TextField: Maintenance Engineering Support Center (MESC), Performance Based Logistics (PBL) Support Services. The primary focus areas of this acquisition for Program Support Services include support to the SPAWAR government staff to consolidate inventory as requested to support the MESC and related systems and supporting requirements. This highly unique support is a key cost savings measure to provide specialized Logistics Engineering to reduce cost of Spares through early identification and repair of obsolete parts. The effort provides support to execute the Demilitarization (DEMIL) and Disposal of Legacy Command, Control, Communication, Computers, Information, Surveillance and Reconnaissance (C4ISR) equipment as a result of the Consolidated Afloat Network Enterprise Services (CANES) Technical Refresh for NAVSUP WSS Performance Based Logistics – Organic (PBL-O) support at the MESC in Norfolk, VA. This support will also identify sources, pricing, obsolescence and key logistics metrics to maintain optimal inventory as an effort to reduce Total Ownership Costs (TOC) per DODD 5000.1 and DoDI 5000.02.
TextField: Kochur Trummer Corporation (KTC) is a Service-Disabled Veteran-Owned Small Business (SDVOSB) that has the only expertise in place. for this highly specialized work. KTC is the only support contractor that has the specialized expertise, resources and equipment to support the customer's rapid response requirements to manage the DEMIL, disposal, testing, repair and maintenance of F condition material of the systems, as well as Logistics Engineering, Life Cycle, and Subject Matter Expert (SME) support necessary for the successful delivery of the required deliverables for the PBL activities to meet their acquisition milestones and objectives. KTC’s recommendations and support have kept the CANES installation schedule on track, decreased costs of ILS product updates, and ensured the reliability, sustainability and supportability of our PBL-O Programs. Over 40 CANES FFF recommendations were made, which saved the Navy over $800,000 in ILS Product Update requirements and ensured availability of installations to continue on schedule.
TextField: It is imperative that these highly unique SME support services get back online to halt further disruption to fleet support, to improve system operational availability (Ao), as well as fleet readiness. KTC personnel are the only personnel with the breadth and depth of knowledge and capability to accomplish the highly specific work with staff who have over 20 years between the two SMEs of specific related experience on the Legacy Networks and new CANES Systems. This gap in SPARES and technical data support degrades the ISEA’s capability to respond to CASREPs and is currently a major impact on the Navy's ability to meet the Sustainment Key Performance Parameters (KPP) of Materiel and Operational Availability.
