STATEMENT OF WORK
Submarine On-Board Trainers Attachment 1
1.0 Background
NUWCDIVNPT is responsible for technical training system support to various Navy activities. This effort requires the production of training media for the Submarine On Board Training (SOBT) office under the cognizance of SEA 07TR Training Acquisition Branch. Code 2515 NUWCDIVNPT provides in-house laboring support of SEA 07TR efforts; including the monitoring and control of SEA 07TR initiated Submarine On-Board Training (SOBT) material production for the Submarine Learning Center
(SLC), Groton CT.
2.0 Scope
The contractor shall produce IMI training modules for the Naval Sea Systems Command’s on-board and schoolhouse training programs for all subject matter areas of submarine operations and procedures, including Strategic Weapon Systems and Naval Nuclear Propulsion.
The Government shall require the production of the following: 1) interactive multimedia instruction/courseware (IMI-ICW) training modules in accordance with the SOBT Developer’s Guide, 2) interactive real-time simulation training modules, with EngSkillsNet considerations, 3) video media instruction; and/or 4) modernization/upgrading dated training techniques and procedures.
3.0 Applicable Documents

REQUIREMENTS
4.0 General Requirements
The contractor shall produce training modules as specified in individual delivery orders. Each subject matter course shall be produced in accordance with references 3.1, 3.2, 3.3, 3.4, 3.5 & 3.6.
The contractor shall generate and maintain a web server to track all unclassified modules, completed and in-progress; accessible by the Government for the duration of the contract. The contractor shall post all unclassified modules completed under individual delivery orders; and shall also post draft modules in production under delivery orders to their web server.
Kick-off Meetings will convene approximately twenty (20) days after delivery order award, Government and contractor personnel will convene an initial kick-off meeting. The purpose of the meeting is:

4.1.1 Milestones Chart (POA&M) (Contractor Format)
For each delivery order, the contractor shall prepare a Plan of Actions and Milestones (POA&M) that shall be submitted to Naval Submarine School (N9) for review at the kickoff meeting;( per reference 3.1
& 3.6.1). If the Government provides comments, the POA&M shall be modified to include applicable comments and the contractor shall re-submit the draft as a final version. If no comments are provided, the contractor may be resubmit the draft as final. All project milestones in the production process defined in the final POA&M. Whenever a shift of more than thirty (30) days is anticipated the contractor shall update the POA&M.
4.1.2 In-Process Reviews (IPR)
In-process reviews (IPR) will be conducted to review the production of the module throughout the production phase. The Government will determine, based on the amount of material to include into the training module, the frequency and amount of any In Process Reviews to conduct at the Naval Submarine
Base, Groton, CT.; and this information will be provided to the contractor for each delivery order. (per reference 3.1).
4.1.3 Instructional Media Design Package (IMDP)
For each delivery order (course module) the contractor shall produce an IMDP. The IMDP represents the first draft of the module, where the contractor demonstrates the layout, content, structure, presentation and function of the course to the Government.
The contractor shall provide screen captures and printed examples of all templates used in the course. A course/module flow chart/map for the course shall also be included in the milestone delivery.
The contractor shall detail the process for the level of SCORM compliance and conformance to Navy E-
Learning guidelines. The minimum hardware and software requirements to access and run the course shall adhere to the guidelines specified in the SOBT Interactive Multimedia Developer’s Guide
(reference 3.1). The IMDP shall be submitted for Government review and comment as specified on the
Plan of Actions and Milestones schedule for each delivery order. (per reference 3.1, 3.6.2 & 3.6.4).
4.1.4 Prototype Lesson
The prototype lesson (per reference 3.1) shall consist of a sample lesson demonstrating the instructional design, appearance, technologies, quizzes and templates. The prototype shall represent the style of user interface including navigation controls and examples of all screen templates and layouts. The prototype lesson shall demonstrate all features and functions of the course, including transition, any remediation, and feedback frames. The prototype lesson shall be delivered to the SOBT office on CD-ROM. If unclassified, with no handling/warning restrictions, the prototype lesson shall be posted on a web server accessible by the Government for review.
The prototype lesson shall be submitted for Government review and comment as specified on the Plan of
Actions and Milestones schedule for each delivery order. The prototype lesson shall be submitted to the
Government for comments and methodology review prior to proceeding with the Instructional Media
Package (Beta Deliveries).
4.1.5 Storyboards
Storyboards (per reference 3.1) provide a description for each specific training screen including visual content, all included graphics and text, and the text of any supporting audio narration as a minimum.
Storyboards can be produced and submitted in stages to support a phased lesson production strategy; the schedule for storyboard production and review is outlined in the contractor’s POA&M submitted at the kickoff meeting. The contractor shall deliver electronic storyboards to the SOBT office on CD-ROM.
Additionally, the contractor shall post the storyboards for unclassified courseware, which has no handling/warning restrictions, to a web server accessible by the Government for review.
The storyboards shall be submitted for Government review and comment, in accordance with the approved POA&M schedule for the delivery order.(per Section 4.1.1) The storyboards shall be submitted to the Government for comments and methodology review prior to proceeding with production of Instructional Media Package (Beta Deliveries).
4.1.6 Instructional Media Package (Beta Deliveries)
The contractor shall produce the Beta version courseware (per reference 3.1 & 3.6.4). The Beta version courseware will have the look and feel and complete functionality of the final module and shall follow the storyboards with all approved changes. Any features that were added or modified to more easily enable the review process (such as removing randomization of exam questions, etc.) must be removed or reset to the intended behavior of the final course. The Beta Package shall consist of browser compatible web based training ready for installation on a Government server that meets all the technical criteria addressed in SOBT Developer’s Guide. The contractor shall deliver the Beta version courseware to the
SOBT office on CD-ROM. Additionally, the Beta version shall be posted to a web server accessible by the Government for review and comment. The Beta Package will be submitted for Government review as specified in the approved POA&M (per Section 4.1.1) delivery schedule.
The first Beta version and any subsequent revisions shall be labeled as “Beta” (not “Final”) until all required changes are approved & incorporated. Each CD shall be labeled as specified in paragraph
IV.E.5: CD Marking Requirements of SOBT Developer’s Guide. (reference 3.1) For the purposes of the production/revision process, contractors shall use Beta Revision numbers – not to be confused with the version number of the courseware, which is assigned by the SOBT office. For example: The first Beta delivery would be labeled “Beta Revision 1”. If resubmitted with corrections, it shall be labeled “Beta
Revision 2”, etc.
4.1.7 Final Delivery of the Module and Production Source Material
The completed course shall be delivered to the SOBT office on CD-ROM.
The contractor shall also deliver to the Government any un-compiled source code for the completed courseware modules, as well as all production materials that may contain information necessary for future updates to the courseware. (per reference 3.1). These materials shall be delivered in the form of a
Life Cycle Manager’s notebook for management and archival storage upon completion of this project.
A separate CD-ROM will be delivered along with the final courseware, which will contain the following supporting material: (per reference 3.1).
Original still photographs in .jpg format, without overlaying text or other alterations
Source code and/or source files for compiled components of the programming, (i.e.: .fla files for Flash components).
The above material will be retained by SOBT. The CD-ROM containing the supporting material must be clearly marked with the title and course number of the course that it supports, and the security classification of the material that is on the CD-ROM. For further details on requirements refer to SOBT
Developer’s Guide (reference 3.1).
All simulation and production environment software shall be generated using commercial off-the-shelf
(COTS) software.
4.1.8 Monthly Progresses, Status, and Management Report
The contractor will be required to submit monthly progress reports to Naval Submarine School (N9) with copy to NUWCDIVNPT Code 2515 and as identified in the individual delivery orders and in accordance with other clauses identified elsewhere in the contract. (per reference 3.1 & 3.6.1).
The Government shall make available to the contractor as Government Furnished Information (GFI) certain informational material, such as equipment technical manuals, Naval Warfare Publications (NWP), Ship System Manuals or Qualification Cards that will be required for successful completion of a SOW.
The contractor shall have use of the GFI for the duration of the tasking. Requests for data and information, in addition to GFI, shall be made directly to the Naval Submarine School (N9) Project
Manager for the order in question, on an as-required basis for the duration of the delivery order. Upon completion of the delivery order, the contractor shall deliver all source code, a life cycle manager’s notebook containing all production source material necessary for life cycle support, and return all provided GFI to the Government.
4.2 Minimum System Requirements
The software shall support execution on the Submarine On Board Training Delivery System as well as the shore-based Electronic Classrooms and Shipboard Network; it shall adhere to the current Naval
Training Resource standards, NMCI (if applicable), or Naval Submarine School (N9) acceptable industry standard personal computer system. (per reference 3.1).
4.3 Exam/Quiz
An exam question pool of at least 3 questions per learning module objective shall be produced. This will allow for randomization of the course exams so that identical exams will not be encountered if the trainee takes the course more than once. For details on exam and quiz questions, refer to the “Student
Assessments” section of the SOBT Developer’s Guide. (per reference 3.1, 3.2, 3.4, 3.6.2, 3.6.3 & 3.6.4).
5.0 Deliverables
Contractor Data Requirements List (CDRL) will be specified with each delivery order. The contractor shall deliver data to the Government for review and comment at different production milestones, as specified in the POA&M agreed upon at the kickoff meeting. (per reference 3.1).
Unless otherwise specified, all deliverables (Prototype Lesson, Storyboards, IMDP, etc) are to be on CD-
ROM; with all the appropriate classification labeling, to the SOBT Office.
6.0 General GFI
The Government anticipates that the following general categorical GFI will be required and supplied as needed for individual delivery orders:

7.0 Travel
The government anticipates various travel requirements and will determine the specific travel requirements for each individual delivery order. Travel requirements fall into three categories
A. NO TRAVEL ANTICIPATED (with exception)
The government anticipates no requirement for travel in support of courseware production; except for support of the IPR’s in Groton, CT
B. SHORT TERM TRAVEL ANTICIPATED (~ 1-4 days)
The government anticipates short-term travel in support of courseware production; typically for the purpose of obtaining digital imagery from a specific location; based on availability of site. This does not include support of the IPR’s in Groton, CT
C. LONG-TERM TRAVEL ANTICIPATED ( ~5-10 days)
The government anticipates long-term travel in support of courseware production; typically for the purpose of obtaining digital imagery from specific locale, such as a port-of-call in support of a SS
Piloting Brief. This does not include support of the IPR’s in Groton, CT
8.0 Period of Performance
The default period of performance for any single delivery order shall be one (1) year from date of award;
however, the Government reserves the right to require ” quick-turn around” periods of performance for immediate urgent requirements, such as critical fleet incidents. In these special occurrences, the
