N6523617R0001 RFP
Follow-on Questions
26 June 2018
Question 1:
The June 20, "Questions and Answers" identifies in Question 1 that the Government requires offerors to price only the period of performance identified in Attachment 4A, Pricing Model. The contract ceiling for this requirement is $91 million inclusive of a 6-month option in accordance with FAR 52.217-8 Option to extend services.
According to the Section B tab and the solicitation, there is a 5-year base period, 4-year option period, and a 6 month extension. The Summary, Labor Cost, Loaded Rates Norfolk, and Other Labor Data Tabs only calculate rates for Year 1 which is assumed to be the "5 Year Base" and will need to be increased to a total of 486,160 hours.
If so, will the Government revise Attachment 4a to incorporate additional columns titled "4 Year Option" with a total of 388,928 hours and a column titled "6 Month Option" for a total of 48,916 hours? If not, how should we display our year by year calculations if there is only one placeholder for Base Year 1 rates/hours to align with the Section B CLIN structure?
Government Response:
The Summary, Labor Cost and Loaded Rates Norfolk and Other Labor Data Tabs only calculates the 1st Year of the 5 Year Base Period. The estimated labor hours for the 1st Year of the 5-Year base period is 97,832. The Government requests offerors provide pricing for the 1st Year of the 5-Year base period.
In accordance with Section L of the RFP, offerors shall insert their proposed fixed fee rate (including application base) and profit rate in Section B on the appropriate line as notated with the asterisk (*). No other information is required to be submitted for Section B (i.e. Estimated Cost/Fixed Fee/Total Cost lines are left blank).
The pricing model has been updated to remove the Section B- CLIN Structure tab. An updated pricing model has been posted to e-commerce. The file name is “Attachment 4A Prime Pricing Model v2.1 6-26-18”
