PERFORMANCE WORK STATEMENT
Title: Maritime Detection Project - Crane and Rigging Services Support
1.0 Scope. This is a performance based service acquisition to provide engineering services to support the Maritime Detection Project (MDP). The contractor shall install radar, microwave mounts, antennas, and other related equipment at three sites in the Buffalo, New York area on three towers (Sturgeon Point (BUN-011), Fredonia (BUN-012), and Ripley (BUN-013)). The contractor shall also install a microwave connection between the Erie Basin Marina observation tower and BUN-010 located at US Coast Guard Station Buffalo.
1.1 Background
SPAWAR SSC Pacific provides systems engineering, development, integration, test, and life-cycle support for the Customs and Border Protection (CBP) Maritime Detection Project (MDP). MDP was initiated in 2012 and consists of three towers located along the NY coast line of Lake Erie to help in detecting maritime traffic on the lake. Each tower consists of a Kelvin Hughes radar, AIS Receiver, and a PVP Night Hawk pan tilt unit/camera suite comprised of an Electro-Optical (EO) and Infra-Red (IR) long range camera as well as additional peripheral equipment. Two of the three towers (BUN-011 and BUN-013) were constructed in 2015 and later integrated back to CBP Headquarters where the radar, AIS, and camera data were fed into the Sensor Management System (SMS) /Joint Perimeter Surveillance Command and Control (JPSC2) common operating picture (COP). The third and final tower (BUN-012) is currently scheduled to be constructed. The object of this task is to install, secure, and align the remaining equipment and hardware on the three BUN towers and the Erie Basin Marina observation tower.

3.0 Technical Requirements.
3.1 Site Survey and Material Inventory
3.1.1 Description. The contractor shall conduct a site survey of all three tower locations: Sturgeon Point (BUN-011), Fredonia (BUN-012), and Ripley (BUN-013) and inventory all material and equipment at the government storage location (US Border Patrol, Buffalo Sector Headquarters) at least 30 days prior to start date of installation. This task is to verify that all the correct parts and pieces are accounted for to reduce any possibility of delays and to allow necessary lead times to obtain correct or additional material.
3.2 SITE 1 INSTALLATION (USCG STATION BUFFALO: BUN-010)
3.2.1 Description. The contractor shall install, align, and secure the coaxial cable for the DragonWave antenna that will point back to the Erie Basin Marina. This will also require the need to attach a new connector to the coaxial cable once it is cut down to the proper length. The contractor will procure the antenna mount to secure the DragonWave antenna to the BUN-010 tower. The contractor shall also properly align, test, and optimize the links of the two microwave antennas that are directed at BUN-011 to within acceptable quality standards.
3.3 SITE 2 INSTALLATION (STURGEON POINT: BUN-011)
3.3.1 Description. The contractor shall transport Government furnished equipment from the Government storage site to the installation site (Approx. 40 miles). This includes all mounting hardware and microwave antennas and other associated equipment. A forklift may be required to load and unload the material from the transportation vehicle. The contractor shall lift, install, and properly ground to the tower two (2) microwave antennas with two (2) ODU (Outdoor Unit) radios and necessary mounts, and two (2) ice shields at 130’ and 155’ above ground level, respectively, to tower. These antennas will be directed towards BUN-012 tower. The components to be installed may weigh up to 500lbs each. Tower contractor shall perform climbing rigging to safely handle payloads until secured by installation team. The contractor shall align, test, and optimize the connections of the two (2) microwave antennas directed at BUN -012 as well as the two (2) microwave antennas directed at BUN-010 as directed by government personnel to within acceptable quality standards. The contractor shall install, connect, and ground the RF coaxial cables of the two (2) new microwave dishes and route/secure them down the tower to the equipment shelter at the base of the tower.
3.4 SITE 3 INSTALLATION (FREDONIA: BUN-012)
3.4.1 Description. The contractor shall transport Government furnished equipment from the Government storage site to the installation site (Approx. 66 miles). This includes all mounting hardware and microwave antennas and other associated radar equipment. A forklift may be required to load and unload the material from the transportation vehicle. The contractor shall lift and install the radar DTX component to the 173’ platform. The contractor shall lift and install the radar antenna array and pedestal mount, AIS antenna, as well as the PVP Night Hawk Camera suite (Pan Tilt unit, IR camera, and EO Camera) on the180’ platform. The contractor will work with the government personnel and radar technician to help secure necessary cabling. The contractor shall lift, install, and properly ground four (4) microwave antennas with four (4) ODU (Outdoor Unit) radios, mounts, and four (4) ice shields at 56’, 88’, 104’, and 137’ above ground level, respectively, to tower. The antennas mounted at 56’ and 104’ will be directed towards BUN-011 tower and antennas mounted at 88’ and 137’ will be directed towards BUN-013 tower. The components to be installed may weigh up to 500lbs each. Tower contractor shall perform climbing rigging to safely handle payloads until secured by installation team. The contractor shall align, test, and optimize the connections of the four (4) microwave antennas as directed by government personnel to within acceptable quality standards. The contractor shall install, connect, and ground the RF coaxial cables of the four (4) new microwave dishes and route/secure them down the tower to the equipment shelter at the base of the tower. The contractor shall also run/secure the outdoor rated Ethernet cable, radar power, and signal cable from the upper enclosure on the 173’ platform down the tower to the shelter. Installed cables will include the following.
· 3 phase power cable to radar motor (QTY 1)
· Single phase power to DTX box (QTY 1-2)
· Data cables to DTX box (QTY 2-3)
· CAT -5E outdoor rated cable to equipment enclosure (QTY 2)
3.5 SITE 4 INSTALLATION (RIPLEY: BUN-013)
3.5.1 Description. The contractor shall transport Government furnished equipment from the Government storage site to the installation site (Approx. 87 miles). This includes all mounting hardware and microwave antennas and other associated equipment. A forklift may be required to load and unload the material from the transportation vehicle. The contractor shall lift, install, and properly ground two (2) microwave antennas with two (2) ODU (Outdoor Unit) radios, mounts, and two (2) ice shields at 80’ and 126’ above ground level, respectively, to tower. These antennas will be directed towards BUN-012 tower. The components to be installed may weigh up to 500lbs each. Tower contractor shall perform climbing rigging to safely handle payloads until secured by installation team. The contractor shall align, test, and optimize the connections of the two (2) microwave antennas as directed by government personnel to within acceptable quality standards. The contractor shall install, connect, and ground the RF coaxial cables of the two (2) new microwave dishes and route/secure them down the tower to the equipment shelter at the base of the tower.
3.6 SITE 5 INSTALLATION (Erie Basin Marina: Buffalo PD Radar)
3.6.1 Description. The Buffalo PD Radar integration effort between the Erie Basin Marina and BUN-010 will be done as a separate trip prior to the BUN-011, BUN-012, and BUN-013 efforts. The contractor shall mount and secure the DragonWave antenna to the observation tower (70-80’) located at the Erie Basin Marina. The contractor shall procure the necessary antenna mount and securely mount it to the concrete tower in the area near the existing camera and radar equipment. The antennas will be aimed by line of site after installation and will be optimized when the other antennas are aligned and optimized. The coaxial cable will be ran inside an existing conduit run that goes from the top of the tower to the bottom where the equipment will be located. Once the cable is ran through the conduit, it will require a new connector be properly attached. The contractor shall provide and install a new 20-Amp circuit breaker in the existing power panel and will run new wires and install a new quad power outlet within 10’ of the electrical panel for the new CBP radio equipment.
4.0 GOVERNMENT FURNISHED MATERIAL
4.1 Radar antennas and mounts. The Government shall provide one Kelvin Hughes Sharp Eye SBS-900 antenna and mounting hardware for BUN-012 for installation. Contractor will transport all materials for the individual sites from Customs and Border Patrol, 201 Lang Boulevard, Grand Island, NY 14072
4.2 Microwave antennas and mounts. The Government shall provide Aviat Eclipse microwave antennas, transceiver units, mounting hardware, and coaxial cable for each BUN site for installation. Contractor will transport all materials for the individual sites from Customs and Border Patrol, 201 Lang Boulevard, Grand Island, NY 14072
4.3 Camera Suite and mount. The Government shall provide PVP Night Hawk Camera suite consisting of a Pan Tilt unit, IR camera, and EO Camera, and necessary cabling. Contractor will transport all materials for the individual sites from Customs and Border Patrol, 201 Lang Boulevard, Grand Island, NY 14072
4.4 Engineering Drawings and Documentation. The Government shall provide all necessary engineering drawings and written instructions to perform necessary services.
5.0 DELIVERABLES
The contractor shall deliver the following Contract Data Requirements List (CDRL) deliverables for each task in PWS paragraph 3.0 in accordance with the following schedule:

6.0 OTHER
6.1 Place of Performance.
The installation work for this task order will be performed at the following locations:

· Sturgeon Point (BUN-011) - Erie County Water Authority 722 Sturgeon Point Rd, Derby, NY 14047
· Fredonia (BUN-012) – Fredonia Waste Water Treatment 4700 W Lake Rd, Dunkirk, NY 14048
· Ripley (BUN-013) - Ripley Sewage Treatment Plant 10168 W Lake Rd, Ripley, NY 14775
· Erie Basin Marina (Buffalo PD Radar) – 329 Erie St, Buffalo, NY 14202
· Contractor facilities
The contractor shall submit visitor requests to the Government no later than 14 calendar days before on-site arrival. In addition to the visit requests, copies of government issued identification will also be needed for all personnel who will be on site. For US citizens, a copy of the driver’s license will be sufficient. If the worker is a foreign national, a copy of their travel documents (passport and visa) will be required.
6.2 Inspection and acceptance: All deliverables shall be delivered to SSC Pacific for inspection by the government technical coordinator and acceptance by the Contracting Officer's Representative (COR).
