N66001-18-R-0005 – RFP Questions & Answers
# Reference Question Answer 1 RFP P.21 Paragraph D
The government states that no overtime is allowed without express authorization. The provided example still has employees exceeding an eight-hour work day. In certain instances, OT is required to be paid to an employee who exceeds 8 hours in a single day, regardless of hours worked for the week. Please confirm that we can adjust the schedule for employees NOT exempt from FLSA in any fashion necessary to avoid
OT.
The language in the RFP stands on its own. “The contractor may also elect to configure the workforce in such a way that no single employee exceeds 40 hours during a normal week even though normal SPAWARSYSCEN Pacific hours are maintained both weeks.”
2 RFP P. 89 Section 3.2 Paragraph 2
The government states that “offerors shall submit the most recent performance assessment from the Contract Performance Reporting System (CPARS) for each reference. Please confirm if the government is looking for a printout of the information available on the CPARS website?
Correct.
3 General Price Related Questions
Where does the government want the offeror to specify the escalation rate.
Can subcontractors submit their sealed packages to the Government via email? Or must they submit via the SPAWAR-E Commerce site?
Please confirm that both the Forward Pricing Rate Agreement (FPRA) and DCAA/DCMA Approved Accounting System letter are required as part of the subcontractors sealed package to the Government?
Please confirm that FAR 52.222-41 – “Service Contract Labor Standards” does not apply to this IDIQ.
The escalation rate can be addressed as part of the cost volume. It will also be evident in the working formulas.
Subcontractor cost information should be submitted via the SPAWAR E-Commerce site.
Correct, refer to L-TXT-12(2.7)(a) FAR 52.222-41 is not included in the RFP, therefore it is not applicable.
4 Section L, Page 82, subsection “2.3 Estimated Level of Effort”, paragraph (a) & (a)(3)
Is the government mandating the use (bid) of the hours specified in the table on p. 83 paragraph (a)(3)?
Paragraph (a)(3) the government used 1920 hour per year per Full Time Equivalent (FTE) when estimating hours for each labor category. In paragraph (a) the government states “If the offeror does not propose the below level of effort, it may be considered unacceptable.” What information does the government require to justify productive hours per FTE below 1920?
Correct, offerors should use the quantities of labor hours for each labor category listed in the table on p. 83 paragraph (a)(3)
The Government is not looking for justification for FTEs below 1920 hours. Simply propose the hours stated by the Government.
5 Section L, page 90, Subsection “L-TXT-38 -
SUBMISSION OF
ELECTRONIC
PROPOSALS”,
paragraph (a)
We respectfully request that the government consider relocating the cost data specified in Section L, page 85, subsection 2.6, paragraphs
(1) to (17) from Volume 2 (PDF file) to the file referred to as the “second version” (Microsoft Excel file) as a separate, contractor created sheet. We believe this will reduce the possibility of errors in the submission and enable the government to clearly review formulas and verify the cost data.
The cost data in the “second version” of the cost proposal and the Volume II PDF should be consistent. It is up to the offeror to figure this out but it is not a complicated task.
The instructions will remain the same.
6 Section L, page 90, Subsection “L-TXT-38 -
SUBMISSION OF
The referenced section states that pricing data is only to appear in Volume II and in the Microsoft Excel spreadsheet. Section L, page 80, Subsection “1.0 Volume I – Offer”, paragraph (b) instructs the Offeror to
L-TXT-38(b)(3) has been revised.
ELECTRONIC
PROPOSALS”,
paragraph (b)(3) include “Section B – Supplies or Services and Prices” in Volume I.
Please provide clarification.
7 Section 3.1 Organizational Experience (page 87 and 88 of 96)
The government only allows contractors to “Cite at least one reference for work performed by the prime offeror, no more than one reference per subcontractor, and no more than three references total.” Would the government please increase the limit total references to no more than five (5).
The total number of references will not be increased.
8 Does the Prime contractor have to have the facilities clearance at time of submittal?
Time of award.
9 Can the government confirm no total compensation plan is required for the Vol II Price Proposal?
Submission of Volume II – Price/Cost Information, fulfills the requirement for a total compensation plan discussed in provision 52.222-46, Evaluation of Compensation for Professional Employees. A separate total compensation plan is not required for either the prime contractor or any subcontractors.
10 The RFP states that the proposal shall consist of only four files - three “PDF” files (i.e., Vol I, II, and III) and a second version of the cost proposal/Rate Sheet as a Microsoft Excel 2010 document. With regards to the Excel document, did the Government intend to request a separate copy of the spreadsheet that will be provided in the PDF Volume II as an Excel document, or is there a second “version” required?
Correct, the cost proposal/rate sheet provided as a PDF in Volume II should be provided in Excel format as well.
11 For Volume III-Written Capability Information/Organizational Experience - Can work offerors performed as a sub be submitted on Attachment 5- Reference Information Sheet?
Yes.
12 Do you accept proposals for applicants with Security clearance APPLIED status?
Offerors must have the required facility security clearance by time of award.
13 Can you share any links to obtain Security Clearance? No, this is the offeror’s responsibility. SSC Pacific does not issue facility clearances.
14 RFP 52.216-1, 52.216-
27, M-TXT-06
Clarify whether this will be a single award or a multiple award IDIQ contract.
The intent is to have multiple awards. There isn’t a pre-determined number of awards that will be made.
15 1. Section B indicates that fee will be negotiated at the Task Order level and shall not exceed the percentage proposed at the basic contract level.
Will labor categories rates be held to a similar requirement?
2. As level of effort will be determined at each individual Task Order, will the Government clarify if the Contractor will be permitted to propose fully burdened labor rates at the Task Order level that exceed the proposed rates?
1. Labor category rates at the task order level should be in line with the rates proposed on the basic contract.
2. See above answer
16 Section 3.1 states “Prepare and submit one (1) organization experience matrix (Attachment 4) to explain the breadth, depth and relevance of your organization experience on government contracts since 1 January
No, the Government is only requesting references on Government contracts.
2013 in the following SOW key areas:” Can a commercial contract be used to meet this criteria?
17 Section 2.5 Uncompensated Overtime and Professional Employees which states in part, “(g) The proposal shall include a separate, complete, cost breakdown, to the same level of detail as the breakdown supporting the cost proposal.”
It is unclear if the separate cost breakdown requirement is to address uncompensated overtime only. Please clarify this requirement. (ie. How does this requirement differ from Section 2.1, General Instructions, Section (7), which also requires a cost breakdown.
The requirement in L-TXT-12(2.5)(g) for a separate cost breakdown is only applicable to offerors that propose uncompensated overtime.
18 Volume III – Written Capability Information,
3.1 Organizational
Experience.
Will the Government confirm offerors will not be evaluated more favorably by citing relevant organizational experience that are not included as part of the “key” SOW areas (3.3 – 3.7). The “non-key” SOW areas include SOW 3.1, 3.2, 3.8 – 3.16. Is it more advantageous for offerors to respond to all areas if the organizational experience is relevant OR will the Government only evaluate the experience against the key areas?
Offerors should only submit information for key SOW areas identified.
19 Attachment 2 Prime Contract offerors and Subcontractor offerors are required to complete and submit Attachment 2 separately. How does the Government anticipate Prime offerors to account for Subcontractor costs in their prime proposal if pricing templates are not provided in the solicitation?
No pricing template has been provided. However, the structure/format of cost proposals has been provided (see L- TXT-12(2.6)). This section of the RFP describes how subcontractor costs will fit into the overall prime cost proposal.
Furthermore, L-TXT-12(2.1)(d) provides the required level of detail for subcontractor cost proposals.
20 Attachment 2 The Solicitation contains only one rate sheet in Attachment 2, there is no pricing model that would show LCATs, hours, subcontractor rates and hours, travel, and no break out of costs and fee (G&A, Overhead, Material Handling, Fee, etc.). Is it the Government’s intent for offerors to create their own pricing model to show all of the labor cost buildup elements?
Correct, offerors should create their own pricing model to show all of the labor cost buildup elements. A pricing template will not be provided. See L-TXT-12(2.6) for the required structure/format of cost proposals.
21 Attachment 2 The contents of Attachment 2. Are offerors authorized to make changes to Attachment 2, for example add sheets, columns or rows?
Rows can be added as necessary.
22 RFP in section 3.1(b) "Part 15 of the Reference Information Sheet requires offers to provide a summary description of contract work, not to exceed two additional single-sided pages in length, for each cited reference. In completing these summary descriptions, offers must explain the relevance of each cited reference with respect to one or more of the SOW key areas." Will the CO consider increasing the page count limit to four pages, as it is
The page count will be increased from two to three additional single-sided pages in length, for each cited reference.
nearly impossible to sufficiently address five key tasks and 16 key sub tasks in two pages.
23 Volume III, Written Capability Information
It appears the only page count allotment is for the Attachment 5 write-ups (9 pages total, 3 pages for each reference). Could you please provide a total page count limitation for Volume III?
There is no total page count limitation for Volume III.
24 Do the CPARs reports count as part of the total page count for past performances referenced?
CPARs reports do not count as part of the page limitation for the Reference Information Sheets (Attachment 5).
25 RFP page 15 7. Security –Talks about if foreign travel is required. Can you provide historical information on how much foreign travel was required on the incumbent contract and how much is anticipated on this contract?
There was no foreign travel required on the incumbent contract and none is anticipated for this contract.
26 Should 52.217-8 Option to Extend Services be included in this solicitation?
No, this clause is not being included.
27 RFP page 51 52.217-9 Option to extend the term of the contract
Section (a) We respectfully request that the contractor be given a written notice within 15 days and a preliminary notice at least 45 days prior to the contract expiring so that we can effectively transition employees as necessary.
Language will remain the same.
28 RFP page 66 52.204 (2) states the size standard for 541330 is $38,500,000 but the SBA size standard for this NAICS code is $15 million can you please clarify?
There is an exception to NAICS 541330 that has a size standard of $38,500,000.
29 Is there an incumbent contract? If so, can you please provide the name of the contractor, contract number and contract value?
The incumbent contractor is Cameron Bell Corporation (doing business as Gov Solutions Group (GovSG)) which previously provided support under contract number N00178-14-D-7651 Task Order 7N01.
30 RFP page 87 (2) asks for signed letters of intent (LOI). Please clarify if we need to provide LOI for proposed personnel or if LOI for new hires on other contracts would fulfill this requirement?
For named new hires, signed letters of intent specifically for this contract are needed.
31 Is there an SCA Wage Determination associated with this RFP for non-exempt positions (ie: Administrative Support)? If so, can you please provide the WD number?
There is no SCA Wage Determination associated with this
RFP.
32 Section L 2.0 Price/Cost Information – pg. 86
For 2.7(c), we have recently received our GSA schedule 70, during which our direct labor rates (salaries) were evaluated by the government.
Could that information be used in whole or in part to satisfy the requirements of this section?
Please follow the instructions in L-TXT-12 2.7(c). Your GSA schedule may be provided in addition to the requirements of L- TXT-12 2.7(c).
33 If this work is currently being performed, is any of the work being performed outside of the San Diego area?
No.
34 What are the potential performance locations? Pg 82 - For bidding purposes, offerors should assume that the Government place of performance is San Diego, CA
35 What is the anticipated contract start date? Refer to L-TXT-27.
36 Pg 87 -
Section L-TXT-12, Paragraph 2.7, (f)(5)
Please specify the type of equipment relative to this effort. The solicitation does not include a list of contractor supplied items.
No list of contractor supplied items will be provided with the basic contract. If applicable, individual task orders will provide the anticipated Government Furnished Property/Equipment.
37 Pg 87 - Section L-TXT-12, Paragraph 2.7, (g)(2)
The solicitation states that "If the proposal contains a “contractor team arrangement” as defined in FAR 9.601, provide information that describes the contractor team arrangement to include any information that will help the Government understand the contractor team arrangement purpose and benefit."
Q: Are contractors allowed to enter into a CTA even though this solicitation did not come out on a GSA Schedule?
Yes.
38 Pg 93 - Section M-TXT-06, Paragraph (f) 1.1
Reference: (f) 1.1. Step One (a) – Acceptability of Offer states "The Government reserves the right to change the terms and conditions of this RFP by amendment at any time prior to the source selection decision."
Q: Is it the government’s intent to give respondents sufficient time to respond to any changes to avoid disqualification if changes in term and conditions are changed? If so, suggest the last sentence be amended to reflect this intent.
Respondents will have sufficient time to respond to any changes to avoid disqualification if changes in term and conditions are changed.
39 Pg 94 - Section M-TXT- 06, Paragraph (f) 1.2.2
Reference: (f) 1.2.2 – Past Performance states "The Government’s performance confidence assessment will consider the Reference Information Sheets submitted by offerors, Past Performance Questionnaires submitted by offeror references, their own experience with offerors, and information from third-party references relating to the following areas:"
Q: How is Government going to objectively score those offerors who have not supported SSC Pacific ITM previously if one of the considerations in the Past Performance evaluation is “their own experience with offerors”? Recommend eliminating this as an evaluation consideration to remove any potential bias.
If the technical evaluators do not have experience with a particular offeror, then they will not rely on their experience to rate that offeror for Past Performance. In this case, past performance questionnaires, CPARS, reference information sheets, etc will form the basis of the Past Performance evaluation.
40 Pg 94 - Section M-TXT- 06, Paragraph (f) 1.2.2
Reference: (f) 1.2.2 – Past Performance states “The third aspect of the past performance evaluation is to establish the overall quality of the offeror’s past performance.” and that “The Government’s performance confidence assessment will consider the Reference Information Sheets submitted by offerors.” Section L-TXT-12, Paragraph 3.1 (c), Page 88 of 96 states “In completing the summary descriptions of contract work for Part 15 of each Reference Information Sheet (not to exceed two additional single sided pages per reference), clearly format the response to separate the discussion for each key area of the SOW. Do not provide a consolidated response for multiple key areas of the SOW.”
Q: In addressing the areas of (1) Quality, (2) Schedule, (3) Cost, (4) Management, (5) Utilization of Small Business, and (6) Regulatory Compliance for the overall quality of past performance, given the 2 page
Per the RFP, clearly format the response to separate the discussion for each key area of the SOW. Do not provide a consolidated response for multiple key areas of the SOW.
The Reference information sheet is primarily provided to establish relevance. It is the Past Performance Questionnaires, CPAR ratings, etc. that will provide feedback on the areas of quality, schedule, etc..
limitation of the summary description, can offerors address these areas in a consolidated response for the referenced contract, rather than separately for each key area of the SOW?
41 SF33 / 1 / Box 9 Sealed offers in original and 1 copies.
Since offers will be submitted electronically, what is the difference between the original and copy?
There is no difference.
42 Section L / 80 / L-TXT-
Proposals shall be prepared on standard 8 ½” by 11” formatted pages with 1” margins.
May cost proposal data tables be formatted on 8 ½” by 14” pages?
No.
43 Section L / 81 / 2.1(c) Overhead – Identify the current and/or projected overhead rate(s) and total overhead cost proposed and identify the various cost elements for which overhead is applied.
Will it be acceptable to combine Overhead and G&A as one rate?
Yes, if that is part of standard company accounting practices.
44 Section L / 85 / 2.6(4) Subcontractor Labor Cost
Should the subcontractor labor cost provided in the Prime’s submission include the subcontractor’s indirect labor cost? Or only the direct labor cost?
The prime’s proposal should follow L-TXT-12 2.6. At a minimum, Total subcontractor Labor Cost needs to be in the prime’s proposal. For subcontractors, submit the same detailed level of cost information as for the prime contractor. The subcontractor cost information can be submitted by the prime or the subcontractor may submit this information under separate cover
45 Section L. / 88 / 3.1(a) Cite at least one reference for work performed by the prime offeror, no more than one reference per subcontractor, and no more than three references total.
Can we have more than two subcontractors on our team? If yes, where do we provide the non-referenced partners depth of experience information?
Yes, you may propose whatever number of subcontractors you like; however, the Government will only consider 3 references, one of which needs to be for the prime offeror. In other words, at most, only the experience of two subcontractors can be cited in reference information sheets.
46 Attachment 2 Is it acceptable for the prime and subcontractor(s) to propose for the same categories? For example, 7,680 hours during Year 1 are designated for Network Engineer I. The prime contractor proposes 5,760 hours and a subcontractor proposes 1,920 hours, or vice versa. Will this be acceptable?
Yes, the prime and subcontractor(s) can propose the same labor categories.
47 Attachment 2 Are subcontractors permitted to complete and submit Attachment 2 under separate cover directly to the Contracting Officer in accordance with L.2.1(d)(1)?
Yes, subcontractors are permitted to complete and submit Attachment 2 under separate cover directly to the Contracting Officer. It is noted that the prime’s proposal should include total subcontractor costs per L-TXT-12(2.6) items 4-5.
48 Attachment 5 Box 3, Contract Number Box 4, Date of Contract Box 7, Contract Type
Yes.
Can we provide the depth of experience for the prime from multiple contracts with the same customer?
Can we provide the depth of experience for subcontractors from multiple contracts with the same customer?
49 M-TXT-06-
EVALUATION
CRITERIA AND BASIS
FOR AWARD (BEST
VALUE) (JUN 2017) (e)
Will the government use the same information to evaluate all offerors? The government will use the same evaluation criteria to evaluate all offerors.
50 M-TXT-06-
EVALUATION
CRITERIA AND BASIS
FOR AWARD (BEST
VALUE) (JUN 2017) (e)
Can the government clarify what is considered information available to the contracting office from sources deemed appropriate (highlighted above) and what information from other contracts with same firms for similar services will be utilized (highlighted above).
No. It is clarified in the paragraph cited (M-TXT-06(e)).
51 M-TXT-06-
EVALUATION
CRITERIA AND BASIS
FOR AWARD (BEST
VALUE) (JUN 2017) (e)
Can the government detail how “Subjective judgment on the part of the Government evaluators is implicit in the entire process” will ensure fair and unbiased evaluations?
Subjective judgment is an inherent part of the process of evaluating relevance, quality etc.
52 When does the Government intend to award tasks under the impending
MAC?
There is no set timeframe.
53 L-TXT-12.1( c) (1)
Can the government please clarify if all subcontractors need to complete the full Reps and Certs (Section K) of this solicitation just like the Prime?
Subcontractors do not need to complete Section K.
54 Section K - 252.227-
7017 IDENTIFICATION
AND ASSERTION OF
USE, RELEASE, OR
DISCLOSURE
RESTRICTIONS. (JAN
2011) - Section (d) - (f)
Does the government expect the contractors to complete this assertion at the IDIQ level or will this be required at individual Task Order Level? If at the IDIQ level, please provide further guidance on how we should complete this assertion since we are not producing any technical data at the IDIQ level.
If at the IDIQ level, does the government want Prime and Subcontractors to complete this assertion separately?
This should be completed as part of the initial proposal submission. Subcontractors do not need to complete Section K.
55 L-TXT-12, 2.0 Vol II, 2.7, (a) and (b)
Questions:
a. Can the government please clarify what exactly is needed in response to 2.7 (a)? Most members of our team have a DCAA audited accounting system. As subcontractors, are they required to provide a copy of their DCAA audit or FPRA if they have one? If yes, can they include this in their ‘sealed package’ and separately submit it to the government?
b. Can the government please clarify what is being asked for in the following from 2.7 (b) (1) " Unless the company has never been audited by DCAA, include a copy of the most current report that includes the
a. Yes and yes.
b. Yes and yes.
c. 2.7 (a) and (b) can be separate documents. If they are, provide them both; same applies to subcontractor. If they are the same documents, only one copy is needed.
cognizant DCAA office’s review of the contractor’s/ subcontractor’s accounting system.”? Specifically, is the government’s intent to say, “if the company has been audited by DCAA, include a copy of the review?”
- if yes, can subcontractors include this in their ‘sealed package’ and separately submit it to the government?
c. Can the government please clarify what it means by “additional copy” in the following, also from 2.7 (b) (1)? "If the most current information is provided in either of the reports required in section (a) directly above, the offeror does not have to provide an additional copy.” We presume that as long as the subcontractor includes evidence of DCAA review and the results of the review in their sealed package submission to the government, that is sufficient? Please clarify?
56 L.TXT-12.2.7(f)(2)
This is not a manufacturing-type contract. Will the government please clarify what is desired for "Production control procedures"?
RFP amended to remove “Production Control Procedures.”
57 RFP Attachment 2
Because this is an IDIQ contract and our team brings complementary capabilities with the most-qualified team member being eligible to support the prime on task orders, we have not segregated labor categories at Prime and Sub level. We have requested our subcontractors to price out all labor categories. Likewise, as the Prime, we will price out all labor categories at the IDIQ level to maintain maximum flexibility at the TO level. Therefore, all members of our team will price out all labor category line items. Please confirm this approach is acceptable and the government recognizes that this approach actually gives the government better choices to reach into all team member resources and not be restricted by decisions that are unknown at the IDIQ level.
This is not a recommended approach. If the offeror does not propose the estimated level of effort, it may be considered unacceptable.
58 L-TXT-12/2.0/2.1
Price/Cost Information
The instructions indicate that proposed subcontractor pricing can be submitted to the prime or directly to SPAWAR. Typically, this level of detail in pricing contains proprietary information, and the prime will only get a sanitized version of such cost information. Please clarify the instruction on page 87 that requests “analysis performed on the subcontractors cost proposal to determine a fair and reasonable price”. Is the government requesting that prime contractors perform a cost analysis on their proposed subcontractors cost estimate? Please clarify and/or provide additional details as to what to provide in such a cost analysis.
Correct the prime contractor should provide information on how they determined the subcontractor’s cost proposal as a fair and reasonable price.
59 L-TXT-12/2.6/Cost Proposal Format / Subcontract Labor Cost
The Government is asking to include subcontract labor cost. On Page 81, the same detailed level of cost information is being asked at the baseline IDIQ level for subcontractors as for the prime. If we add subcontractors cost for one or more subcontractors for all labor categories and the hours specified in the Table on Page 83, the total cost will be unrealistically high. Please clarify or revise this requirement as appropriate.
It is not recommended to have the prime and subcontractors each propose the entire labor mix. If the offeror does not propose the estimated level of effort, it may be considered unacceptable. The Government is requesting cost data for subcontractors with the same level of detail as primes.
Nowhere does it say that subcontractors also have to propose the total level of effort required by the RFP.
60 RFP Attachment 3 - Page 5 - Network Technician
This labor category does not currently contain a minimum years of experience qualification. Does the Government plan on providing a minimum number of years of experience expected for this labor category?
There isn’t a specific desired number of years’ experience required for the Network Technician.
61 Sec 2.7(d) In listing historical information to provide the government has listed three different rate types that are progressively accomplished. Does the government wish to see all three rates for each period or simply the most progressive of the rates. For example, if actual incurred rates are available does the government still desire to see the provisional rates?
Per the RFP, Historical indirect data, to include provisional rates, actual incurred rates, and annual incurred cost claims (if submitted), shall be provided for the three years prior to the offeror’s current fiscal year. If proposed indirect rates significantly differ from recent incurred rates, offerors shall include a detailed explanation.
62 There is no reference to a QASP in this solicitation. In order to accurately measure the quality and performance delivery on this effort, would the government consider issuing a QASP at the MAC level, or would the government prefer issuing a separate QASP document at each individual Task Order level?
There will not be a QASP at the basic contract level. The requirement for a QASP will be determined at the task order level.
63 Section 2.1(d) on page 81 states that “the offeror (prime) shall provide a list of all subcontractors by name and specify the type of subcontract.”
Does this mean that all subcontractors are required to be identified before the solicitation response due date, or will prime contractors have the opportunity to add subcontractors after award?
Subcontractors not included as part of the original proposal submission can be added post-award on a case by case basis.
64 Will there be an extension on the submission date? Not at this time.
65 Will the Government accept CPARS information via email from a subcontractor or via sealed envelope with the proposal if the referenced CPAR is not in PPIRS?
Per L-TXT-38, Electronic copies shall be submitted via the SPAWAR E-Commerce Central (SPAWAR E-CC).
66 Some of the RFP Attachments exceed the 1-inch margins and Attachment 5 contains specific instructions that the spatial structure of the attachment is not to be modified. Request that the Government confirm that RFP Attachments are exempted from the 1-inch minimum proposal volume margin limits specified in RFP L-TXT-12.
The attachments should maintain their current format.
67 We were unable to locate a requirement for inclusion of a Subcontractor Consent Letter when Organizational Experience/Past Performance information is provided by a subcontractor teammate. Are Offerors required to provide a Subcontractor Consent Letter and, if so, request that the Government provide guidance regarding the Volume in which Consent Letter should be provided, as well as the location within the volume (if the Government has a preference)?
Offerors are not required to provide a Subcontractor Consent Letter.
68 Please confirm that past performance references can have a start date earlier than 1 January 2013, and that the summary descriptions can only include work performed after 1 January 2013.
Past performance references can have a start date earlier than 1 January 2013, however, Block 5 of the Reference Information Sheet can reflect no earlier than 1 January 2013. Summary descriptions can only include work performed since 1 January 2013.
69 If the prime contractor intends to award a FFP-LOE subcontract, does that subcontractor need to submit a subcontractor proposal (with proprietary data) to the Government?
The prime and the subcontractor can decide whether the subcontractor information needs to be submitted under separate cover or together. For subcontractors proposed as FFP, a breakdown of indirect and direct labor rates is not necessary.
70 General Are contractors and subcontractors required to submit the general financial condition requirements found in Section 2.7 (e) as well as the requirements found in Section 2.7 (f), which include a summary of the organization, production control procedures, property control system, quality assurance programs and equipment and facilities relative to this effort? We ask because they do not appear to be relevant to this effort.
Subcontractors do not need to submit the information required by L-TXT-12 2.7(e) and (f).
71 General How should subcontractor proposals submitted directly to the Government be marked to ease consolidation with the Prime Contractor’s submission? Are contractors and subcontractors required to submit the general financial condition requirements found in Section 2.7 (e) as well as the requirements found in Section 2.7 (f), which include a summary of the organization, production control procedures, property control system, quality assurance programs and equipment and facilities relative to this effort? We ask because they do not appear to be relevant to this effort.
Subcontractor proposals should be marked/organized in a manner similar to that required by the prime. Subcontractors do not need to submit the information required by L-TXT-12 2.7(e) and (f).
72 Section L / 81 / 2.1(d)(2) If subcontractors are proposed, submit the same detailed level of cost information as for the prime contractor.
If the subcontractor has a DCAA/DCMA audited and approved accounting system do they need to provide the detail supporting documentation for their employee burden and benefit, G&A, Overhead, fees? Or just the percentages alone would be sufficient in order to have a CPFF subcontracting agreement. How should subcontractor proposals submitted directly to the Government be marked to ease consolidation with the Prime Contractor’s submission?
Per the RFP, subcontractors should submit the same detailed level of cost information as for the prime contractor.
Subcontractor proposals should be marked/organized in a manner similar to that required by the prime.
73 Sec 2.7(e)Sec 2.7(d) Do subcontractors need to provide historical rate information? Yes. If subcontractors are proposed, submit the same detailed level of cost information as for the prime contractor.
