1 L-317 3.1

102 paragraph 2 states “Offerors shall also submit, as a part of their proposal, an SDP Rationale which describes why their specific approach is appropriate for the system to be procured and how their proposed processes are equivalent to those articulated by CMMI® capability level 3.” Is the SDP Rationale a separate document and if so what is the page limitation, or is the SDP rationale part of the 75 page SDP?

SDP Rationale is included in the 75 page SDP limitation. This has been clarified in the RFP.

102 paragraph 3 states “Offerors shall submit a description of previous experience in developing software using the same or similar processes and approaches as proposed for this solicitation. Offerors shall describe the extent to which personnel who contributed to these previous efforts will be supporting this solicitation.” Is the previous experience description a separate document and if so what is the page limitation, or is it part of the 75 page SDP?

Experience description is included in the 75 page SDP limitation. This has been clarified in the RFP.

102 Is the “Small Business Commitment Sheet” referred to in paragraph 3 the same as Attachment 4 “Small Business Participation Information Sheet?”

Yes. The title of “Small Business Commitment Sheet” has been updated to reflect Attachment 4, “Small Business Participation Information Sheet”.

3.3 (d)

103 Section states “The date in Block 5 can be no earlier than 1 January 2012.” If we executed a contract that began prior to 1 January 2012, however ended after 1 January 2012, can we use that reference if we only cite work that was performed after 1 January 2012?

Yes. RFP states, “the contractor must state the start date of only the work referenced, rather than the period of performance start date for the referenced contract.

The date in Block 5 can be no earlier than 1 January 2012. All of the work described in the summary description (i.e., the five pages attached to the Reference Information Sheet) must have been performed on or after 1 January 2012.”

5 Can multiple task orders to the same customer in support of essentially the same work under a single IDIQ/GWAC be combined as a single past performance?

Work under the same basic contract can be written as one reference.

6 Does SPAWAR still intend on reserving one or more slots for small businesses?

Acquisition strategy has not changed. This is being competed on an unrestricted basis. One or more awards may be reserved for small business if one or more small business prime contractors are found to represent the best value to the Government in terms of both technical capability and cost reasonableness. RFP Section M-307 (a) has been updated accordingly.

11 Modeling and Simulation Support – Can the government please clarify the specific types of modeling and simulation experience desired.

For example, would METOC environmental/forecast model work be considered as appropriate here?

The Statement of Work (SOW) is sufficient to provide guidance on the nature of M&S work to be required under this MAC.

The Offeror instructions included in the RFP are correct and sufficient.

104 Section D – Past Performance (f) states that “The offeror shall facilitate the submission of a Past Performance Questionnaire for each reference or submit a statement that past performance information for an individual contract resides in the Past Performance Information Retrieval System (PPIRS).” Please confirm that Section D – Past Performance is limited to 1 page to allow Offerors to submit the required statement about past performance information residing PPIRS.

If Past Performance information for referenced contract number resides in PPIRS, the offeror can submit that statement on a page.

However, this attachment makes it unclear as to how bidders are to price with respect to Government for Contractor Site rates. As this is a multiple award, task based ID/IQ contract, bidders are not sure of the technical requirements never mind the location of the work that may be solicited via this contract vehicle. This may lead to a wide range of bids that will make it difficult for the government to compare. Given this, would the Government consider requiring bidders to bid half of the hours as Government Site and half of the hours at Contractor Site to allow for more comparable cost submissions?
