Question Response
1 Reference: L31X, Technical Approach, Requirement #3: Sample Task. Would it be acceptable to use an existing IMI Level III course (assuming it is consistent with SOBT Developer Guide (v6.2.1) requirements and 80% developed by contractor) to meet the Sample Task requirement?
Answer : YES, the contractor can provide an existing IMI Level III course to be evaluated.
2 References: HQ-2-0016 (Software Development Plan), HQ L-2-0017 (Software Development and CMMI) and L31X.1.b.i (Technical Proposal, Compliance & Procedures). Question: Across these sections there are references to CMMI capability level 3 and CMM Level II when asking us to describe our software development process, experience and recent appraisals. Please clarify. Does the government want us to address both certifications?
Answer : Provide description for the level that best applies to your company’s existing process capability.
3 References: L31X.B.I (Personnel) and M32X.c.1.B (Evaluation, Personnel).
Question: The first reference requires resumes for proposed employees while the second gives greater strength to a technical approach/proposal with more key personnel/resumes. While we understand the importance to the government of resumes and key personnel for SOBT IMI task order proposals, we are confused with this requirement in the base ID/IQ proposal where there is not specific work to bid to. Please clarify.
Answer : “Provide, in sufficient detail, the knowledge and skill sets the contractor possesses that demonstrate a complete understanding of the SOW, and the ability to execute Contracts to the requirements specified under this contract. Resumes of proposed employees are required as proof of capability” – Provide the government information on sufficient skill sets to perform the delivery orders.

4 Reference: L30 (Proposal Submission). Question: While there are detailed instructions for Volume 1 (Technical Proposal), there are not for Volume II (Cost Proposal). Is the only cost/pricing related to the development cost for the Sample Task (L31X.1.A.1.c.i.B.1 (Labor Categories/Hours/Rates)? Is there any pricing to be provided in Section B with this proposal? Please clarify.
Answer : Volume II (Price Propsoal) will consist of pricing associated with the sample task and Section B should reflect the anticipated contract ceiling of $8,997,500.
5 Reference: L31X.2.C (Past Performance, Page Count). Question: Is the past performance information page limit (3 pages) a limit per contract reference?
Answer : Yes, 3 pages as a max per contract shall suffice.
6 Reference: Exhibit A, Contract Data Requirements List. Question: The CDRLs in the attachment identifies the Instructional Media Design Package (A003 and A005). However, the remarks section identifying specific requirements to be deleted does not correspond to the IMDP (DI-SESS-81520B). Please clarify the requirements for the IMDP – A003 and A005.
Answer : For CDRL’s A003 & A005 disregard remark #1 and the references of deletion. DI- SESS-81520B is applicable, as is. CDRL's A003 & A005 have been edited.
7 Does the facilities clearance have to be in place at the time of award or may the awardee initiate the clearance within a period after the award of the contract?
Answer : A facilities clearance plan is required as part of the technical proposal. Please see revised language in Clauses L31X and M32X.
8 Is the Prime Contractor required to maintain the facilities clearance, or may a subcontractor maintain the clearance, until the Prime establishes a clearance of their own?
Answer : The requirements for a facilities clearance are at the Prime contractor level.
9 Reference Section B. Would the Government please confirm that Volume 2 will consist of pricing associated with the sample task and that Section B should reflect the anticipated contract ceiling of $8,997,500.
Answer : Yes, that is correct.
10 Reference SF33. The solicitation indicates a proposal due date of Sunday, August 11. Would the government please confirm the Sunday due date?
Answer : Per Amendment 0001, the solicitation is due Monday, August 19 th at
2:00pm.
11 Reference Attachment 1, page 6, paragraph 7.A. The solicitation implies that IPRs will be conducted in Groton. Can IPRs be conducted via teleconference?
Answer: Yes, IPR's teleconferences are acceptable.
12 Reference Exhibit A, CDRL A003, Block #16, paragraph 1. The CDRL contains items that are deleted from the reference document (DID) in Block #4 (DISESS-81520B). The deleted paragraphs do not correspond to DID DI-SESS- 81520B. Would the government please provide clarification?
Answer: Disregard Item #1 in block 16; all of DISESS-81520B is applicable. A003 & A005 have been edited.
13 Reference Page 45 of 55, paragraph c)B.1). The solicitation requires that labor categories, labor hours, and labor rates for the sample task be included in the technical proposal. Page 43 of 45 under L30 Proposal Submission, (b)(1)(iii) indicates that cost data should not be included in the technical proposal. Would the government please confirm that the labor categories, labor hours, and labor rates associated with the sample task should be included in Volume 2, Cost/Price Proposal?
Answer : Labor categories and labor hours should be included as part of the Technical Proposal (see L31(1)(A)(I)(c)(i)(B)(1) and (2).
The Price Proposal should include the labor rates & cost data; along with the categories & hours associated with the sample task.
14 On solicitation page 43 of 55, paragraph L30(b)(1)(iv), the referenced “Cost Proposal” provision does not appear in the solicitation. Will the Government provide details on any cost proposal content or formatting requirements?
Answer : Cost information shall NOT be submitted in the Technical portion of a proposal. Is it the Government’s intention that the categories and hours be included in the Technical Volume, with the labor rate information added to form the Price Proposal.
Please see revised Clause L30.
15 On solicitation page 45 of 55, paragraph L31X(1)(A)(I)c, a sample task courseware module is to be submitted as part of the Technical Proposal.
Sub-paragraph i.B.1 calls for Labor Categories, Labor Hours, and Labor Rates to be provided for the development. Cost information is typically not submitted in the Technical portion of a proposal. Is it the Government’s intention that the categories and hours be included in the Technical Volume, with the labor rate information added to form the Cost Proposal?
Answer : The labor rates should be submitted as part of the Price Proposal (Volume II).
16 Is it the Government’s expectation that the only pricing information to be included with the RFP response is that necessary to support the Sample Task courseware referenced on page 45 of 55 of the solicitation?
Answer : Yes; however, any additional cost information that will assist the government in evaluating the contractor’s overall cost controls and expenditures may be included in the Price Proposal (Volume II).
17 On solicitation page 45 of 55, paragraph L31X(1)(A)(I)c, a sample task courseware module is to be submitted as part of the Technical Proposal. Is it the Government’s intention that this submittal also include the Production Source Material CD as required by the SOW and the SOBT Developer’s Guide v6.2.1?
Answer : Yes, the government’s request for submission is equivalent to the BETA delivery, as defined in the SOW.
18 The requirement for a Sample Task of courseware for acceptance testing does not appear to provide the medium in which the Government would prefer to receive. Would a DVD delivery be acceptable?
Answer: CD-ROM is the only acceptable medium for the sample task.
19 Paragraph L31X Technical Proposal. (1) (A) (I) a) i. states "The contractor's proposal must specifically address current capability and experience in developing & delivering Interactive Courseware at a LEVEL IV Interactivity, CATEGORY IV Interactive Courseware Presentation as defined in the DOD Handbook MIL-HDBK-29612-3A (Section 6 INTERACTIVE MULTIMEDIA INSTRUCTION PRODUCT DEVELOPMENT)." Does the government expect Level IV courseware, which can be extremely costly based on the time and methods utilized to create Level IV courseware, to be developed under this IDIQ? If so, how extensive does the government expect the Level IV courseware to be in terms of simulation and associated hardware development?
Answer : Yes, a Level IV courseware could be tasked under this contract; and as such the government needs to determine if the capability exists. This does NOT mean the government will acquire a Level IV courseware under this IDIQ, however. If the government chooses to do so, the extensiveness of such requirements will be determined at such time.
20 Paragraph 2.0 Scope states "The contractor shall produce IMI training modules for the Naval Sea Systems Command's on-board and schoolhouse training programs for all subject matter areas of submarine operations and procedures, including Strategic Weapon Systems and Naval Nuclear Propulsion. The Government shall require the production of the following:
1) interactive multimedia instruction/courseware (IMI-ICW) training modules in accordance with the SOBT Developer's Guide, 2) interactive real-time simulation training modules, with EngSkillsNet considerations, 3) video media instruction; and/or 4) modernization/upgrading dated training techniques and procedures." Could the Government provide the requirements/considerations for EngSkillsNet when developing interactive real-time simulation training modules?
Answer : The Engineering Skills Network (EngSkillsNet) requirements are not part this proposal evaluation, and are for potential future consideration under this IDIQ.
21 Section L30, Paragraph (b)(1)(iv) states "Include all data and information required for evaluation as set forth in the provision entitled, "Cost Proposal"." This section does not appear in the solicitation. Can the Government please clarify?
Answer : Section L30, Paragraph (b)(1)(iv) refers to Volume II – Price. The Price Proposal is separate from the Technical Proposal and contains the actual rate data for the Sample Task; along with any additional costing information the government can use when making its determination for Best Value.
Please see revised Section L30 (b) (1) (iv).
22 Section L31X, Paragraph (2)(B) states "Provide similar past performance data for major subcontractors..." Does this mean we should include 3 examples for the Prime and 3 additional examples for our major subcontractors or 3 examples in total for the team?
Answer : Please provide similar past performance data for any major subcontractors performing more than 25% of the effort.
23 Section L31X, Paragraph (2)(C) states "Past performance information should not exceed three (3) pages." Does this mean 3 pages per example or 3 pages in total to cover all 3 examples?
Answer : The past performance information shall not exceed three (3) pages per example.
24 Does the subcontracting plan count against the 15-page limit for the technical volume?
Answer : The subcontracting plan does not count towards the page count of the Technical Proposal.
25 The Software Development Plan (SDP) “Rationale” (L-2-0016 (b)) appears to overlap significantly with the description of “Requirement #2” listed under the Technical Volume Organization for The technical approach (L31X (1) (A)
(I) b)). Can you confirm this is the desired location for the SDP Rationale?
Answer : Requirement #2 is part of the Technical Evaluation, whereas (L-2-0016 (b)) is part of the legal requirement for any software development contract.
26 Section L30 (b) (1) (iv) refers to a section entitled “Cost Proposal.” We could not locate this section. Could you direct us to the location of this section or provide it in an amendment?
Answer : Section L30 (b) (1) (iv) refers to Volume II – Price. Please see revised Section L30 (b) (1) (iv).
27 If our subcontractor teammates did not participate in the development of our sample task, how should their cost data be submitted?
Answer : Subcontractor cost data may be submitted separately for the government’s consideration. As the Prime, the contractor should make the strongest case with all data submitted for consideration.
28 Should the VPAT count against the 15-page limit for the technical volume? Answer : No.
29 In our experience SDPs are reserved for non-SCORM-conformant Level 4/executable/simulator development projects. Web-based SCORM-conformant courseware is performed according to Training Management Work Plans (TMWPs) or Integrated Master Plans (IMPs). Is the SDP for Level 4/simulator/executable development only or should it include SCORM-conformant web-based ICW development processes too?
Answer : The government considers the development of IMI Courseware as Software development, and as such a Software Development Plan is a requirement.
30 Regarding F30 Place of Performance, specifically, should we expect the work at Newport and Groton to consist solely of user interface meetings, courseware installation, and user training? Does the Government anticipate any other types of work being performed at these locations?
Answer : The contractor shall make all deliveries to SOBT Office, Subase Groton CT ;
and CDRL A001 deliveries to include the COR located in Newport, RI. Place of Performance is mostly at the contractor site; with IPR’s either at Groton or via phone conferences.
31 It is our understanding that all requirements for L30, (B) Personnel Section
(I) will follow as an Appendix because the resumes and required information from Section (I) are not part of page count (page 45 of 55). Is this correct?
Answer : Resumes and required information are not part of the Technical Proposal (Volume I) page count.
32 It is our understanding that fold-up pages (11x17) are considered as one page against page count. (page 43 of 55) Is this correct?
Answer : Correct.
33 The front page of the RFP (item #9) requires 1 original and 2 copies of the proposal. Section L30 (pg 43 of 55) requires 1 original and 3 copies for the technical volume and 1 original and 1 copy of the cost volume. What is the desired number of copies for each section of our proposal?
Answer : Per clause L30, the Technical Volume shall be 1 original plus 3 copies; the Price volume shall be 1 original, plus 1 copy.
34 Section L-2-0016 (page 42 of 55) cites CMMI Level 3, and section L31X (page 45 of 55) refers to CMM Level 2. Which standard is required?
Answer : The proposal should address standard that best represents the contractor’s current capability, as proposal submission date.
35 Paragraph L31X, (1), (B), (I), a) states "Identify all non-Service Contract Act personnel proposed." Is it the Government's intention to allow the offeror to propose individuals that do fall under the Service Contract Act? If so, will an appropriate Wage Determination be provided to the offeror?
The contractor may propose individuals that fall under the Service Contract Act (SCA), however, SCA does not currently apply to this contract.
36 Paragraph L31X, (1), (A), (I), (c) Requirement #3: Sample Task states "Deliver for "Acceptance Testing" evaluation one (1) UNCLASSIFIED Interactive Multimedia Instructional Course, Level III Interactivity & Category III as defined in MIL-HDBK- 29612-3A." Furthermore, sentence B. under the same paragraph states "Contractor was responsible for at least eighty (80) percent of the development." Is it the Government's intention for the offeror to provide a sample task that was actually developed by the offeror previously, or for the offeror to provide a draft sample task example for proposal purposes only?
Answer: The offeror is expected to deliver a working product for acceptance testing to demonstrate performance capability under the contract. It is identical to the Beta delivery as defined in the SOBT Developer's Guide.
Also, it is the offerors discretion to provide the government with an example that meets the requirement for acceptance testing, as part of the governments assessment for each proposal.
37 The CDRL (Exhibit A) SOW paragraph references in block 5, for each CDRL (3.1.1; 3.4.2; 3.4.4; and 3.4.6) are not in the SOW. Please advise.
SOW Paragraph references for each CDRL have been updated. Please see revised CDRLs.
38 Can the header and footer be part of the 1 inch margin? Yes
SECTION L - INSTRUCTIONS, CONDITIONS AND NOTICES TO BIDDERS
L30 PROPOSAL SUBMISSION - GENERAL REQUIREMENTS (JAN 2012)
(a) Offerors must respond to all requirements of the solicitation document. Submit proposals to the address indicated in the first page of this document.
(b) Proposal Format. This section specifies the format that offerors shall use in submitting proposals in response to this solicitation. The intent is to provide a certain degree of uniformity in the format of the proposals to ensure a complete, fair and efficient evaluation.
(1) Partition. Offerors are required to submit their proposals in separate parts as follows:
(i) Letter of Transmittal, if any
(ii) Original plus 2 copies of the signed solicitation document with all the required fill-ins completed. Staple this document together for submittal. Do not alter or punch holes in the solicitation document.
(iii) Volume I - Technical Proposal - Include all data and information required for evaluation as set forth in the provision entitled, "Technical Proposal". Exclude any reference to the pricing aspects of the offer.
(iv) Volume II - Price Proposal - provide a proposed price to perform the work described in the Sample Task that appears within Provision L31X. The proposed price should be commensurate with the work involved to perform the task. Provide Labor Categories, Labor Hours, and Labor Rates for development. Note that the proposed price is for evaluation purposes only (see provision M32X). As described in clause B20X, the government has established a ceiling of $8,997,500.00 for the effort to be performed over the duration of the contract.

Important Note: Offerors shall not include CLASSIFIED material in the volumes.
(2) General Format and Markings.
(i) The text of the proposal shall be printed single sided on 8 1/2 by 11 inch paper. Pages shall be consecutively numbered.
Type size shall be 10 point “Times” font or equivalent, uncompressed and unreduced. Text shall be single-spaced with margins of at least one inch on all sides. Foldout pages up to 11 x 17 inches may be used for diagrams, charts or graphic material with type size(s) left to the discretion of the offeror.
(ii) Provide a Table of Contents in sufficient detail so that the important proposal elements can be easily located. The use of tabs and dividers is encouraged. The proposal Title Page will include all information required in (iii) below plus identification of copies bearing original authorizing signatures.
(iii) The Cost and Technical volumes shall be in standard three-ring loose-leaf binders that can be easily opened and closed.

(iv) Subcontractor data submitted directly to the Government in support of the prime offeror's cost proposal shall follow the format described above. Subcontractor submittals shall prominently identify the prime offeror.
(c) Style.
(1) Submit a proposal that clearly and concisely describes and defines the contractor's response to the requirements contained in the solicitation. General or vague statements such as "standard procedures will be used" or "good engineering practices" will not satisfy this requirement.
(2) Do not elaborate unnecessarily or provide other presentations beyond that sufficient to present a complete and effective proposal. Elaborate artwork, expensive paper or bindings, and expensive visual or other presentation aids are neither necessary nor desired. Either of these may be construed as an indication of a lack of understanding or cost consciousness.
(3) Do not repeat information required in the responses in two or more proposal data requirements. Include detailed information in the area of the proposal where it contributes most critically. In other areas where a repeat discussion is necessary, provide a reference to the detailed discussion location.
(4) Provide all pertinent information in sufficient detail to permit evaluation of the proposal. Provide cross-references so that the
Government can trace the various related discussions.
L31X TECHNICAL PROPOSAL (FEB 2012)
Organization. In the Technical Proposal provide information and documentation in sufficient detail to clearly identify your overall qualifications. Divide the proposal into the following sections, in the order listed.
Technical Capability
Past Performance
(1) Technical Capability.
(A) Technical Approach. The Offeror shall provide a complete technical approach to performing the required work. This shall include the following:
(I) Details of how the work will be performed. Demonstrate that the Offeror is capable of performing all aspects of the
Statement of Work. The contractor shall discuss specific procedures, routines, methods and processes that demonstrate it has a clear understanding of the scope and nature of the tasks in the Statement of Work. The contractor must demonstrate, in sufficient detail, complete understanding and adherence to the most recent version of the Submarine On-Board Training (SOBT) Interactive
Multimedia Instruction (IMI) Developer’s Guide (currently v6.2.1). The SOBT office requires compliance with the procedures and techniques contained within the guide. (Appendix A)
a) Requirement #1 : Demonstrate Capability
i. The contractor’s proposal must specifically address current capability and experience in developing & delivering Interactive Courseware at a LEVEL IV Interactivity, CATEGORY IV Interactive Courseware
Presentation as defined in the DOD Handbook MIL-HDBK-29612-3A (Section 6 INTERACTIVE
MULTIMEDIA INSTRUCTION PRODUCT DEVELOPMENT).
b) Requirement #2: Compliance & Procedures
i. The contractor must specifically address to the following key software development areas, in sufficient detail, as to demonstrate 1) a complete and thorough understanding of the key area, and 2) existing processes & procedures in performing all aspects of these key software developmental areas: At a minimum, processes & procedures shall adhere to the standards set out by the Software Engineering Institute (SEI) at Carnegie
Mellon University’s Capability Maturity Model (CMM) Level II. The key areas are as follows:
A. Software Configuration Management Procedures, and
B. Software Quality Assurance Procedures
ii. The contractor shall provide description, in sufficient detail, that ensures the following:
A. Full compliance w/ SOBT Development Guideline v6.2.1
c) Requirement #3: Sample Task
i. Deliver for “Acceptance Testing” evaluation one (1) UNCLASSIFIED Interactive Multimedia Instructional
Course, Level III Interactivity & Category III as defined in MIL-HDBK-29612-3A. Sample Task courseware shall be no less than one (1) hour and no greater than two (2) hours in duration. The
Government will evaluate the course against the following requirements:
A. SOBT Developer’s Guide v.6.2.1; (SOW Attachment-A), acceptance tests, B. Contractor was responsible for at least eighty (80) percent of the development
1) Provide Labor Categories, Labor Hours, and Labor Rates for development as part of the
Price Proposal (see Clause L30),
2) For each Labor Category identify company affiliation (i.e. company performing that task, if a subcontractor was used)
(B) Personnel. In this section provide data concerning the qualifications of the personnel proposed.
(I) Provide, in sufficient detail, the knowledge and skill sets the contractor possesses that demonstrate a complete understanding of the SOW, and the ability to execute Contracts to the requirements specified under this contract. Resumes of proposed employees are required as proof of capability.
a) Identify all non-Service Contract Act personnel proposed. Provide proof of capability, educational or experience qualifications for their assigned labor category. Qualifications based on presumptions of future education or experience will be rated Unacceptable.
b) Provide a certification signed by a responsible officer of the corporation that all resumes submitted are a true and accurate statement as to the experience described for all personnel proposed.
c) Identify all proposed personnel who are not currently employees of the offeror or proposed subcontractor, or who are proposed to permanently relocate. Provide a statement signed by that person indicating willingness to be hired or relocated if the contract is awarded to the offeror, and specifying compensation.
d) The proposal shall include a plan for obtaining clearances by the time of performance, as specified in the DD254.
This plan shall include confirmation of existing clearances, detail the Offeror’s process for obtaining clearances, and outline the schedule for obtaining any new clearances. The Offeror shall submit this information with its proposal which will be evaluated as a pass or fail in relation to the solicitation requirements. The information provided in this section is excluded from the page count limit identified in Clause L30.
(II) Personnel Management.
a) Identify the Senior Technical Representative (STR) designated to manage tasks. Include a resume for the STR (if the
STR's resume is included elsewhere in the proposal, identify its location, do not resubmit). Address the STR's authority, ability to independently commit company resources to performance under the contract, and the STR's line of communication to senior company management. Describe the STR's previous experience managing similar efforts. The
STR does not need to be proposed as a part of the Level of Effort, directly charging to the contract. Note that if the STR is proposed as a part of the Level of Effort, the STR must be designated as Key or Non-Key and have an associated labor category.
b) If the offeror proposes to perform any part of the required tasks by employees working in excess of forty hours per week, regardless of compensation arrangement, provide the following information:
(i) Identify all hours in excess of forty hours per week by labor category whether at the prime or subcontract level.
(ii) Provide a copy of the corporate policy addressing work in excess of 40 hours. Include an assessment of its impact on work effectiveness and specify the extent to which employees are required or encouraged to perform work in an excess of 40 hours.
(iii) Identify the number of hours that will be performed without supervision and/or support personnel and an assessment of the productivity of such effort.
(iv) Provide a schedule of times when employees will work hours in excess of 40 per week, such as 4:30 to 5:30 P.M.
Mondays through Thursdays or 8:00 A.M. to 12:00 P.M. on Saturdays for a total of 44 hours per week.
c) Identify any proposed relocation of personnel. If you propose to use personnel at facilities outside the local commuting area (see Clause F30), demonstrate that they can be used effectively and efficiently, and that adequate management control exists over their use.
(C) Small Business Participation Factor
(I) Offerors shall provide an approach for how they intend to meet the (fifteen percent) Small Business subcontracting requirement. The Offeror shall provide sufficient information to demonstrate that the tasks assigned to the selected Small Business subcontractors are meaningful to the overall success of the program. The Offeror shall describe their management approach for enhancing the technical capability of Small Business Concerns, Small Disadvantaged Business Concerns, Women-Owned Small
Business Concerns, HubZone Small Business Concerns, Veteran-Owned Small Business Concerns, Service-Disabled Veteran-
Owned Small Business Concerns and Historically Black Colleges and University Concerns.
(II) Proposals submitted by Large Business Concerns must demonstrate that at least (fifteen) percent ( 15% ) of the proposed total potential direct labor cost of the contract is to represent contract awards to Small Business Concerns. Proposals submitted by Large
Business Concerns shall describe the extent to which the Offeror's company has identified and committed to provide for participation by Small Business Concerns, Small Disadvantaged Business Concerns, Women-Owned Small Business Concerns, HubZone Small Business Concerns, Veteran-Owned Small Business Concerns, Service-Disabled Veteran-Owned Small Business
Concerns and Historically Black Colleges and University Concerns in the performance of the requirements of this contract.
Offerors shall provide sufficient information to demonstrate that the tasks assigned the selected Small Business subcontractors are meaningful in the overall success of the program and also broaden the subcontractor’s technical capability. The Offeror shall describe their management approach for enhancing Small Disadvantaged, Women-Owned Small Business, HubZone Small
Business, Veteran-Owned Business, Service-Disabled Veteran-Owned Small Business and Historically Black Colleges and
Universities subcontractors’ technical capability. Of special interest is the amount and type of work to be performed by the aforementioned subcontractor(s). The Offeror shall explain the reasons for and advantages of selecting particular subcontractors.
NOTE: The North American Industry Classification (NAICS) code applicable to the requirements contained within this solicitation is 541519. Therefore, companies proposing as a subcontractor under this solicitation as a small business concern must have had an average annual receipt over their three previous fiscal years that was less than $25,500,000.
(2) Past Performance. In a separate attachment, provide information relative to past performance.
(A) The Offeror shall provide three (3) past performance references that reflect relevant experience performed within the last five years that demonstrate the ability to handle the scope and breadth of the work. Include SeaPort task orders in the information provided and discuss how the references you provide are relevant to the work being proposed. Include contract/task order number, contract/task order type, program name, total contract/task order cost, short description of work performed, and names and valid telephone numbers for the Procuring Contract Officer (PCO), Contracting Officer’s Representative (COR), and Program Manager.
(B) Provide similar past performance data for major subcontractors performing more than 25% of the level of effort.
(C) Past performance information should not exceed three (3) pages. These pages will not be counted against the proposal page count.
(D) The Government may also use other information such as CPARS data available from Government sources to evaluate Offeror’s past performance. The Government reserves the right to limit or expand the number of references it decides to contact and to contact references other than those provided by the Offeror.

SECTION M - EVALUATION FACTORS FOR AWARD
M32X EVALUATION FOR AWARD - BEST VALUE (SEP 2011)
(a) Award will be made to the responsible Offeror whose proposal contains the combination of those criteria offering the best overall value to the Government. This will be determined by comparing the difference in value of technical (non-cost) features of proposals with the difference in the price to the Government.
(b) Awards will only be made to an Offeror that has no organizational conflict of interest as defined in FAR 9.5 or that the Government determines has provided a satisfactory mitigation plan. Offerors are advised that technical proposals may be evaluated without consideration of any proposed subcontractor which is deemed to have an organizational conflict of interest and for which an unsatisfactory mitigation plan has been proposed.
(c) Offers will be evaluated based on a Pass/Fail rating on the following:

(d) Offers will be evaluated on three evaluation factors; Technical Capability, Past Performance, and Pricing of the Sample Task.
(1) Technical Capability. Technical Capability consists of the following three (3) subfactors:
(A) Technical Approach: The Government will evaluate proposals to assess each Offeror's understanding of the work and its ability to accomplish the stated tasking and the sample task;
(B) Personnel: The Government will evaluate all proposed personnel teams to determine how well the team is suited to perform the Statement of Work. A proposal that includes more Key Personnel may be determined to have greater strength; and
(C) Small Business Participation Factor: The Government will evaluate the proposed Small Business participation approach in conjunction with the proposed Small Business participation percentage. The proposed Small Business participation percentage must be supported by the proposed Small Business participation approach. Failure to support a proposed Small Business participation percentage will result in a lower rating than a Small Business participation percentage that is supported.
(2) Past Performance. Past performance is a measure of the degree to which the Offeror has satisfied its customers in the past and complied with Federal, State, and local laws and regulations. The Government may contact all or some of each Offeror’s customers to ask whether or not they believe: (1) that the Offeror is capable, efficient and effective; (2) that the Offeror’s performance conformed to the terms and conditions of its contract; (3) that the Offeror was reasonable and cooperative during performance; (4) that the Offeror was committed to customer satisfaction; (5) that the Offeror was able to hire and retain qualified personnel; (6) if given a chance, would the customer select the same or a different Contractor. The Government may consider past performance information obtained from sources other than those identified by the Offeror, including Federal, State, and local Government agencies, Better Business Bureaus, published media and electronic databases. In the case of an Offeror without a record of relevant past performance or for whom information on past performance is not available, the Offeror will not be evaluated favorably or unfavorably on past performance.
(3) Pricing of the Sample Task. The The Government will evaluate the proposed prices by performing a price or cost analysis in accordance with FAR 15.404, Proposal Analysis.
