Instructions: Each prime offeror and subcontractor offeror shall complete and submit one copy of this table in MS Excel format. The prime's submission must cover only the prime's proposed categories. The subcontractor's submission must cover only the subcontractor's proposed categories. In Column A, the offeror shall list all labor categories proposed using the Government's labor category titles identified in Section L of the solicitation. The offeror shall include separate rows for each rate within a given labor category (e.g., if two System Administrators are proposed using two different direct labor rates, include a row for each). The offeror shall include separate rows for Government site and contractor site rates, and identify this type in Column B. In Column C, the offeror shall list the contractor's titles for the Government's labor categories, if the titles used in the solicitation do not exactly match the titles normally used by the company (see Section L-317, 2.3 Estimated Level of Effort for additional information regarding labor category nomenclature). In Column D, the offeror shall state the company name of the prime offeror or subcontractor offeror. Column E, Direct Labor Hourly Rate, shall reflect each labor category's hourly direct labor rate for the first year only. If specific individuals are proposed (rather than labor category averages), offerors shall include a separate row for each proposed individual. Column D, Fringe Benefits Hourly Rate, shall reflect the proposed hourly dollar amount associated with fringe benefits, for each labor category and for the first year only. If a company does not charge fringe benefits as a separate rate (e.g., fringe is included in the overhead rate), state the estimated amount associated with fringe benefits when possible. Column G, Fully Burdened Hourly Rate, shall reflect each labor category's hourly direct labor rate plus any indirect burdens, including fee, for the first year only. For subcontractors, the fully burdened rate shall reflect all burdens within the subcontractor's company (including fee), but shall not include the prime contractor's burdens on subcontract costs.
