Attachment 3 Desired Personnel Qualifications 05 September 2018

LABOR CATEGORY DESCRIPTIONS:

The contractor shall provide personnel who are fully qualified and competent to perform the full range of tasks described in the Statement of Work. The desired qualifications for personnel under this contract are stated below:

PROGRAM MANAGER

Security Clearance: “Secret” and/or "Top Secret” level clearance; SCI eligible

Education: Bachelor’s Degree in management, engineering, information systems, computer science, mathematics, or physics or other related scientific or technical discipline from accredited college/university and eight (8) years of experience with Government/DOD/Navy contract/task management experience in Information Technology (IT)

Experience:

1) Preferred: Master’s Degree in management, engineering, information systems, computer science, mathematics, or physics or other related scientific or technical discipline from accredited college/university and five (5) years of experience with Government/DOD/Navy contract/task management experience in Information Technology (IT)

2) Eight (8) years of experience in managing all aspects of complex projects and the technical, customer, and personnel issues involved. Experience with supervising program/project operations by reviewing and developing procedures, planning, and directing execution of technical, programming and other issues. Demonstrated excellent project management, team leadership, presentation, and communication skills

3) Eight (8) years of direct work experience, to include: Design, Development, Production, Installation, and Test & Evaluation.

4) Knowledge of Federal Acquisition Regulation (FAR) and DOD procurement policies and procedures.

5) Understanding of Navy Working Capital Funds

SR. SYSTEM ANALYST/ENGINEER

Security Clearance: “Secret” and/or "Top Secret” level clearance; SCI eligible

Education: Bachelor's Degree in engineering, information systems, computer science, mathematics, or physics or other related scientific or technical discipline from accredited University with 10 years technical experience at the systems-level in related Government projects.

Experience:

1) Ten (10) years of experience in system wide analysis, primarily focus on system security and interoperability

2) Ten (10) years of experience to include: Technology Analysis and Assessment, Design Definition, Development of Systems Specification, Systems Analysis, Systems Architecture, Systems/Equipment Integration, Test & Evaluation Criteria, and Logistics support of C4ISR requirements.

3) Five (5) years of cryptographic products (i.e. HAIPE, LEF, STE) knowledge/experience.

4) Five (5) years of technical experience in support of projects listed in the SOW.

SR. INFORMATION TECHNOLOGY/SPECIALIST

Security Clearance: “Secret” and/or "Top Secret” level clearance; SCI eligible

Education: Bachelor’s Degree in management, engineering, information systems, computer science, mathematics, or physics or other related scientific or technical discipline from accredited college/university and eight (8) years of experience with Government/DOD/Navy contract/task management experience in Information Technology (IT)

Experience:

1) Preferred: Master’s Degree in management, engineering, information systems, computer science, mathematics, or physics or other related scientific or technical discipline from accredited college/university and five (5) years of experience with Government/DOD/Navy contract/task management experience in Information Technology (IT)

2) Seven (7) years of Navy C4ISR relevant work experience

3) Five (5) years of experience in design, development, implementation, and support of IA solutions for Navy C4ISR systems include analysis, planning, establishment of requirements, functional modeling, development of procedures, gap-analysis, development of functional architectures, and other related management and technical duties.

4) Five (5) years of cryptographic product (i.e. HAIPE, LEF, STE) knowledge/experience.

5) Three (3) years demonstrable experiences with DIACAP and Risk Management Framework (RMF) processes

SR. SOFTWARE ENGINEER/COMP. SCIENTIST

Security Clearance: “Secret” and/or "Top Secret” level clearance; SCI eligible

Education: Bachelor’s Degree in computer science, information systems, engineering, or other related scientific or technical discipline from accredited college/university

Experience:

1) Preferred: Master’s degree in computer science, information systems, engineering, or other related scientific or technical discipline from accredited college/university

2) Ten (10) years of experience in software engineering/development experience

3) Experience translating operational needs into long-term architecture solutions

4) Ability to participate in all phases of scientific and engineering projects such as research, design, development, testing, modeling, simulating, training, and documentation

5) Eight (8) years of demonstrated experience in computer languages: Python, C/C++, Java, XML

6) Five (5) years of Computerized System experience, to include: Test and Evaluation, Network Protocols, LAN administration fundamentals, and LINUX and Windows based operating system.

7) Experience in applying analytical skills to support process improvement, studies, and analysis projects

ENGINEER/ANALYST

Security Clearance: “Secret” and/or "Top Secret” level clearance; SCI eligible

Education: Bachelor's Degree in engineering, information systems, computer science, engineering, mathematics or physics or other related scientific or technical discipline from accredited University

Experience:

1) Four (4) years of experience in system wide analysis, primarily focus on system security and interoperability

2) Four (4) years of experience to include: Technology Analysis and Assessment, Design Definition, Development of Systems Specification, Systems Analysis, Systems Architecture, Systems/Equipment Integration, Test & Evaluation Criteria, and Logistics support of C4ISR requirements.

3) Two (2) year of cryptographic product (i.e. HAIPE, LEF, STE) knowledge/experience.

4) Four (4) years of technical experience in support of projects listed in the SOW.

SOFTWARE ENGINEER/PROGRAMMER

Security Clearance: “Secret” level clearance

Education: Bachelor’s Degree in computer science, information systems, engineering, or other related scientific or technical discipline from accredited college/university

Experience:

1) Four (4) years of experience in software engineering/development experience

2) Four (4) years of demonstrated experience in computer languages: Python, C/C++, Java, XML

3) Four (4) years of Computerized System experience, to include: Test and Evaluation, Network Protocols, LAN administration fundamentals, and LINUX and Windows based operating system.

4) Experience in applying analytical skills to support process improvement, studies, and analysis projects

TECHNICIAN

Security Clearance: “Secret” and/or "Top Secret” level clearance; SCI eligible

Education: Bachelor's Degree in engineering, information systems, computer science, mathematics, or physics or other related scientific or technical discipline from accredited University

Experience:

1) Good knowledge of networking and routing

2) Experience with executing test scenario based on the Test Plan

3) One (1) year of experience with configuring switches and routers

4) Two (2) years of experience with developing and maintaining Test Report, Test Procedures, Test Plan and training documents

5) Familiar with configuration of crypto products (HAIPE, LEF, STE)

JR. ANALYST/ENGINEER/PROGRAMMER

Security Clearance: “Secret” and/or "Top Secret” level clearance; SCI eligible

Education: Bachelor's Degree in engineering, information systems, computer science, engineering, mathematics or physics or other related scientific or technical discipline from accredited University

Experience:

1) One (1) year of experience in system wide analysis, primarily focus on system security and interoperability

2) One (1) year of experience to include: Technology Analysis and Assessment, Design Definition, Development of Systems Specification, Systems Analysis, Systems Architecture, Systems/Equipment Integration, Test & Evaluation Criteria, and Logistics support of C4ISR requirements.

SYSTEM ADMIN

Security Clearance: “Secret” level clearance

Education: Bachelor's Degree in engineering, information systems, computer science, engineering, mathematics or physics or other related scientific or technical discipline from accredited University

Experience:

1) Two (2) years of demonstrated experience and expert level knowledge in the applications and operating system(s) identified by specified task order, including the supporting IT concepts and best practices.

2) Strong analytical and troubleshooting skills and experience performing root cause analysis

3) Implement policies, procedures, and technologies to ensure system security

TECHNICAL WRITER

Security Clearance: “Secret” and/or "Top Secret” level clearance; SCI eligible

Education: Bachelor’s Degree in English, Journalism, or Technical Writing. With experience in a field applicable to this position, i.e., computer science, information systems, or engineering;

Experience:

1) One (1) year of experience in the information systems field. Ability to interface with development teams and end-users to understand functional requirements to develop processes and procedures.

2) Two (2) years of experience in writing technical documentation, procedures

CLERK/TYPIST

Security Clearance: “Secret” level clearance

Education: Bachelor's degree from an accredited college or university. (An additional 4 years of specialized expertise may be substituted for a Bachelor's degree)

Experience:

1) One (1) year experience providing support for monitoring project schedules and budgets, preparing progress reports, maintaining logs, managing and analyzing information using Excel, web tools, or other database tools, and liaising with IPT lead and government team at appropriate levels

2) One (1) year of demonstrated experience in support of IT review in the DoD environment utilizing the following databases: Defense Application & Database Management System (DADMS)/DoD IT Portfolio Repository – DON (DITPR-DON) and Navy Enterprise Resource Planning (N-ERP)

3) Two (2) years of technical experience in standard office automation products
