PERFORMANCE WORK STATEMENT
LOCKSMITH SERVICES
Rev 2 dated 18 July 2019
1.0 SCOPE
Naval Information Warfare Center, Pacific (NIWC Pacific) has approximately 2000 General Services Administration (GSA) classified containers, 223 buildings, 7000 keyed locks and 8500 keys. Contractor support is required to fulfill the needed servicing of these items.

3.0 TECHNICAL REQUIREMENTS
Two licensed technicians are needed full-time, Monday through Thursday with each technician working alternate Fridays.
A Technician will be available for after-hours emergencies as required, not-to-exceed 25 hours per year.
The contractor shall prepare and deliver the Contractor’s Monthly Status Report, which indicates the cost, schedule, performance, personnel, travel and other direct cost status. (CDRL A001)
Technical tasking requirements are described below; these tasks are representative of the type of requirements that are to be performed under this contract. The contractor will receive service requests from the NIWC Pacific Lock & Key Control Operator in accordance with this Performance Work Statement (PWS) and other provisions of this contract for specific work efforts for each of the taskings listed below.
3.1 Change combinations on classified containers: Contractor shall change the combinations to GSA approved classified containers, at a minimum, on a biannual basis; contractor shall also change combinations whenever there are changes in custodians, downgrade of custodian’s clearance, suspected compromise, apparent security violation, and when containers are placed into or taken out of service. Contractor will receive service requests from the Lock & Key Control Operator.
3.2 Repair combination locks on classified containers: Contractor shall repair combination locks to GSA approved combination containers.
3.3 Replace combination locks on classified containers: Contractor shall replace combination locks to GSA approved combination containers.
3.4 Force open and repair locked containers and strong rooms: Contractor shall use approved methods (See FED-STD-809B) of forced entry to open locked containers and strong rooms. Contractor shall repair and/or replace locks for containers and strong rooms as necessary.
3.5 Install combination locks on classified containers. Contractor shall install locks are required by NIWC Pacific (typically NIWC Pacific uses Mas Hamilton X and CDX series electro-mechanical locks).
3.6 Re-certify GSA containers. GSA approved Mas Hamilton X and CDX series electro-mechanical locks are the standard utilized at NWIC Pacific. Contractor shall re-certify GSA containers to meet factory specifications (See FED-STD-809B).
3.7 Re-key cylinder locks: NIWC Pacific has master key systems to which all cylinders are keyed. Contractor shall re-key cylinder locks when required (e.g., personnel move offices, keys are lost/stolen, buildings and rooms are put into or out of service). Contractor will receive service requests from the Lock & Key Control Operator.
3.8 Manufacture of keys: Contractor shall cut various types of keys using below methods, as required:
a. Automatic duplicating machine
b. Manual duplicating machine
c. Code cutting machine
d. Impressioning
3.9 Repair, replace, install various locking hardware: Contractor shall repair, replace, and install locking hardware ensuring proper operation to protect Government property.
4.0 SECURITY REQUIREMENTS
The nature of this task requires access to Top Secret information. The work performed by the Contractor will include access to unclassified and up to Top Secret data, information and spaces. The contractor shall follow all security guidance pertained in DD254 DOD Contract Security Classification Specification. All technicians shall have TOP SECRET Security Clearances. The possibility exists that the locksmith contractor may come into accidental contact with Restricted Data, CNWDI, Formerly Restricted Data, and NATO data while servicing classified containers, vaults or strongrooms.
Anti-Terrorism/force Protection (AT/FP) briefings are required to be completed annually for all personnel (military, DOD civilian, and contractor). The briefing is available at Joint Knowledge Online (JKO): https://jkodirect.jten.mil (prefix): JS; course number: US007; title: Level 1 Anti-terrorism awareness training, if experiencing problems accessing this website contact the JKO Help Desk (24 hours a day/7 days a week, jkohelpdesk@jten.mil, 757-203-5654). The website will allow contractors who do not have a CAC to access the training. note: per OPNAVINST F3300.53C contractor employees must receive the AT/FP briefing annually.
As required by National Industrial Security Program Operating Manual (NISPOM) Chapter 1, Section 3, contractors are required to report certain events that have an impact on: 1) the status of the facility clearance (FCL), 2) the status of an employee's personnel clearance (PCL); may indicate the employee poses an insider threat, 3) the proper safeguarding of classified information, and 4) or an indication that classified information has been lost or compromised. Contractors working under NIWC Pacific contracts will ensure information pertaining to assigned contractor personnel are reported to the Contracting Officer Representative (COR)/Technical Point of Contact (TPOC), the Contracting Specialist, and the Security's COR in addition to notifying appropriate agencies such as Cognizant Security Agency (CSA), Cognizant Security Office (CSO), or Department Of Defense Central Adjudication Facility (DODCAF) when that information relates to the denial, suspension, or revocation of a security clearance of any assigned personnel; any adverse information on an assigned employee's continued suitability for continued access to classified access; any instance of loss or compromise, or suspected loss or compromise, of classified information; actual, probable or possible espionage, sabotage, or subversive information; or any other circumstances of a security nature that would affect the contractor's operation while working under NIWC Pacific contracts.
4.1 Operations Security (OPSEC). OPSEC is a five step analytical process (identify critical information; analyze the threat; analyze vulnerabilities; assess risk; develop countermeasures) that is used as a means to identify, control, and protect unclassified and unclassified sensitive information associated with U.S. national security related programs and activities. All personnel working under this task will at some time handle, produce or process Critical Information or Critical Program Information, and therefore all Contractor personnel must practice OPSEC. All work is to be performed in accordance with DoD OPSEC requirements, and in accordance with the OPSEC attachment to the DD254.
5.0 OTHER CONSIDERATIONS
The Government will provide access to the following equipment for use by the contractor:
a. Shop space. Approximately 300 square feet.
b. Government owned vehicles (GOV). Two vehicles and 1 electric cart.
c. Computers. The Government will provide computers, printers and software for receiving work assignments and receiving/sending electronic mail.
d. Shop equipment. Electric and manual key duplicating machines, safe opening tools and equipment, safe repairing materials and equipment, welder, hand tools, electric drill motors, battery operated drill motors.
All other equipment used by the contractor shall be the responsibility of the contractor.
6.0 PLACE OF PERFORMANCE
Primary place of performance shall be within the NIWC Pacific restricted area. Occasionally, government owned assets are located at different commands and contractor facilities within the San Diego County area. The contractor shall utilize the government furnished vehicles to commute to the other locations.
7.0 6.0 Enterprise-Wide Contract Management Application (ECMRA).
The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the SSC Pacific via a secure data collection site. Contracted services excluded from reporting are based on Product Service Codes (PSCs). The excluded PSCs are:
(1) W, Lease/Rental of Equipment;
(2) X, Lease/Rental of Facilities;
(3) Y, Construction of Structures and Facilities;
(4) D, Automatic Data Processing and Telecommunications, IT and Telecom- Telecommunications Transmission (D304) and Internet (D322) ONLY;
(5) S, Utilities ONLY;
(6) V, Freight and Shipping ONLY.
The contractor is required to completely fill in all required data fields using the following web address: https://doncmra.nmci.navy.mil.
Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. Contractors may direct questions to the help desk at: https://doncmra.nmci.navy.mil.
For the purposes of CMRA reporting, the Federal Supply Code/Product Service Code applicable to the contract is S216.
