plan (Test Program).
Clause 252.219-7004 Small Business and Small Disadvantaged Business Subcontracting Plan (Test Program) added to RFP.
A template or description for the personal qualification sheets and the personal data forms were not included in the RFP. Please provide.
Reference removed from RFP.
Request the government modify the RFP to allow combining First Article and option years long lead material buys in order to meet schedule and reduce the likelihood of future DMS.
The RFP contains PIO CLIN 0011, 0021, 0022 & 0023 which can be exercised to procure long lead material buys at any time subsequent to contract award. The RFP has been updated to include additional PIO CLINs (0021, 022 & 0023) for option years.
In order to meet schedule, we request the Government modify the RFP to add a separate long lead material CLIN for each production option to be awarded in advance of the production CLIN.
The RFP contains PIO CLIN 0011, 0021, 0022 & 0023 which can be exercised to procure long lead material buys at any time subsequent to contract award. The RFP has been updated to include additional PIO CLINs (0021, 0022 & 0023) for option years.
Is the government willing to relax the "no later than" delivery start date and allow more deliveries per month to meet the delivery end date?
The RFP has been updated;
For CLINs 3 through 10, initial delivery to begin 12 months after each option is exercised.
Additionally, the RFP has been updated to allow a minimum lot size of 5 per month replacing the 16 month end date.
The government-directed sole source of supply for the Transmitter has a 9 month delivery schedule. We request the government modify the RFP to allow industry to specify delivery start/end dates to accommodate long lead materials.
The RFP has been updated;
For CLINs 3 through 10, initial delivery to begin 12 months after each option is exercised.
Additionally, the RFP wll be updated to allow a minimum lot size of 5 per month replacing the 16 month end date.
Are cover pages, tables of contents, resumes, integrated master schedule, the labor category matrix, and the Pass/Fail Requirements excluded from the Technical Volume page limit to be submitted in response to this Solicitation.
Yes. The RFP section L30X B.1.v has been updated to exclude cover pages, tables of contents, resumes, integrated master schedule, the WBS, the labor category matrix, and the Pass/Fail Requirements from the page count limit.
The RFP on page 44 states in HQ C-2-0026 (b) that the “(b) The First Article shall conform in every respect to the requirements of this contract and shall be fully tested by the Contractor to determine compliance with said requirements.” For the First Article environmental qualification tests (not manufacturing screening), will the Government perform all of the required testing as specified in the CIPFS?
As specified in section 4.7.3 of the Statement of Work (SOW) on page 26 of the solicitation, the following First Article tests will be conducted by the Government:
1. Environmental Conditions (SOW Applicable Documents
3.1.3 and 3.1.5)
2. Self-Generated Noise (SOW Applicable Documents
3.1.3 and 3.1.5)
3. Electromagnetic Interference (EMI)Environmental Conditions (SOW Applicable Documents 3.1.3 and 3.1.5)
The RFP states that the contractor shall provide a Contractor Work Breakdown Structure (WBS) with the proposal. Request that the Government modify the RFP to allow contractors to submit the WBS in a non-page limited appendix that does not count against the page limit of the Technical Volume.
Yes. The RFP section L30X B.1.v has been updated to exclude cover pages, tables of contents, resumes, integrated master schedule, the WBS, the labor category matrix, and the Pass/Fail Requirements from the page count limit.
The Presentation dated 21 October 2015 entitled “Explanation for the Technical WES and SONAR Signal Transmitter Assemblies”, page 4 states: “Section 5.1.5 FIR Level Production Inspection Reliability Test (PIRT)-Changed to non-applicable for the WES”. Review of the WES specification ECPs RFC: 48/NUE15082, Rev: R3 and RFC:
48/NUE15115, Rev: - found no incorporation of this presentation change. Does the aforementioned presentation take precedence and mean that specification 6934828, paragraph 3.3.2.1.3 entitled “Production Inspection Reliability Test (PIRT)” is not required?
The presentation incorrectly stated that “Section 5.1.5 FIR Level Production Inspection Reliability Test (PIRT)- Changed to non-applicable for the WES”. Specification 6934828, paragraph 3.3.2.1.3 entitled “Production Inspection Reliability Test (PIRT)” is required.
The transmitter specification, 8595319, paragraphs 3.4 and 4.4, both entitled “Manufacturing Screening”, reference document 8595331, entitled “Manufacturing Quality Assurance Specification, Torpedo Functional Item Replacement”. The 8595331 document is for all MK 48 and MK 54 Torpedo FIRS and provides for guidance in creating a manufacturing screen in accordance with MIL-HDBK-344 to meet a specific PE requirement. The 8595331 document also provides for a Proof of Life test after the manufacturing screen is developed (paragraph 3.3). On the other hand, the WES specification, 6934828, paragraph 3.3.2.1 entitled “Manufacturing Screen”, does not reference 8595331 but provides the exact parameters for CCAs as well as the WES level for manufacturing screening. So the questions are as follows from the above:
a) Does the solicitation, section C11 Statement of Work (SOW) paragraph 4.7.2 entitled “First Article Production Screening and Proof of Life Testing” pertain just to the Transmitter for the Proof of Life requirement? That is, the WES has a specific manufacturing test established and it is assumed this test regimen has been vetted already.
b) Should the WES specification be modified to cite use of specification 8595331 like the Transmitter to match the solicitation SOW paragraph 4.7.2?
A) Yes, the Proof of Life Testing only pertains to the Transmitter.
B) No, for this solicitation WES testing should be conducted in accordance with specification 6934828.
Although we did not receive Specification 8595331 entitled “Manufacturing Quality Assurance Specification, Torpedo Functional Item Replacement” with solicitation N66604-16-R-0094, but have it from other as yet un-awarded solicitations, we assume the current revision is “-“with a date of 3 March 2015? Should the Government formally provide this document as part of the solicitation package since Transmitter specification 8595319 directly requires its use for manufacturing screening? (Note that question #2 was asked with the assumption we have the correct document version.)
Yes. The Government provided document 8595331 on CD Supplement 1.
Per the following found in L40 COST PROPOSAL (JAN 2010)… (2) Offerors must support any proposed escalation factor with convincing rationale: factual data (including actual direct labor rates for at least three years) and complete supporting data and rationale for out-year escalation projections. In the absence of convincing rationale, the Government will use the current Data Resources Inc.
(DRI) recommendation for Professional and Technical Workers in evaluating the offer. Question: Is the 3.10% escalation that is found in the NUWC Division, Newport Cost Analysis Spreadsheet the DRI recommended escalation factor that will be applied to the contractor labor?
The most recent Global Insight recommendation for labor escalation is 2.9%.
The Government has listed several CLINs as Options to the base contract, however, the Government has not identified the latest date to exercise each option.
See revised Clause 52.217-7
The Government provided a delivery schedule for CLINs 0003 – 0010 that indicate “initial delivery to begin no later than 10 months after Production Option 1 Exercised”. Can the Government please clarify what quantity would constitute “initial delivery”? Further, was it the Government’s intent to indicate that initial delivery would begin after production Option 1 for all of the listed production CLINs? If not, please indicate for each CLIN the appropriate production option for which initial delivery would begin.
The RFP has been updated to allow a minimum lot size of 5 per month replacing the 16 month end date;
For CLINs 3 through 10, initial delivery to begin 12 months after each option is exercised.
The Government provided a TDP for the WES and Transmitter that indicates many obsolete components, yet both WES and Transmitter are currently being fabricated and delivered to the Government. Will the Government provide an updated TDP for the WES and Transmitter prior to contract award?
The approved and qualified WES and Transmitter TDPs were provided for this solicitation. Approved updates to the TDPs will be provided at contract award.
Due monthly. Customer has 30 business days to review. This cadence allows for delivery of CDRL A002 before the customer has completed review of the prior month’s document.
The Government has 30 days to review the first submission only. Subsequent submissions are due after approval of the first submission with a 15 day Government review.
Block 16 states one of these CDRL is necessary when CDRL A008 and A006 are approved. CDRL A008 is self-referential and CDRL A006 is for Variances which do not impact the TDP.
Block 16 of CDLS A008 thru A00C have been updated to require "approved changes per CDRLs A005 and A007"intstead A006 and A008.
This CDRL is due 15 days after drafting completes each individual approved change, leading to the potential for a significant number of deliveries.
The updated documentation for CDRLs A008 thru A00C shall be submitted 15 days after the documentation is released. The RFP will not change.
DD1423 form doesn’t specify applicability to 4.7.1.1 IBR, yet SoW content states it does
CDRL A00E has been updated to be applicable to SOW
4.7.1.1 IBR.
CDRL A002 applies to Firm Fixed Priced CLINs 0003 through 0010.
According to DFAR 234.201, Earned Value Management, section (1), (iv), (A) states that the application of Earned Value Management is discouraged on Firm Fixed Priced contracts. Should the FFP CLINs be removed from CDRL A002.
CDRL A002 has been updated to remove Firm Fixed Priced CLNs 0003 through 0010.
There is no Progress Payment clause in the RFP, should the contractor propose Performance Based Payments for the FFP CLINs?
Perfromance Based Payment Clause 52.232-32 added to
RFP.
There appears to be a conflict on external EVMS reporting, there is no EVMS clause in the RFP, yet there is an Integrated Program Management Report (IPMR) requiring external EVMS reporting.
Should the IPMR requirement be removed from the RFP?
The RFP has been updated to add EVMS Clause 52.234-4.
The Government has included FAR clauses 52.215-20 "Requirements for Cost or Pricing Data or Information Other than Certified Cost or Pricing Data" which allows the Contractor to request an exemption to providing certified cost or pricing data should they meet the requirements set forth within the clause, otherwise the Contractor must submit a certificate of current cost or pricing data prior to contract award. However, due to the competitive nature of this acquisition and in accordance with the exception in FAR 15.403- 1(b)(1) the requirement for certified cost or pricing data should be removed.
Additional cost or pricing data may be required in order to determine whether the price is fair and reasonable or to comply with the statutory requirement for certified cost or pricing data (SEE PROVISION 252.215-7008 ONLY
ONE OFFER)
Should the references to Table 15-2 of FAR 15.408 be removed from the RFP since this is a competitive Proposal?
Additional cost or pricing data may be required in order to determine whether the price is fair and reasonable or to comply with the statutory requirement for certified cost or pricing data (SEE PROVISION 252.215-7008 ONLY
ONE OFFER)
Do the GFE Items, 6238331 Transmitter Test Set, 6114186 Analog Card Test Set, and the 6370639 WAS/WES Test Set, test sufficiently to meet the requirements of the applicable CIPS/TRS documents.
Yes, the GFE Items, 6238331 Transmitter Test Set, 6114186 Analog Card Test Set, and the 6370639 WAS/WES Test Set, sufficiently test to meet the requirements of the applicable CIPS/TRS documents.
Is the government covering the cost of maintenance and repair of the GFE test sets?
Yes, the Government is covering the cost of maintenance and repair of the GFE test sets.
If a failure does occur during Government IV&V, and it is determined that the failure does appear to be related to the WES or SONAR Signal transmitter Assembly, will the Contractor continue to be funded under engineering services through FRACAR submission and corrective action implementation, particularly if it is proven the FIR was built compliantly to the GFE TDP?
If a failure does occur during Government IV&V, and it is determined that the failure does appear to be related to the WES or SONAR Signal transmitter Assembly, the Contractor will be funded under engineering services through FRACAR submission and corrective action implementation, even if it is proven the FIR was built compliantly to the GFE TDP.
SOW sections 4.7.3 and 4.7.4 are confusing regarding Contractor First Article Testing, Government First Article Testing, and the delivery of First Article units. Is it the Government’s intent that:
• The First Article Test Plan identifies all First Article tests and whether they are Contractor or Government tests.
• The First Article Test Procedures address only the Contractor First Article tests. The First Article Test Procedures do not need to address the Government First Article tests.
• The First Article Test Report documents only the results of the Contractor First Article testing. The First Article Test Report does not need to document the results of the Government First Article testing.
• Following successful completion of Contractor First Article testing and approval of the Contractor First Article Test Report, the First Article units will be delivered IAW the RDD schedule to the Government for Government First Article testing.
• Following the Government’s completion of Government First Article testing, the Government will transition into Government IV&V testing.
It is the Government’s intent that:
• The First Article Test Plan identifies all First Article tests and whether they are Contractor or Government tests.
• The First Article Test Procedures should address all First Article tests, by including Contractor First Article Test Procedures and documenting which tests will be conducted by the Government.
• The First Article Test Report documents the results of all First Article testing, Contractor and Government.
The Government will provide Government First Article test data to the contractocr.
• Following successful completion of Contractor First Article testing the Contractor shall provide First Article units to the Government for Government First Article testing. After completion of ALL First Article Testing, the Contractor shall prepare a First Article Test Report. Upon successful completion of ALL First Article Testing and Government approval of the FIrst Article Test Report, the contractor shall deliver the First Article units to the Government for Government IV&V testing.
• Upon successful completion of ALL First Article Testing and Government approval of the FIrst Article Test Report, the contractor shall deliver the First Article units to the Government for Government IV&V testing.
IBR entrance criteria d., TDP baseline or PMB? TDP is not part of IBR. The IBR entrance criteria d should state; the contractor baseline must be established and must reflect the entire scope of work documented at the appropriate level of detail before the formal IBR can be conducted.
Is IBR a gate to commence First Article tasking? The IBR is a gate to "proceed" with First Article tasking.
Solicitation document, Page 117, Item (2) titled 'General Format and Markings', Sub-Item (i): Do foldout pages up to 11 x 17 inches (to be used for diagrams, charts, or graphic material) count as one (1) or two (2) pages?
One (1) page
The transmitter specification, 8595319, paragraph 4.2.3.3.1.2.2 entitled "High Temperature Operating", is required for First Article testing and then Periodic Testing per the specification, Table III.
Paragraph 4.2.3.3.1.2.2 requires that the transmitter be assembled to the "digital G & C subsection (that includes other electronic FIRS) equipped with compatible watertight extension shell and submerged in a temperature-controlled, continuously-mixed water environment". When reviewing the solicitation's list of GFE, Sechan does not see a G & C section listed; there is however a "Transmitter Chassis Adapter", P/N 6239161 listed. The questions are:
a) Does the Government plan on providing the G & C section when needed and Sechan ship back or will this be provided upon contract award and added to the GFE list?
b) Is the Transmitter Chassis Adapter, P/N 6239161, the referenced "watertight extension shell" mentioned in the aforementioned transmitter specification?
c) If the answer to b) is "no", does the Government plan on providing the extension shell and add to the GFE list? If not, does that mean Sechan has to provide; if so, is a drawing going to be provided so Sechan can price and then fabricate a proper extension shell?
a) No, a G&C section will not be provided. The "High Temperature Operating" testing is included in the Envirnmental Conditions testing that the Government will perform as stated in the SOW paragraph 4.7.2.
b) No, the Transmitter Chassis Adapter, P/N 6239161, is not the referenced "watertight extension shell" mentioned in the aforementioned transmitter specification. The Transmitter Chassis Adapter assembly, P/N 6239161, is a fixture for the Analog Card test set.
c) The Government will not provide the extension shell as this test is performed by the Government at Government facilities.
There appears to be a conflict in the RFP regarding the Government’s intent to award any resulting contract to a single offeror for all units of all items as specified in Section M under clause HQ M-2-0001 vs.
the language in Section L clause 52.215-1 (f)(6) which states that the Government reserves the right to make multiple awards if the Government deems it to be in their best interest. In order for the Contractor to provide its best offer can the Government please clarify if the intent is in fact to make a single award for all units of all items as stated in Section M clause HQ M-2-0001.
The Governments intent is to make a single award.
The Government provided a TDP for the WES that indicates the requirement for many firmware programs, yet no native firmware design files were provided. Will the Government provide an updated TDP for the WES with current and complete firmware program design files at award to minimize cost to the government?
Yes, the Government will provide the firmware design files at contract award.
Document 6370640 sheet 2 Cable Connection Diagram indicates the WAS/WES Test Set 6370639 is connected to a WES, WAS and Tuning Box. Will a WAS and Tuning Box be provided as GFE along with the 6370639 Test Set?
A Tuning Box and WAS will not be provided as GFE. They are not required for testing of the WES.
Only one 6934830 Electronic Assembly WES MARK 22 MOD 1 is offered as GFE with no spare Circuit cards, yet two 5728260 Transmitter Assemblies are offered as GFE along with several spare Circuit Card Assemblies. Can the government provide a second GFE 6934830 Electronic Assembly WES MARK 22 MOD 1 along with spare Circuit Card Assemblies, to mitigate schedule risk to the contractor?
The Government will consider supplying a second GFE 6394830 Electronic Assembly WES MARK 22 MOD 1 upon request after contract award based on availability.
Document 6370639 WAS/WES Test Set indicated a Test Requirement 6370644 and Interface Control Document 6370641, yet these documents were not provided in the TDP Will the Government provide these documents to enable the contractor to more adequately assess WES test scope?
The Government will provide top level drawing 6370644 on unclassified CD Supplement 2. Drawing 6370641 is not available. However, the Government will provide the WAS/WES Test Set Functional Unit Design Specification Engineering Notebook which contains the same information.
