About this file
This document is a DD Form 1423-1, Contract Data Requirements List (CDRL), which specifies data deliverables required under contract CDRL-NP-53200-2026-0006 with the Navy (NWCPAC). The CDRL establishes eight data items with detailed submission requirements, distribution instructions, and approval authorities. The contract references SOW PARA 3.0 as the governing statement of work.
The eight data items required are: A001 (Contractor's Progress, Status and Management Report - monthly); A002 (Software Test Plan); A003 (Software Test Report); A004 (Scientific and Technical Reports Summary); A005 (Computer Software Product); A006 (Process Review Report - quarterly); A007 (Report, Record of Meeting/Minutes); and A008 (Contractor's Personnel Roster). Data items A001, A004, A006, A007, and A008 are categorized as MGMT, MISC, SESS, ADMN, or MGMT respectively, while A002, A003, and A005 fall under IPSC category. Submissions are required via email to designated government representatives (TPOC: Clemente Rivetti; COR: Christina Nuibe, Code 53208), with initial submissions due within 30 days of contract award and monthly/quarterly thereafter as specified. Draft submissions require government comment periods of 10-20 business days, followed by contractor revisions within 10 business days. All deliverables require inclusion of a Distribution Statement D (DoD and U.S. DoD contractors only). The document includes detailed remarks specifying format requirements, approval processes, and SPAWAR security review tracking number SR-2016-185 for applicable items.

Task 1: The SDP shall define the contractor’s proposed life cycle model and the processes used as a part of that model. In this context, the term “life cycle model” is defined in IEEE/EIA Std. 12207.0. The SDP shall describe the overall life cycle and shall include primary, supporting, and organizational processes based on the work content of the solicitation. In accordance with the framework defined in IEEE/EIA Std. 12207.0, the SDP shall define the processes, the activities to be performed as a part of the processes which support the activities, and the techniques and tools to be used to perform the tasks. Because IEE/EIA Std. 12207 does not prescribe how to accomplish the task, the contractor must provide this detailed information so the Government can assess whether the contractor’s approach is viable. The SDP shall contain the information defined by IEEE/EIA Std 12207.1, section 5.2.1 (generic content) and the Plans or Procedures in Table 1 of the IEEE/EIA Std. 12207.1. In all cases, the level of detail shall be sufficient to define all software development processes, activities, and tasks to be conducted.
Information provided must include, as a minimum, specific standard, methods, tools, actions, strategies, and responsibilities associated with development and qualifications.
Task 2: Software Design Description: Submission due 90 days ARO, and as entrance criteria for each iteration 5 days prior to each phase and will update the SDD to reflect any government-approved changes which affect the SDD. The Government will provide comments within 20 business days of receipt of the draft SDD. The Contractor shall provide the revised SDD with incorporated Government comments and revisions within 10 business days after receipt of Governments suggested revisions and comments. This revised SDD will be subject to another review prior to final acceptance. Contractor’s failure to provide a timely revised SDD shall be construed as an acceptance of the Governments revisions to the draft SDD; however, this does not negate the Contractors obligation to provide the revised draft.
Task 3: Software Installation Plan: The contractor shall submit the Software Installation Plan with any software delivery and then updated thereafter for each iteration. The Government will provide comments within 30 business days of receipt of the draft Software Installation Plan. The Contractor shall provide the revised submission with incorporated Government comments and revisions within 20 business days after receipt of Government's suggested revisions and comments. Final submission due at EOC.
Task 4: Software Version Description: : The contractor shall submit a draft SVD on the date of any software delivery for each iteration. The Government will provide comments within 30 business days of receipt of the draft SVD associated with a Release delivery for each iteration. The Contractor shall provide the revised SVD with incorporated Government comments and revisions as part of the next delivery after receipt of Governments suggested revisions and comments. Contractor’s failure to provide a timely revised SVD shall be construed as an acceptance of the Governments revisions to the SVD; however, this does not negate the Contractors obligation to provide the revised SVD. This revised SVD will be subject to another review prior to final acceptance The final submission will require DD250; however, this is not a requirement for the draft submission.
Task 5: Interface Design Description: The contractor shall submit a draft IDD as entrance criteria for IPR and a final IDD as entrance criteria for FPR, and will update the IDD to reflect any

[SPAWAR security and policy review tracking number SR-2016-185] Task 1: The SDP shall define the contractor’s proposed life cycle model and the processes used as a part of that model.
Information provided must include, as a minimum, specific standard, methods, tools, actions, strategies, and responsibilities associated with development and qualification.
Task 2: Software Design Description: Submission due 90 days ARO, and as entrance criteria for each iteration 5 days prior to each phase and will update the SDD to reflect any government-approved changes which affect the SDD..
Task 5: Interface Design Description: The contractor shall submit a draft IDD as entrance criteria for IPR and a final IDD as entrance criteria for FPR, and will update the IDD to reflect any government-approved changes which affect the IDD. The Government will provide comments within 20 business days of receipt of the draft IDD. The Contractor shall provide the revised IDD with incorporated Government comments and revisions within 10 business days after receipt of Governments suggested revisions and comments. This revised IDD will be subject to Government review prior to final acceptance. Contractor’s failure to provide a timely revised IDD shall be construed as an acceptance of the Governments revisions to the draft IDD; however, this does not negate the Contractors obligation to provide the revised draft.
