SCI Island Mooring RFP Questions/ Answers:
1. Solicitation references bids to “include pricing for each individual cost line item”. Is there a separate document for line item pricing/ bid pricing schedule? No separate document for line item pricing and/or bid schedule.
2. What is the length of chain currently connected to each individual anchor leg? From an undated sketch of the moorings, the can buoy (no longer present) shows 2 shots of riser chain and 1 shot of anchor leg chain (assume it’s the SE Mooring). The pegtop mooring (NE), shows 2 shots of riser chain and 4 shots of chain for each of the 3 anchor legs. Assume 1 shot for each of the two shallow moorings due to depth (NW/SW).
3. If the chain needs to be replaced on the mooring system, will the government have replacements on site?
a. If so, will chain replacement be included as a line item per leg or as a lump sum for all four? Currently, the chain is connected together totaling approximately 350ft. Chain will require separation at approximately 1 shot intervals for a total of 4 separate shots. 1 shot for each mooring leg. Lump sum for all four.
4. What are the inspection criteria to determine if the anchor chain is within spec?
a. Is it visual only? Visual and physical
b. Do physical measurements need to be taken? Yes
c. Will a Navy Rep be onboard to witness the inspection? Yes
5. How long has the chain been sitting on the sea floor? The only document that available is dated from Aug 1989. Assumption is that it was refurbished at some point from then until now, but I do not have any documentation stating that.
6. When was the chain last inspected?
a. If so, is that report available? Yes, San Clemente Island NOTS Pier Area Mooring System Survey Results. Determined the shallow moorings thrash zone chain required replacement. Dive team could not inspect deeper moorings, but assume thrash zone chain requires replacement also.
7. What is the size of the wire rope? 1 1/8”
8. When we pull test the anchor legs and dragging of the anchors occurs, what is the corresponding procedure? Reposition the anchor accordingly reset and repeat pull test.
9. What method does the Navy want to use to verify adequate pull testing on the anchor legs?
Documentation of pull test of each mooring using appropriate dynamometer or tension measuring device.
Note: Chain, wire rope pendants, buoys, and hardware will require onload onto work barge/ vessel from NOTS pier using work barge/ vessel crane.
