1.1 Background

SSC Pacific, Position, Navigation, and Timing Division (Code 52300) is acquiring technical engineering services to support PNT systems to meet the Department of Defense (DoD), Joint, Coalition, and Navy’s needs for secure, functional, interoperable, and sustainable PNT capabilities.

1.1.1 Global Navigation Satellite System

1.1.1.1 The Global Positioning System

GPS is a U.S. space-based radio-navigation system that provides reliable PNT services to both military and civilian users on a continuous worldwide basis. GPS provides continuous highly accurate location and precise time information for an unlimited number of users in all weather conditions, day and night, anywhere in the world.

GPS is comprised of three segments: satellites orbiting the Earth, control and monitoring stations on Earth, and a wide variety of user equipment that ranges from small to large form factors such as mobile phones and wristwatches all the way to aircraft and satellite payloads. The USAF develops, maintains, and operates the space and control segments. GPS satellites broadcast signals from space that are acquired and identified by GPS receivers. Each GPS receiver then generates three-dimensional location (latitude, longitude, and altitude) as well as precise time.

1.1.1.2 Other GNSS

GLONASS is a Russian space based radio navigation system that provides reliable PNT services to both military and civilian users on a continuous highly worldwide accurate location and precise time information. It provides an alternative to GPS and is the second alternative navigational system in operation with global coverage and of comparable precision.

Galileo is a European Space Agency system that provides reliable PNT services to both military and civilian users. It also provides an alternative to GPS and GLONASS.

BeiDou Navigation Satellite System (BDS), formerly known as COMPASS, is a Chinese space based radio navigation system that provides accurate location and precise time information for both military and civilian users.

1.1.2 Central Engineering Activity

The CEA has been established at SSC Pacific to serve as SPAWAR’s technical center for PNT, including GPS and related navigation technologies. As such, the CEA supports SPAWAR, PMW 170 and the GPS Directorate in ensuring Department of Defense (DoD) user equipment (UE) remains continually effective and in combat ready state for fleet utilization, “from the cradle to the grave”.

The CEA was established at SSC Pacific to support the investigation and resolution of fleet-reported problems, to aid in the development and evaluation of US Navy GPS integration, and to support continued DoD UE development. The CEA supports the following functions: scenario generation, host vehicle interface simulation, modernized satellite signal simulation, and post-test data reduction and analysis. The CEA Facility (figure 1) comprises the following components: Real-Time Simulation System (RTSS), Advanced Global Navigation Simulator (AGNS), Generic Test Stations (GTS) and the Data Processing Facility (DPF).

1.1.3 Real Time Simulation System

RTSS simulates realistic operational environments for GPS receivers, motion profiles for all types of vehicles and configurable levels of navigation sensor performance. RTSS also provides the capability to define and control mission scenarios. AGNS generates a simulated high fidelity (radio frequency) (RF) signal environment injected into GPS receivers and antenna systems. GTS systems provide realistic interface environments (functionally and electrically), data logging and display of interface traffic and the capability to synchronize data transmission with additional events in the mission. The DPF reduces and analyzes mission test data.

The RTSS controls the overall execution of the test scenario. Commands from the RTSS are sent to a suite of emulation equipment that generate the appropriate signals and send them to the GPS equipment under test. Communication between the RTSS and the simulators is via Ethernet or SCRAMNet, a high speed distributed control network. Timing signals distributed throughout the test environment synchronize the generation of the simulated signals. Most of the modeling and significant computation is contained within the RTSS, but depending on the complexity of the environment being simulated certain functions can be off-loaded to the simulators for execution. Off-loading is done for convenience in executing legacy scenarios and for real-time requirements, such as emulating high-speed aiding information.

1.1.4 Advanced Global Navigation System

AGNS provides satellite simulation capabilities to SSC Pacific that include legacy satellite signals as defined on the Block II, IIA and IIR satellites as well as modernized signals as defined on the Block IIR-M, IIF and III satellites. The program strives to deploy a fully configurable, scalable, flexible and adaptable navigation simulator to meet the existing and future demands of the simulation testing community.

AGNS was designed and developed at SSC Pacific under tasking from the GPS Directorate to provide a state-of-the-art simulated signal-in-space (SIS) RF simulation environment to support testing of both legacy and next generation GPS UE specified by GPS modernization efforts. The system design largely decouples the software and hardware components of the system, allowing for rapid incorporation of new technology into the existing system architecture and allows for significant scalability relative to the availability of hardware resource.

AGNS consists of three distinct functional components: the system controller software, the signal generator hardware and the AGNS Interface Specification (IS) (IS-AGNS-001). The system controller software communicates with the signal generator hardware via the defined IS. In addition, the IS defines an external interface for external software to control the user motion inputs of the software and hardware in real-time and allows integration with both existing laboratory assets and future planned software testing tools. The AGNS Functional Block Diagram is shown below (figure 2).

1.1.5 AGNS Test Station (ATS)

The AGNS Test Station (ATS), consists of Government-owned software and firmware hosted on commercial-off-the-shelf (COTS) hardware and operating system. The ATS is based on a legacy design developed throughout the 1990’s by the California Institute of Technology’s Jet Propulsion Laboratory (JPL) for the National Aeronautics and Space Agency (NASA).

The ATS hardware architecture (shown in figure 3) is designed primarily for laboratory use and consists of a discrete component front-end with a COTS analog-to-digital converter (ADC) connected to a field-programmable gate array (FPGA), which performs heterodyning, filtering, re-quantization, and quadrature super sampling. A second FPGA is hosted within a Windows PC. This FPGA performs high speed signal processing functions, primarily code generation, correlation, and time keeping. All high-level processing, such as acquisition logic and closing of the tracking loops, is performed by the PC in software.

Figure 3: ATS Architecture

1.1.6 Generic Test Station (GTS)

The Generic Test Station (GTS) consists of Government-owned software and firmware hosted on COTS hardware and operating system. It is a multi-function laboratory PC with capabilities for transmitting data to and collecting data from units under test. GTS also reads aiding data from a DEX file generated by RTSS and outputs aiding messages to the units under test. The current GTS supports many different interfaces, including RS-232, RS-422, ARINC-429, MIL-STD-1553, Bi-Directional Data Port (BDDP), Naval Tactical Data System (NTDS)-A/B, NTDS-E, and IP multicast. The GTS records both receiver-transmitted data and GTS transmitted control commands. The GTS also displays data in real-time and is capable of playback for post-test analysis.
