RFP Attachment 7 Written Test Guidelines
1. Schedule for written test. Written Tests will be scheduled with offerors as soon as possible after the closing date for receipt of proposals. At a minimum, the offerors shall be given seven calendar days’ notice of the date for their written test. The order in which offerors will take their tests will be determined by a random methodology by the Contracting Officer. Once notified of their scheduled written test date and time, offerors shall complete their written test on the scheduled date and time. Requests from offerors to reschedule their written test will not be entertained.
2. Form of test. Offerors will take their written test in person at SSC Pacific, 53560 Hull Street, San Diego, CA.
3. Time allowed for written test. Each offeror will have two (2) hours in which to complete the written test following receipt of the questions.
From the time of receipt of the questions until the questions are submitted to the Government, no one on the offeror's written test team shall have contact with anyone other than Government personnel.
4. Materials. The Government will provide all necessary materials for completion of the test.
Other than what is provided by the Government for completion of the test, no phones, PDAs, computers, cameras, or similar devices will be allowed at any time. Pre-prepared notes are not permitted.
5. Offeror's written test team. The offeror (from the prime and/or subcontractors) may have up to five (5) personnel on the written test team, all of whom must be identified by name in accordance with Section L-TXT-12 for a minimum of 960 hours per year, each.
No person shall participate or attend the written test for more than one offeror. All members of the written test team will be required to sign nondisclosure agreements, which will affirm that each individual will not disclose the content of the questions until a future time specified.
Each offeror shall provide a summary of the written test team to include their full name, labor category proposed, company, and hours committed to this contract as proposed. This summary shall be provided to the Contracts Specialist prior to receipt of the written test questions.
6. Purpose of the written test. The purpose of the written test is to evaluate an offeror's knowledge of the requirements of the prospective contract. Responses will provide offerors the opportunity to demonstrate an understanding of the scope of the technical issues, problems, and possible solutions associated with the envisioned work. The written test will not constitute a part of an offer, and the information communicated thereby will not become a part of any contract resulting from the RFP. The written test will not constitute discussions, as defined in FAR 15.306(d), nor will it obligate the Government to conduct discussions or to solicit or entertain any revisions to an offer. If the Government does decide to conduct discussions, the written test will NOT be discussed.
7. Content of written test. The written test answers shall not encompass price or cost and fee. Specific instructions as to content will be provided in the written test. Generally, offerors should provide information that demonstrates a clear understanding of the technical requirements of the solicitation's Statement of Work. The written test questions will be representative of the type of effort to be provided under the contract.
8. Record of written test. Once the written test is completed or the 2 hours have elapsed (whichever happens first), the offeror shall provide the Contracting Officer or Contract Specialist all notes taken during the test. Offerors will not be permitted to make copies, electronic or paper, of any test materials generated during the written test.
