About this file
This is a Market Survey (MS) issued by Naval Information Warfare Center (NIWC) Pacific for small business capability assessment regarding Tactical Networks (TACNET) In-Service Engineering Agent (ISEA) support services. The survey is intended for planning purposes only and does not constitute a commitment or formal solicitation. Large businesses are explicitly excluded from responding.
The procurement seeks a contractor to provide comprehensive ISEA support for Afloat and Ashore Tactical Networks for NIWC Pacific's Tactical Networks Branch (Code 41250) in San Diego, California. Work encompasses management, engineering, technical support, integrated logistics support (ILS), and configuration management. This is a follow-on effort to existing contract N66001-23-D-0004 (incumbent: Science Applications International Corporation). The Government estimates a Cost-Plus-Fixed-Fee (CPFF) contract with a five-year ordering period, requiring approximately 257 full-time equivalents annually (1,920 hours per FTE, plus approximately 9% overtime hours). Approximately 25% of work involves TS/SCI classified performance. Labor categories include program/project managers (multiple levels), systems engineers, software engineers, systems administrators, configuration management specialists, warehouse and logistics personnel, and quality control specialists, with total estimated hours of 2,696,640 over five years. The Government's estimated dollar range is $250 million to $500 million. The applicable NAICS code is 541330 (Engineering Services) with a $47 million size standard. Small business respondents using similarly situated entities (SSEs) must limit subcontractor payments to SSEs at no more than 50% of Government-paid contract performance amounts. Responses must be submitted via Microsoft Forms (https://forms.osi.apps.mil/r/rP6F5XCiCV) by June 15, 2026, at 1400 PDT, with questions due by May 26, 2026. Responses must include corporate description information and one to three corporate experience examples demonstrating current and relevant capability in: (1) Engineering Support for Naval C4I Systems, (2) Technical Support for Naval C4I Systems, and (3) Integrated Logistic Support for Naval C4I Systems. A. PURPOSE:
This Market Survey (MS) is issued for the purpose of assessing Small Business capabilities. Small Business firms having the capabilities to perform the tasking described in this MS are encouraged to respond. It should be noted that any resultant set-aside contract or task order for services (except construction) will include the applicable limitations on subcontracting clause. This notice is for planning purposes only and is not to be construed as a commitment by the Government.
This is not a solicitation announcement. No reimbursement will be made for costs associated with providing information in response to this announcement. The Government reserves the right to consider a set-aside for small businesses or one of the small business preference groups (e.g., 8(a), HUBZone, SDVOSB, WOSB, etc.).
