About this file

This file is a Questions and Answers (Q&A) document for RFP N6523626R3007, a Navy solicitation for Command, Control, Communications, Computer, Intelligence, Surveillance, and Reconnaissance (C4ISR) Sustainment III. The Q&A addresses two critical compliance requirements for interested offerors. First, regarding accounting systems, the document clarifies that offerors may submit proposals without a formal Defense Contract Audit Agency (DCAA) or Defense Contract Management Agency (DCMA) accounting system audit; however, such an audit must be completed prior to contract award, as specified in DFARS 242.7502. A third-party CPA audit demonstrating DCAA-compliance or compatibility is acceptable for proposal submission purposes. Second, the document confirms that a TOP SECRET (TS) facility clearance (FCL) with Sensitive Compartmented Information (SCI) access—designated as TS/SCI—is mandatory at the time of task order award, with specific security clearance requirements detailed in the Performance Work Statement (PWS) Section C paragraph 8.1.1 for facilities and paragraph 8.2.1.1 for individual personnel by labor category.

This solicitation is exclusively restricted to SEAPORT NXG MAC holders and is designated as a small business set-aside, with no other offers being considered. Offerors must register for PIEE accounts to receive solicitation documents and submit proposals. The RFP includes several controlled unclassified information (CUI) attachments that require signed Non-Disclosure Agreements (NDAs) for access. The Prime Offeror must designate a single Point of Contact to collect and submit consolidated NDAs from all team members and subcontractors to Contract Specialist Jessica Meddick at jessica.l.meddick.civ@us.navy.mil, with a deadline of 12:00 p.m. Eastern Time on March 25, 2026.

Q&A for N6523626R3007

1. Question: Does this opportunity require an accounting system that has been formally approved or audited by DCAA or DCMA?

Our accounting system has been independently audited by a third-party CPA firm and deemed DCAA-compliant/compatible. However, it has not undergone a formal DCAA or DCMA audit.

Could you please confirm whether this level of certification would be considered sufficient, or if a formal DCAA/DCMA-approved system is mandatory for eligibility?

Answer: An offeror may submit a proposal without a formal DCAA or DCMA accounting system audit; however, the audit would be required prior to contract award. Refer to DFARS 242.7502.

2. Question: Could you please clarify whether a Facility Clearance (FCL) is required for this opportunity? If so, what level of clearance is required?

Answer: As stated in the Section C PWS paragraph 8.1.1, “At time of task order award the contractor shall have a TOP SECRET (TS) facility clearance (FCL) with Sensitive Compartmented Information (SCI) access (TS/SCI).” PWS paragraph 8.1.1.2 outlines the highest (up to) required security clearance level by PWS task paragraph and PWS paragraph 8.2.1.1 outlines the required minimum personnel security clearance level by labor category.
