About this file

This Justification and Approval (J&A) document is for a sole source firm-fixed-price commercial purchase order from the Department of the Navy, Naval Information Warfare Center Pacific (NIWC Pacific), to Metamagnetics, Inc. The procurement involves 12 RFeye Node 100-18 spectrum analyzers (9 kHz - 18 GHz), including GNSS receiver modules, PoE injector power supplies, and one year of Tier 2 support, to support the Real Time Spectrum Operations (RTSO) Own Force Monitoring (OFM) system for Ships Signal Exploitation Equipment Increment F (SSEE INC F) Classic Reach Project.

The J&A provides detailed rationale for a sole source acquisition, highlighting that the CRFS RFeye Node was initially selected in FY17, with significant software development and cybersecurity investment to integrate the analyzer with existing Navy ship networks. Extensive market research confirmed no alternative spectrum analyzers can meet the technical requirements, with a comparative table showing only the CRFS RFeye Node meets all needed specifications including software compatibility, training purposes, and pre-approved shipboard network installation. The procurement will be funded through Other Procurement Navy (OPN) appropriations, with NIWC Pacific planning to monitor the market for potential future competitive sources.

JUSTIFICATION AND APPROVAL

FOR USE OF OTHER THAN FULL AND OPEN COMPETITION

1. Contracting Activity.

Department of the Navy, Naval Information Warfare Center, Pacific (NIWC Pacific).

2. Description of the Action Being Approved.

Award of a sole source firm-fixed-price (FFP) commercial purchase order using Simplified Acquisition Procedures, under FAR Subpart 13.5 to Metamagnetics, Inc. for RFeye Nodes, injectors, and maintenance support for Own Force Monitoring (OFM) hardware in support of the Real Time Spectrum Operations (RTSO) program.

3. Description of Supplies/Services.

Request for 12 P/N NOD-EYE0004-GEN RFeye Node 100-18 9 kHz 18 GHz, 100 MHz IBW.

Includes NCP license. Fitted with GNSS receiver module, 12 P/N ACC-PSU0008 POnE injector PSU 90W, and 12 P/N SWS-NOD1210 One year of Tier 2 SSUS for the individual node or array only. These RFeye Nodes are part of the US Navy RTSO OFM system. Under this effort, RTSO project provides for shipboard RF planning and OFM. For this procurement, the contractor is to provide the analyzers in support of Ships Signal Exploitation Equipment Increment F (SSEE INC F) Classic Reach Project.

The estimated cost of the procurement is and is anticipated to be funded with Other Procurement Navy (OPN) appropriations.

4. Statutory Authority Permitting Other Than Full and Open Competition.

The statutory authority for this requirement is 41 U.S.C. § 1901, as implemented by FAR Subpart 13.5, Simplified Procedures for Certain Commercial Products and Commercial Services.

5. Rationale Justifying Use of Cited Statutory Authority.

OFM represents a solution to a requirement of blue force monitoring. It represents a capability for ships and as such, there is no standard hardware designed to support this capability.

The CRFS RFeye Node is part of the OFM system, which is on US Navy ships.

The RTSO engineering team (led at the time by NSWC Dahlgren Division (NSWCDD)) selected the CRFS RFeye Node analyzer in FY17 for initial demonstration of this OFM capability. Since that time, significant investment has been made to prepare the CRFS analyzer for shipboard use. A large body of software was developed to integrate this spectrum analyzer with existing systems and databases.

Additionally, the CRFS RFeye Node has received cybersecurity authority to operate on U.S. Navy ship networks.
