Statement of Work (SOW)
Date: 1 June 2018 Title: San Clemente Island Mooring Installation (Code 56420) Type: Completion, Non-Severable
1.0 Scope:
Bidder shall install a four (4) point mooring system off the coast of San Clemente Island, CA to be used to moor the customer’s 270 ft. x 68 ft. barge within 12 months of installation.
2.0 Background:
Installation of a four (4) point mooring system off-shore near San Clemente Island in the vicinity of Naval Ordnance Test Station (NOTS) pier is a requirement for future SSC Pacific project support and at-sea testing in the subsea environment. SSC Pacific will be conducting operations at San Clemente Island in the spring through winter of 2019 which will require the use of a four (4) point mooring system to secure a barge for at-sea testing.
3.0 Technical Requirements and Responsibilities:
Project will consist of the installation of a four (4) point mooring system to include replacing buoys, installing wire rope, removing degraded chain, adding additional lengths of chain, detachable links, and associated shackles and swivels. The existing anchors and clumps for each mooring leg are planned for re-use based on previous diver inspection of the shallow moorings and sidescan surveys. The bidder shall include diver inspection, with video, of the deep moorings for verification of acceptable re-use. The Scope of Work consists of diving, inspection, mooring installation, and overhaul services, in water depths up to 190 feet of seawater. The bidder shall have underwater cutting methods to remove degraded chain, shackles, detachable links, etc. The mooring system when completed will be used to moor a 270 ft. x 68 ft. barge during worst case weather and tidal conditions in that area.
Operations may include all or part of the following tasks:
· On-load dive equipment and support equipment at point of mobilization.
· Transit to San Clemente Island Naval Ordnance Test Station (NOTS) pier to on-load mooring overhaul materials and a government oversight representative.
· Transit to the work site and set up for mooring installation operations.
· Conduct visual inspection of each mooring leg. Record visual inspection on video.
· Install four (4) point mooring system.
· Pull test of each mooring leg after overhaul corresponding to typical tensions seen by the planned barge use.
· Secure from operations and return to NOTS pier to off-load recovered mooring overhaul material.
3.1 Provided Mooring Overhaul Materials:
· Steel can buoys
· Foam-filled buoys
· Anchors
· Cement clumps (on seafloor)
· Various lengths of wire rope
· Misc. shackles, swivels, D-rings, and detachable links, various lengths of 2 – 2 1/8” chain (4 separate shots)
3.2 Approximate Location of Existing Moorings:
Mooring Clump / Chain / Anchor Positions

NOTE: NE position pegtop buoy is the only remaining buoy, all other buoys are missing. Bidder shall locate chain on bottom to connect to new chain and hardware.
4.0 Deliverables:
· See accompanying CDRLs
· Monthly Status Report (A001)
· Log of actual post installation mooring locations and depths (A002)
· Log of actual configuration installed (A003)
· Final completion report with summary of work, final locations of any installed hardware and type, video inspection of mooring legs, and the pull test data (A004)
· Safety Action Plan prior to starting project (A005)
5.0 Travel:
Mooring installation is to be conducted near-shore at San Clemente Island. The bidder shall provide their own means to transit to and from area of operation. SSC will provide a technical representative for the duration of the installation. The bidder shall be responsible for all aspects of in-port equipment mobilization and demobilization as well as operations at-sea during mooring installation operations. Vessel operation schedules will be promulgated by the Contractor. This information may include, as a minimum, project requirements, anticipated at-sea schedules, communication frequencies, and operation area assignments specified by the Government.
6.0 Lodging:
No lodging on San Clemente Island will be required or authorized.
7.0 Period of Performance:
Installation shall be conducted within one to nine months of the award of contract on a date or dates mutually convenient to the contractor, SSC, and the granting of Navy area use request. Deliverables are due within two weeks of the completion of the installation.
8.0 Acceptable Quality Level:
The bidder shall be required to provide the equipment and services described in sections 3 and 4. All work shall be documented in a report that is provided to the customer within the specific timelines.
9.0 Method of Surveillance:
