About this file

This document is a set of Additional Questions and Answers for a Navy solicitation (N6523625R3800) regarding Relocatable Modular Buildings. The Q&A addresses three key points: (1) the ordering period for the Indefinite Delivery/Indefinite Quantity (IDIQ) contract will be 5 years from award, with delivery orders not exceeding 24 months from award date, (2) pricing for subsequent delivery orders can be adjusted to address market conditions like inflation or tariffs, and (3) staffing requirements for superintendent, Site Safety and Health Officer (SSHO), and Quality Control Representative (QCR) positions will be left to the contractor's discretion.

The document clarifies that the Government can issue new delivery orders for modular facilities anytime within the 5-year IDIQ period, with the contract ceiling established by multiplying the first building's competitive price by 8 potential buildings. Each subsequent delivery order will allow the vendor to propose pricing that accounts for current market conditions. The Government is not prescriptive about how many individuals must fill the specified project management roles, instead leaving that strategic decision to the contractor's judgment.

Additional Questions and Answers

1. In the SAM description (we were unable to find this information in the solicitation) it states “Per FAR 52.216-22, the ordering period of this IDIQ will be 5 years from date of award and the delivery date on any order issued against this IDIQ shall not exceed 24 months from date of award.” Does this mean that the government may only place orders for additional trailers up to 24 months after the award date and the contractor does NOT have to hold the price for 5 years (60 MO) the full duration of the IDIQ?

Response: No, the Government can issue a new Delivery Order for another modular facility anytime from date of IDIQ award through 5 years. No delivery order should have a delivery date in excess of 24 months from date of award.

The IDIQ ceiling will be established from the competitive price proposed for the First Modular Building times 8 potential buildings. However, once the IDIQ and Delivery Order 0001 are awarded to a single vendor, the Government will issue a Request for Proposal for each subsequent delivery order and pricing can be proposed by the vendor at that time to address inflation or tariffs as needed in that delivery order proposal.

2. Based on question 1, due to instability current in markets and potential tariffs that could substantially affect the cost of raw materials, would the government consider allowing the contractor to provide a separate price for the second year that pricing must be honored (months 12-14).

Response: See response to Question 1.

3. Section 5.4.g states to provide superintendent, SSHO, and QCR, however it does not say if these individuals must be separate or can be the same person – please advise if 1, 2, or 3 individuals are needed to fill these positions.

Response: The Government is not directing how many individuals are needed, this will be up to the contractor’s proposed strategy.
