About this file
This is a Statement of Work (SOW) for Command & Control Experimentation (C2X) and Modernization Software Engineering Services for Future Naval Operations.
The effort aims to modernize Naval Command and Control capabilities for integrated joint/coalition fires across float and shore sites, including CRUDES/DDGs, carrier air wings, expeditionary strike groups, Marine Corps NMESIS, Army HIMARS, Air Force assets, coalition forces, and tactical fleet command centers. The work will mature and increase technology readiness levels of previously developed research programs, delivering prototype validation, research and development, software development, implementation, testing and verification for advanced C2 technologies. Specific deliverables include development and testing of software products utilizing microservices, containers, service mesh, and Kubernetes for the C2X environment, along with design and implementation of container-based software, artificial intelligence and machine learning capabilities, operations research, user story validation, cybersecurity best practices, DevSecOps pipeline integration, Navy Mission Essential Tasks implementation, and technical documentation. Development work encompasses eight major tool categories (RAPT, WarCaT, True Numbers, BIGS, NOVA, ACED, ACOR-N, and LLM applications) plus numerous supporting capabilities including AEGIS combat system integration, Naval Aviation Readiness Dashboard, service mesh architecture, MTC2 application alignment, coalition partner support, software builds and cyber scans, human-machine data processing, dynamic decision automation, human-information system interaction, domain-dependent information detection, and visualization of current and future operational scenarios.
Multiple federal sponsors contribute to this effort, including PMW 150 (Command and Control Program Office), NAVWAR (including PMW 150 and Overmatch operations), Navy International Program Office (NIPO), and Office of Naval Research (ONR). The contractor must perform software engineering aligned with Development-Security-Operations (DevSecOps) platforms, deliver containerized capabilities aligned to CANES technology stack, and conduct software builds and cyber scans in C2X GITLAB and Overmatch Software Armory environments. Security requirements include support up to TOP SECRET/SCI level, with personnel clearances at SECRET/SCI minimum for most work and TOP SECRET/SCI for select personnel. The work is severable, anticipated to include travel to San Diego (2-3 personnel, 5 days per trip, 4 trips annually across the base period and four option periods), and requires compliance with DoD information security, operations security, and intelligence oversight requirements. Contractor personnel must maintain continuous vetting for SCI access and obtain favorable Tier 5 background investigations for privileged government system access.
