Attachment 3 Personnel Qualifications Matrix

If an offeror proposes an individual with a different license than required, but the offeror believes the license to be equivalent, the burden to provide written substantiation or documentation of the equivalence is on the offeror.

1. Must possess a current Master’s License issued by the U.S. Coast Guard for operation of vessels of 500 gross tons or greater on oceans. License must also have an unlimited Radar Observer endorsement.

2. Must have a minimum of 5 years of experience since January 2006 of employment associated with at-sea and in-port vessel operations with a vessel comparable in size and configuration as the R/V Acoustic Explorer.

3. Must have a minimum of 4 years of experience in safe operation of vessels in accordance with Inland and International Rules of the Road and in operating vessels in and out of San Diego Harbor including towing operations.

4. Must have a minimum of 5 years of experience in safe operation of Vessels at-sea in all weather conditions and in recognizing unsafe practices and taking or directing action to correct same.

5. Must have a minimum of 5 years of experience in management of sea-going personnel and in training vessel crews in procedures for combating at-sea emergencies.

6. Must have a minimum of 3 years of experience in reading and understanding Naval messages, navigational charts, weather reports, notices to mariners, and other forms of communications that affect vessels operating at-sea.

7. Must have a minimum of 5 years of experience in examining navigation charts and laying out tracks for safely navigating vessels to and from operating areas. Included is the determination of underway times and speeds required to have vessel on station in accordance with scheduled requirements.

8. Must have a minimum of 5 years of experience in underway watch standing and directing crews in proper watch standing procedures; developing watch bills; monitoring crew performance to ensure compliance with established rules and regulations; proper maintenance of logs and records; performing preventative maintenance on required equipment and systems.

9. Must have a minimum of 4 years of experience in safe and proper open-ocean deployment/recovery procedures for RDT&E test equipment.

10. Must have a minimum of 5 years of experience in the restrictions imposed by oil pollution control and environmental control acts and the proper procedures for compliance with same.

11. Must have a minimum of 4 years of experience in ensuring vessel is properly replenished and required stores/supplies are on board to support scheduled operations.

CHIEF ENGINEER
20. Must possess a license issued by the U.S. Coast Guard as a Chief Engineer for vessels up to 4,000 Horsepower or equivalent (i.e. Third Assistant Engineer for Steam/Motor, Unlimited Horsepower).

Must hold a Bachelor of Sciences degree in Marine Engineering from an accredited Maritime Academy OR have a minimum of 5 years of applicable experience since January 2008 of employment as a Chief Engineer performing maintenance, repair, and operation of diesel propulsion power plants on vessels having 4000 or greater horsepower.

1. Description of work and responsibility of the following labor category:

(1) PM/Craftmaster –

· It is desirable that the candidate for this position have the ability to supervise all the work disciplines within this contract and serve as the primary contact for the Contracting Officer’s Representative (COR).

· Be thoroughly familiar with the courtesies to be followed when operating with Fleet units and other Commands.

· Be thoroughly familiar with the restrictions and security/safety rules to be complied with when operating in Fleet op-areas or transiting through submarine transit lanes.

· Have a thorough understanding of and be experienced with proper communication procedures both on the airwaves and underwater.

· Be fully qualified and experienced in combating at-sea emergencies.

· Be capable of conducting routine operations in harmony with, and while providing assistance to, the military and/or civilian test personnel that may be embarked.

· Be capable of recognizing unsafe conditions or practices and making recommendations for correcting same.

(2) Mate/Navigator -

· Be thoroughly familiar with the courtesies to be followed when operating with Fleet units and other Commands.

· Be thoroughly familiar with the restrictions and security/safety rules to be complied with when operating in Fleet op-areas or transiting through submarine transit lanes.

· Have a thorough understanding of and be experienced with proper communication procedures both on the airwaves and underwater.

· Be capable of conducting routine operations in harmony with, and while providing assistance to, the military and/or civilian test personnel that may be embarked.

· Be thoroughly familiar with the rules and regulations to be complied with when operating a vessel in inland waters in all weather conditions.

· Be capable of recognizing unsafe conditions or practices and making recommendations for correcting same.

(3) Chief Engineer:

· Proper operation and maintenance of diesel engines to 500 Horsepower and Generators to 125 kW and 440 volts including AC and DC motors, controllers, switchboards, and battery charging systems.

· Operation and maintenance of Diesel-Direct Drive propulsion units; fuel and lube oil systems; HP and LP air compressors; hydraulic systems; sanitary systems (MSD); fresh water systems; and all standard shipboard auxiliary machinery.

· Engineering spaces watch standing procedures and proper maintenance of logs and records.

· Troubleshooting/analyzing engineering plant/equipment malfunctions and making repairs to same.

· Supervising engineering personnel in proper watch

· Standing and record keeping procedures; damage control procedures; emergency procedures; and the proper use of damage control personnel safety equipment.

· Experience operating systems typical of those that deploy/ recover sound sources, oceanographic sensors, and acoustic devices.
