About this file
This is a Questions and Answers document for a Market Survey (MS) for Services Procurements related to the Tactical Networks (TACNET) In-Service Engineering Agent (ISEA) program (Reference Number: N66001-27-R-0001).
The document addresses two key inquiries from potential contractors. First, regarding contract type, the Government confirms that this engineering services effort will be structured as a Cost-Plus-Fixed-Fee (CPFF) contract, with resultant task orders also anticipated to be CPFF and performance-based rather than Firm Fixed Price (FFP). The Government will not employ government-prescribed mandatory staffing plans. Second, concerning NAICS code classification, the Government has determined that NAICS code 541330 most accurately reflects the engineering services required and will remain unchanged, despite a contractor's concern that small businesses in this classification could exceed revenue thresholds and transition to large business status within five years. The Government declined to reclassify the work under NAICS codes 336611 or 334220 to provide a larger size standard.

Market Survey (MS) for Services Procurements
Tactical Networks (TACNET) In-Service Engineering Agent (ISEA)
REFERENCE NUMBER: N66001-27-R-0001
Q&A
Q1: Does the Government anticipate that this engineering service solicitation will be released as a Firm Fixed Price (FFP) task order? Would the Government expect any FFP task orders to contain a government-prescribed mandatory staffing plan, or would they lean towards performance-based fixed milestone/deliverable FFP?
A1: As stated in the Market Survey, the Government anticipates this effort to be a Cost-Plus- Fixed-Fee (CPFF) type contract. Resultant task orders are also anticipated to be CPFF and performance based.
Q2: A contract of this size would almost guarantee that any small business in 541330 would soon exceed the revenue threshold and thus become large, ensuring that the Government was transitioning to a new prime every 5 years. Would the Government consider moving this work to 336611, 334220 to allow for a slightly larger size standard while still keeping the work with a small business?
A2: The Government has determined that NAICS code 541330 most accurately reflects the services required. Therefore, the NAICS code will remain unchanged.
