BACKGROUND AND SCOPE 1

Scope and Purpose 1.1

Naval Facilities Engineering Command Pacific (NAVFAC PAC) is executing Military Construction (MILCON) Project P-XYZ to design and construct facilities in support of the bases communications and electrical shops. This project includes the construction of a new regimental consolidated Communications/Electrical (Comm/Elec) facility and parking structure. This project will also provide Anti- Terrorism/Force Protection (AT/FP) standards compliance as well as Leadership in Energy and Environmental Design (LEED) and Energy Policy Act (EPAct) of 2005 compliance. Design authorization for P-XYZ was issued on 15 June 2015. NAVFAC PAC facility design is ongoing and based on a project scope and design concept detailed in the charrette report dated 14 October 2014 and on Functional Analysis Concept Development (FACD) Report dated 19 Nov 2015.

The purpose of this BESEP is to provide Command, Control, Computers, Communications, Intelligence, Surveillance, Recognizance, and Information Technology (C4ISR/IT) requirements for facility design being performed by the NAVFAC PAC Architectural and Engineering (A&E) firm.

This document provides construction requirements such as space relationships; power; heating, ventilating, and air conditioning (HVAC); and cable infrastructure to support the C4ISR/IT systems to be installed in the new facility.

Section 2 provides an overview of the C4ISR/IT systems, design approach, and design considerations.

Section 3 provides detailed C4ISR/IT requirements with respect to civil, architectural, structural, electrical, mechanical, and security disciplines. The intent of Section 3 is to support MILCON planners with C4ISR/IT requirements to be submitted for inclusion into the building design.

Non-C4ISR/IT facility requirements such as medical equipment and non-Information Technology (IT) requirements are not addressed herein. Administrative and storage spaces as well as associated non- C4ISR/IT administrative requirements (e.g., shredders, refrigerators, and typewriters) are not addressed herein.

Background 1.2

Currently, the base communications facilities consist of a total of 4,229 m2 (45,519 SF) of spaces dispersed over seven different buildings. The basic facility requirement (BFR) for these communication shops (assuming UDP rotations) is 6,327 m2 (68,100 SF), leaving the communication shops deficient in required work space by over 2,089 m2 (22,583 SF). Furthermore, none of the said buildings were designed as Communications or Comm/Elec Maintenance facilities

MILCON P-XYZ aims to consolidate the base shops into a single facility that addresses the inadequacies of the current buildings. The new facilities include a two-story Comm/Elec building and a seven-story parking structure.

Current notional designs propose a new two-story 65,352 square foot building and a new seven-story, 152,653 square foot parking structure, and a new unit marshalling area (UMA) at an estimated construction cost of $64,700,000. Construction is planned to be completed in one phase with an estimated duration of 2.5 years.

ELECTRONIC SYSTEMS DESIGN 2

C4ISR/IT Systems Description 2.1

The C4ISR/IT effort for this project primarily involves relocating and performing a technical refresh on existing systems. The system design for this project is based on the existing equipment and projected equipment requirements. The building floor plans are shown in Error! Reference source not found.2 nd Error! Reference source not found.. As system changes are identified, they should be included into the design efforts. The floor plans may be modified subject to final building design.

Marine Corps Enterprise Network (MCEN) 2.1.1

The MCEN is the Marine Corps shore-based enterprise network and provides a wide variety of IT services to the Marine Corps users. MCEN provides access to both the Non-Secure Internet Protocol Router Network (NIRPNet) and the Secure Internet Protocol Router Network (SIPRNet) enclaves.

The MCEN equipment that will be installed in the comm/elec facility consists of both network equipment and workstations. The number and types (NIPR and SIPR) of MCEN workstations in each space is detailed in Table 2-1. The MCEN counts are based on the results of the preliminary C4I/telecommunications coordination meeting that took place during the charrette and are documented in the charrette report.

This system is a classified system and will be located in the EKMS vault on the second floor of the facility. Key Management Infrastructure (KMI) will replace EKMS in the future.

Design Considerations 2.2

Follow-on design and installation engineering should be accomplished throughout the 30, 60, 90, and 100 percent Design Reviews to ensure that operational requirements are validated and satisfied. This review process will minimize the disruption to personnel and operations and allow the project to stay within budget and within established schedules. The SPAWAR methodology of this follow-on engineering is presented as one possibility for consideration:

Installation Engineering 2.2.1

a. Installation Design Plan (IDP): The IDP is a detailed drawing package that contains all information needed to allow installers to successfully install and troubleshoot each system. It contains floor plans and cabinet elevations, antenna layouts and elevations, system block diagrams, cabling and wiring details, patch panel layouts, cable routing layouts, Alternating Current (AC) power distribution, and miscellaneous installation details.

b. Cutover Plan: The Cutover Plan creates a schedule for transitioning of the C4ISR/IT systems and specifies the order in which systems will be activated and the order in which connections will be made, broken, and checked. System interdependencies, estimated transition times, required downtimes, risks, and related issues will all be identified in the plan and communicated with stakeholders. The cutover plan will also specify the roles and responsibilities of each activity involved in the transition effort. A faces to spaces plan needs to be developed with customer input to ensure a smooth transition.

c. SOVT Plan: The SOVT Plan demonstrates that the new or relocated systems/equipment have been properly installed and are ready for operation. The SOVT Plan will describe pre-relocation baseline tests, stand-alone tests, off-line tests, and end-to-end on- line system tests. Upon completion of the SOVT, the system is turned over to the user for operational and maintenance responsibility.

d. ULSS: The ULSS provides essential logistics support information for new systems. Current support for existing systems will also be summarized. The support information covers warranty, hardware and software maintenance, training, technical documentation, and supply support.

e. A project management plan should be developed to establish work packages and to track performance, cost, and schedule.

For a detailed description of the complete SPAWAR approved installation process please refer to the Shore Installation Process Handbook (SIPH) Version 4.0, November 12, 2014.
