Statement of Work
The requirement is to provide and/or build picture frames and mats for certificates and photography in support of the Naval Information Warfare Center (NIWC) Pacific, Awards Program; To provide transportation of certificates and photography to and from NIWC Pacific as required; and to package and ship government approved, framed awards and photography products in and out of the Continental United States (OCONUS) as required.
A) The contractor is required to mat, and frame awards, certificates, photographs and/or other media provided by the government.
B) The contractor is required to pick up materials located at NIWC Pacific to be framed at the request of the Awards Program Administrator, as required, and deliver the completed items back to NIWC Pacific. Due to the nature of the Awards Program’s framing requirements, i.e. framing is requested as needed and may vary from week to week, it is more cost effective to have the contractor pick up the materials. Once the framing is completed, it is cost prohibitive to have the framed materials shipped to NIWC Pacific due to time constraints and weight of the items. Additionally, it removes the risk of the damage or breakage, which would result in the need for reframing, incurring again additional costs. Therefore, having the contractor include this service in their overall cost is the most cost effective solution.
C) The contractor is required to deliver completed, framed awards, certificates and/or photographs within 7-10 business days from the order date or as requested. If the order is greater than 50 completed framed certificates, awards and/or photographs in quantity, the vendor must complete the order within 14 business days.
D) On occasion, the vendor may be required to package and ship the framed certificates, awards and/or photographs to locations in and out of CONUS at cost and provide tracking information at government request.
E) The vendor must have all the government selected styles of framing materials on hand to provide/assemble the selected frames specified.
F) The vendor will be provided with brass plates to be placed in the aerial photo mat board.
G) Period of Performance to be 28 May 26 to 27 May 27, with one (1) additional option year.
